Leading cadres should learn first and be in front, asking others to do you first do it, asks of others 二、岗位绩效工资制度的基本内容 事业单位收入分配制度改革后实行岗位绩效工资制度。岗位绩效工资有岗位工资、薪级工资、绩效工资和津贴补贴四部分组成,其中岗位工资和薪级工资为基本工资。 (一)岗位工资 岗位工资主要体现工作人员所聘岗位的职责和要求。事业单位岗位分为专业技术岗位、管理岗位和工勤技能岗位。专业技术岗位设置13个等级,管理岗位设置10个等级,工勤技能岗位设置5个等级,普通工岗位不分等级。不同等级的岗位对应不同的工资 标准 excel标准偏差excel标准偏差函数exl标准差函数国标检验抽样标准表免费下载红头文件格式标准下载 (详见附表1至3)。工作人员按所聘岗位执行相应的岗位工资标准。 (二)薪级工资 薪级工资主要体现工作人员的工作表现和资历。对专业技术人员向管理人民设置65个薪级,对工人设置40个薪级,每个薪级对应一个工资标准(见附表1至3)。对不同岗位规定不同的起点薪级。工作人员根据工作表现、资历和所聘岗位等因素确定薪级,执行相对应的薪级工资标准。 (三)绩效工资 绩效工资主要体现工作人员的实绩和贡献。国家对事业单位绩效工资分配进行总量调控和政策指导。事业单位核定的绩效工资总量内,按照规范的分配程序和要求,自主分配。 事业单位实行绩效工资后,取消现行年终一次性奖金,将1个月基本工资的额度以及地区附加津贴纳入绩效工资。 (四)特殊岗位津贴补贴。 特殊岗位补贴主要体现事业单位苦、脏、累、险及其他特殊岗位工作人员的政策倾斜。国家对特殊岗位津贴补贴实行统一管理。 三、岗位绩效工资制度的实施 (一)岗位工资的实施。 1(专业技术人员。 专业技术人员按本人现聘用的专业技术岗位,执行相应的岗位工资标准。具体办法是:聘用在正高级专业技术岗位的人员,执行一至四级岗位工资标准,其中执行一级岗位工资标准的人员,需经人事部批准;聘用在副高级专业技术岗位的人员,执行五至七级岗位工资标准;聘用在中级专业技术岗位的人员,执行八至十级岗位工资标准;聘用在助理级专业技术岗位的人员,执行十一至十二级岗位工资标准;聘用在员级专业技术岗位的人员,执行十三级岗位工资标准。 在事业单位按国家有关规定设置专业技术岗位并完成岗位聘用前,专业技术人员岗位工资暂按以下办法执行:聘为正高级专业技术职务的人员,执行四级岗位工资标准;聘为副高级专业技术职务的人员,执行七级岗位工资标准;聘为中级专业技术职务的人员,执行十级岗位工资标准;聘为助理级专业技术职务的人员,执行十二级岗位工资标准;聘为员级专业技术职务的人员,执行十三级岗位工资标准。待完成规范的岗位设置并按规定核准后,专业技术人员再按明确的岗位等级执行相应的岗位工资标准。 2(管理人员。 管理人员按本人现聘用的岗位(任命的职务,下同)执行相应的岗位工资标准。具体办法是:聘用在厅局级正职岗位的人员,执行三级职员岗位工资标准;聘用在厅局级副职岗位的人员,执行四级职员岗位工资标准;聘用在处级正职岗位的人员,执行五级职员岗位工资标准;聘用在处级副职岗位的人员,执行六级职员岗位工资标准;聘用在科级正职岗位的人员,执行七级职员岗位工资标准;聘用在科级副职岗位的人员,执行八级职员岗位工资标准;聘用在科员岗位的人员,执行九级职员岗位工资标准;聘用在办事员岗位的人员,执行十级职员岗位工资标准。 and not themselves determined not to do, we cannot "lamp black", and "flashlight man as himself". Leading cadres should learn first and be in front, asking others to do you first do it, asks of others 3(工人。 工人按本人现聘用的岗位(技术等级或职务)执行相应的岗位工资标准。具体办法是:聘用在高级技师岗位的人员,执行技术工一级岗位工资标准;聘用在技师岗位的人员,执行技术工二级岗位工资标准;聘用在高级工岗位的人员,执行技术工三级岗位工资标准;聘用在中级工岗位的人员,执行技术工四级岗位工资标准;聘用在初级工岗位的人员,执行技术工五级岗位工资标准;聘用在普通工岗位的人员,执行普通工岗位工资标准。 国家已制定事业单位岗位设置管理规定,对岗位总量、结构比例和最高岗位等级设置进行管理。事业单位岗位设置将按国家有关规定执行。 (二)岗位工资套改的有关政策 1、套改工资时的现聘岗位(任命的职务)是指按人事管理权限正式聘用(任命),2006年6月30日所聘的岗位(所任的职务)。 2、事业单位工作人员原则上不得同时在两类岗位上任职,因行业特点确需要兼任的,需按主要任职岗位确定工资,不允许岗位工资和薪级工资分别按不同的系列确定、交叉享受。 3、专业技术人员按其所聘任的专业技术职务套改岗位工资,只有资格而没有被聘用职务的,其资格不与工资挂钩。 4、2006年6月30日前由高职务改任低职务以及免去管理职务的管理人员,如按人事管理权限正式行文明确保留原职务待遇的,暂可按原职务对应岗位套改,待单位岗位设置规范后,按照所聘岗位确定。 5、根据《浙江省人事厅关于事业单位实行人员聘用制度若干工资待遇问题的处理意见》(浙人薪[2005]289号)规定,岗位变动后仍保留工资待遇的人员,可按照原职务对应岗位套改。 6、在技术工人岗位未确定技术等级的人员,执行技术工5级岗位工资标准。 (二)薪级工资的实施。 工作人员按照本人套改年限、任职年限和所聘岗位,结合工作表现,套改相应的薪级工资(详见表4至6)。 套改年限,是指工作年限与不计算工龄的在校学习时间合并计算的年限,其中须扣除1993年以来除见习期外年度考核不计考核等次或不合格的年限。计算套改年限时的工作年限,是指从本人工作当年起根据实际工作时间按年度累加计算至2006年的年限 (只适用这次工资制度改革)。例如,1996年参加工作的人员,如实际工作时间没有间断,截至2006年的工作年限为11年。折算的工龄不计算为套改年限。 不计算工龄的在校学习时间,是指在国家承认学历的全日制大专以上院校未计算为工龄的学习时间(只适用于这次分配制度改革,不涉及工龄计算问题)。在校学习的时间以国家规定的学制为依据,如短于国家学制规定,按实际学习年限计算;如长于国家学制规定,按国家规定学制计算。 任职年限,是指从正式聘用到现岗位当年起根据实际聘任时间按年度累加计算至2006年的年限(只适用这次收入分配制度改革,下同)。 套改年限和任职年限的计算截至2006年6月30日。 工作人员按现聘岗位套改的薪级工资,如低于按本人低一级岗位套改的薪级工资,可按低一级岗位进行套改,并将现聘岗位的任职年限与低一级岗位的任职年限合并计算。没有原任低一级岗位的,按现任(聘)岗位进行套改。 工作人员由较高等级的岗位聘用到较低等级的岗位,这次套改可将原聘岗位与现聘岗位的任职年限合并计算。 工作人员按套改办法确定的薪级工资,低于相同学历新参加工作人员转正定级薪级工资的,执行相同学历新参加工作人员转正定级薪级工资标准。 (四)薪级工资套改的有关政策 construction of party communist network, mobile, Al, where XX channels, "taught the XX Party" app platform and learning such as distance education platform. Leading cadres should learn first and be in front, asking others to do you first do it, asks of others 1(录用(调入)的人员,其录用(调入)前按照国家和省有关规定被聘用为专业技术职务,且其从事所聘的专业技术职务时间符合连续工龄计算条件的,可与录用(调入)后所聘同级或低一级专业技术职务的任职年限合并计算。 2、转岗人员的任职年限按人事管理权限确定。 3(这次事业单位工作人员工资套改时,受聘到十级职员岗位人员的任职年限,从执行办事员工资待遇的当年起计算;受聘到九级职员岗位人员的任职年限,从执行客源工资待遇的当年起计算;受聘到十三级专业技术岗位人员的任职年限,从执行员级工资待遇的当年起计算;受聘到技术工五级岗位人员的任职年限,从执行初级工工资待遇的当年起计算。 (五)绩效工资的实施。 国家对事业单位绩效工资分配实行总量调控和政策指导。具体实施办法按国家有关规定执行。 事业单位在上级主管部门核定的绩效工资总量内,按照规范的分配程序和要求,采取灵活多样的分配形式和办法,自主决定本单位绩效工资分配。绩效工资分配应以工作人员的实绩和贡献为依据,合理拉开差距。 (六)特殊岗位津贴补贴的实施。 特殊岗位补贴主要体现事业单位苦、脏、累、险及其他特殊岗位工作人员的政策倾斜。国系统一制定特殊岗位津贴补贴政策和规范管理办法,规定特殊岗位津贴补贴的项目、标准和实施范围,明确调整和新建特殊岗为津贴补贴的条件,建立动态管理机制。除国务院和国务院授权的人事部、财政部外,任何地区、部门和单位不得自行建立特殊岗位津贴补贴项目,扩大实施范围和提高标准。具体办法按国家有关规定执行。 四、工资分类管理的实施 对从事公益服务的事业单位,按照事业单位分类改革所确定的不同类型,实行工资分类管理。基本工资执行国家统一的政策和标准,绩效工资根据单位类型实行不同的管理办法。 在事业单位新的分类办法和地区附加津贴制度出台前,经费来源主要由财政拨款的事业单位,绩效工资总量暂按本单位工作人员上年度十二月份基本工资额度和规范后的津贴补贴核定;对经费来源部分由财政支持和经费自理的事业单位,绩效工资总量可分别高出一定幅度。 事业单位绩效工资总量应结合单位公益目标任务完成情况和绩效考核结果核定。对公益目标任务完成好、考核优秀的事业单位,适当增加绩效工资总量;对公益目标任务完成不好、考核较差的事业单位,相应核减绩效工资总量。 对知识技术密集、高层次人才集中的事业单位,核定绩效工资总量时可给予适当倾斜。 五、正常调整工资办法 (一)正常增加薪级工资。 从2006年7月1日起,年度考核结果为合格及以上等次的工作人员,每年增加1级薪级工资,并从第二年的1月起执行。 (二)岗位变动人员工资调整办法。 工作人员岗位变动后,从变动的下月起执行新聘岗位的工资标准。 1(工作人员在同一岗位系列内变动岗位的,从变动的次月起执行新聘用岗位的工资标准。岗位工资按新聘岗位确定,薪级工资按以下办法确定。 由较低等级的岗位聘用到较高等级的岗位,原薪级工资低于新聘岗位起点薪级工资的,执行新聘岗位起点薪级工资,第二年不再正常增加薪级工资;原薪级工资达到新聘岗位起点薪级工资的,薪级工资不变。 由较高等级的岗位调整到较低等级的岗位,薪级工资不变。 and not themselves determined not to do, we cannot "lamp black", and "flashlight man as himself".
