关于淮安市水利局的几点建议 对淮安市水利局档案馆档案整理工作的 几点建议 摘要:本文论述了在文书档案学课程实习过程中实习单位一些不正确的操作步骤。 关键词:淮安市水利档案馆;文书档案;操作规范 档案工作是水利工作的一个重要组成部分，水利档案是水利活动的真实记录，是水利事业的宝贵财富。随着水利工作的深入发展，水利档案在服务水利工作，服务当地经济建设方面越来越显示出重要作用。在档案工作效益社会性、隐蔽性、滞后性三个特征的影响下，许多单位并未从根本上重视档案的管理工作。从这点来看，淮安市水利局做的比较好，不仅配有专门人员着手档案的收集整理，而且有专门的档案室存放整理好的档案。从对档案室的理论分类来看，淮安市水利局档案馆属于内部档案机构中档案室类下的普通档案室。档案室的主要任务是服务本机关。实习阶段我参与了办毕公文档案文件的整理工作，包括办毕公文的装订、分类、排列、编号、编目、装盒等内容。实习中整个操作步骤与理论要求基本一致，但任有几处不符合规范。 一、装盒后未在盒脊编目项目中注明起止件号 档案在装盒后应填写盒内排列最前和排列最后的归栏文件的件号。其间用“—”号连接。起止件号分“室编”和“馆编”两栏。归档文件整理阶段要填写的是起止件号中的室编栏，馆编栏供进馆前再鉴定。 二、每盒档案文件最后没有附文件备考 表 关于同志近三年现实表现材料材料类招标技术评分表图表与交易pdf视力表打印pdf用图表说话 pdf 备考表应放在盒内所有归档文件之后，用以对盒内归档文件进行必要的注释 说明 关于失联党员情况说明岗位说明总经理岗位说明书会计岗位说明书行政主管岗位说明书 。备考表是机关档案部门对归档文件进行静态管理的有效措施。备考表上设置的项目包括:盒内公文情况说明、整理人、检查人、日期。一般情况下，有关卷内材料的说明都应着项填写在备考表里，若无情况说明，也必须将立卷人，检查人的姓名和立卷时间填上，以示对案卷负责。 Details of green to introduce "the art of bonsai" concept, plant morphology, leaf color, aromas to create different moods and charms. Big green landscape according to the terrain the moderate, plant communities in natural, varied colors, flowers and clear principles, reflect the level, color and seasonal change. 三、档案编目工作不合规范导致效率低下 编目是指编制归档文件目录。编目应按照分类、排列的结果逐类、逐件编制，以系统、全面的揭示归档文件的全貌。编目应以“件”为单位进行。归档文件目录包括件号、责任者、文号、 题 快递公司问题件快递公司问题件货款处理关于圆的周长面积重点题型关于解方程组的题及答案关于南海问题 名、日期、页数及备注等项目，归档文件目录应单独装订成册，并编制封面。 实际操作中淮安市水利局档案馆能够在归档文件的目录中注明件号、责任者、文号等各个要素，但并没有将归档文件目录单独装订成册，而是将每页文档目录打印出来分别放置于每盒档案的首页，每盒档案的起止文号对应每页目录的起止文号，另外再配备一份详细的电子编目供档案查找。 这种做法有以下不妥:1.编制档案目录时由于每件档案的厚度不一，很难判断一个档案盒能装多少件档案。所以这种做法下必然导致在编目后多出一项工作，即根据每盒档案的多少重新编排文档目录。面对大量的文书档案，这样的工作必然导致效率低下。2.结合前面第一大点来看，每盒档案盒脊上未标注档案的起止件号。这样的编目 方法 快递客服问题件处理详细方法山木方法pdf计算方法pdf华与华方法下载八字理论方法下载 使文件查阅者遇到了困难:找一份档案文件不能很快知晓它在哪一个档案盒中，只能根据档案盒的编号和以打开档案盒中的起止文号来估计自己要找的文件所处位置。这样又造成文件查阅者的效率低下。 四、电子文件的归档有待建设 随着信息技术的发展, 计算机作为一种新的工具已经对档案管理工作产生了深刻的影响, 如缩微档案、电子文件档案以及CAD 光盘技术在工程档案管理中的运用。应用计算机建立相应的工程项目文档管理网络系统, 对工程文档进行程序化、科学化、规范化管理, 不但可以快速、有效、自动地储存、修改、查找及处理大量的水利工程档案资料, 而且可以利用计算机文档网络系统进行工程图纸、文件、资料等文档的迅速传递和沟通, 实现资源共享。 由于水利工作的特殊性，淮安市水利局档案馆的档案资料不仅涉及各类文书档案，还涉及大量的工程档案。这类档案特点之一就是图纸巨大，厚度超过一般文件。这给水利局电子档案的建设带来了一定的困难。 这种情况下，如果淮安市水利局能重视这方面问题，给档案馆配备专门扫描器材，增加档案馆人员配备，制定工作计划。电子档案的建设必能取得良好的进展。 Details of green to introduce "the art of bonsai" concept, plant morphology, leaf color, aromas to create different moods and charms.
