5泗县刘圩镇高标准基本农田设计报告20130708 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 第一部分 规划文本 1 前 言 为推进农村土地整治工作，大力加强旱涝保收、高产稳产高标准基本农田建设，促进耕地保护和节约集约利用，保障国家粮食安全，促进农业现代化发展和城乡统筹发展。泗县申报了《宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告》，该项目有利于增加有效耕地面积，对于缓解人地矛盾，改善农业生产条件，提高土地和水资源利用率，改善生态环境，提高农村居民收入，改善生活水平具有极其重要的意义。为了更好地开展项目区的高标准基本农田建设工作，加强对项目区高标准基本农田建设工作的规划管理，特编制本规划设计。 1.1 项目背景 根据《全国土地整治规划(2011—2015年)》、《国土资源部 财政部关于加快编制和实施土地整治规划大力推进高标准基本农田建设的通知》(国土资发〔2012〕63号)和《安徽省国土资源厅、财政厅关于大力推进高标准基本农田建设的通知》(皖国土资发〔2012〕180号)要求，结合宿州市委、市政府关于全市农业、农村经济发展部署和宿州市农业综合开发“十二五”规划的总体目标，积极开展高标准农田建设示范工程工作是稳步提高农业综合生产能力、保障国家粮食长久安全的基础;是打造粮食核心产区、发展现代农业、建设社会主义新农村的现实要求;是进一步提升农业综合开发水平和创新开发的需要。 本次泗县新建高标准农田项目是在2010年泗县刘圩镇国家农业开发项目的基础上进行补缺补差，项目区现有基本农田中基础设施条件较好、相对集中连片，但其配套设施工程标准与《高标准基本农田建设规范》要求存在差距，通过“缺什么、补什么”的办法经过适当投资可达到《高标准基本农田建设规范》规定标准的基本农田。 2013年3月安徽万胜农业科技投资有限公司派员进行项目区实地踏勘，收集有关资料，制定可行性研究工作方案和技术方案。后于2013年7月编制完成了《宿 - 1 - 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告》。 根据宿州市国土资源局的有关规定和要求，我公司自2013年7月开始进行宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目规划设计和预算编制，于2013年7月编制完成《宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告》。在编制本报告的过程中，严格按照《高标准基本农田建设规范》(试行)及相关专业规范、规程的要求，本着土地资源的可持续利用和工程技术可行、经济合理的原则，紧密结合项目区实际情况和社会经济发展规划，因地制宜、合理布局，统筹安排田、林、路、渠、沟，为实现项目区农业稳产、高产、优质提供科学依据。 1.2 规划目的 1.2.1优化土地利用结构与布局，实现集中连片，发挥规模效益。 1.2.2增加有效耕地面积，提高高标准基本农田面积比重。 1.2.3提高基本农田质量，完善田间基础设施，稳步提高粮食综合生产能力。 1.2.4加强生态环境建设，发挥生产、生态、景观的综合功能。 1.2.5建立保护和补偿机制，促进高标准基本农田的持续利用。 1.3 规划任务 1)制定项目区高标准基本农田建设的方针、原则和目标; 2)分析项目区基本情况，包括土壤适宜性分析、水土资源平衡分析、土地利用限制因素分析、高标准基本农田建设潜力分析等，科学确定各类用地数量及配置; 3)充分了解区域社会经济发展规划及各部门规划，使项目规划与其协调一致，反映区域发展动向; 4)落实土地开发整理指标; 5)合理规划田块，有效调整土地关系; 6)进行项目区主要工程布局与配置; 7)综合评价规划方案，进行规划方案效益评价; 8)制定规划实施的相关保证措施。 - 2 - 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 1.4 项目规划依据 1.4.1 法律、法规、规定及文件 初步设计报告的编制依据是: (一)《安徽省实施<中华人民共和国土地管理法>办法》; (二)《安徽省基本农田保护条例》; 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 1.6 项目建设规模 项目总面积为1609.2425公顷，建设总规模1374.9136公顷;不动工区面积234.3289公顷(其中村庄234.0740公顷，风景名胜及特殊用地0.2549公顷)。 1.7 项目预计新增耕地面积、新增耕地率 通过土地利用现状的数据和项目区现状图可以看出，项目区没有新增耕地来源。 1.8 项目投资情况 项目总投资为1000.2478万元，单位面积投资500元/亩。 1.9 建设基本农田面积 项目区建设基本农田面积为1215.1392公顷。 1.10 新增粮食产能 计划新增粮食产能为182.27万斤。 1.11项目土地权属状况 本项目区内土地所有权、使用权均属泗县刘圩镇秦场村、刘圩村、潼南村等3个村，土地权属明确，界址清楚，无土地权属纠纷。 - 5 - 泗县位于安徽省东北部，处于东经117?41′-18?10′，北纬33?16′-3?46′之间，东北与江苏省泗洪、宿迁、睢宁三县相邻，南部、西部分别与五河县、灵璧县相连。总面积1787平方公里，其中低山残丘、岗地分别为48和114平方公里。全县85万人，其中非农业人口8万人，占人口总数的9.4%。隶属宿州市，辖15乡镇，县人民政府驻泗城镇，大庄、刘圩、草沟、长沟镇为重点发展中心镇。 泗县地处淮北平原，地势较平坦，地势从西北向东南倾斜。北部极为平坦，为广阔的冲积平原，东南部有垄起岗地，西南部北沱河及唐河两岸最低，老山、马鞍山、屏山、鹿鸣山等为低山残丘。潼河、龙沟河、民利河、新濉河、唐河、北沱河、南沱河自西北流向东南，属淮河水系。气候处于亚热带向暖温带的过渡带，兼有南、北气候特点，季风明显、四季分明。 交通主要为公路、水路运输。104国道、303、329省道、3条主要县道8条一般县道和龙沟河、新濉河、民利河形成以泗城为中心的交通网络。 农作物主要为小麦、玉米、大豆、棉花、烟叶、花生、芝麻等，畜牧主要为牛、马、骡、驴、猪、羊、鸡、鸭等。矿产资源主要为石灰岩、石英岩、建筑用砂和砖瓦用粘土。 刘圩镇位于安徽省泗县东北部30Km处，329国道穿镇而过，西北距江苏省徐州市观音机场45Km，东距徐宁高速公路8Km，北距逍遥口码头13Km，全镇面积83平方公里，21个行政村，6万人口，7.6万亩耕地，是个平原地区，土地肥沃，盛产小麦、棉花，又是无籽西瓜、黑豆、黑、红、黄心甘薯的生产基地，2001年实现工农业总产值2.5亿元。 全镇企业发展较快，共有企业650家，其中镇企业10家，村办企业15家，个私企业625家。镇办企业有植物油厂、面粉厂、两个砖窑厂、三个水泥预制厂、 6 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 北京华东泗洲商贸公司、木材加工厂、建筑公司。 刘圩镇是个中心镇，城镇建设发展较快，基础设施齐全，连续八年被评为宿州市“十佳”文明集镇，连续三年被县政府评为“治安综合治理”先进乡镇。 项目区为淮北平原，地势平坦，海拔高度多在15.5m至17.4m米之间，地势南低北高、西高东低。区内土壤以黄棕壤、砂姜黑土为主。 2.2 项目区自然条件 2.2.1 地理位置与范围 项目区总面积为1609.2425公顷，实际整理面积1374.9136公顷。项目区东为周道村、秦场村，南接安河、小黄河，西为048县道、刘圩镇镇区，北为潼南村。涉及图幅号:I50 G 056066、I50 G057066、I50 G 056067、I50 G058066。 7 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 2.2.2 地形地貌 项目区地势平坦，一望无际，海拔15.5m至17.4m米。项目区北高南低，西略高东略低。项目区属古老河湖相沉积平原区，为黄土性古河流沉积物覆盖，属剥蚀堆积地形。由于沉积较早，在漫长的成土过程中，沉积之初富含的碳酸钙被淋洗到底层，加上地下水的影响，形成不同形状的砂礓。该区地势较低，地下水位较高。 2.2.3 土壤植被 项目区土壤以黄棕壤、砂姜黑土为主，土层厚度多在100cm以上，土壤质地粘重，耕层含有机质10000mg/kg左右、全氮680m g/kg、速效磷4.6mg/kg、速效钾145mg/kg，pH7—8; 项目区属于暧温带落叶阔叶林带，天然原生植被基本消失，主要树木为杨树等人工栽植的夏绿林，农业种植作物主要有小麦、大豆等栽培作物。 2.2.4 气候 项目区地处华北和华中气候区的分界线上，属暖温带半温润季风气候，是由华北半干旱温和带向华中温湿带的过渡地区，四季分明，夏季高温多雨，冬季寒冷多雨雪，项目区年平均降水量875mm左右，年降水最高的是1954年的1481 mm，年降水最少的是1978年的560mm，雨量多集中在6-9月份，占全年降水量的65.7%，其中七月最多，旱季主要在十二月到二月，降水仅占全年3.4%。 项目区光照充足，无霜期长，年日照时数2322小时，无霜期204天。年平均气温14.3?，大于10?的活动积温达4688.5?，适宜多种农作物和林木的生长。 2.2.6 自然灾害 项目区雨量较适中，多集中在六、七、八月份，由于降水量的相对集中，且各月分配不均，易发生春旱、秋涝，春末夏初有西南干热风，气温高、蒸发旺盛，给农业生产带来不利影响，主要气象灾害有旱、涝、风、霜、冻、冰雹等。 8 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 2.3 社会经济条件 1、人口与劳力 项目区涉及农户3230户，农业人口11665人，其中劳动力7638人。 2、土地利用现状 项目区土地建设规模为1374.9136公顷，有耕地1215.1392公顷。 3、农业生产水平 2010年项目区作物播种面积1215.1392公顷，种植结构以小麦、大豆为主，粮经比70:30，粮食总产9842吨。 4、农业科技服务体系状况 项目区刘圩镇农业技术推广站、林业站、农机站、畜牧水产站等科技服务站已在乡镇机构改革中，合并为农业技术综合服务站，实有专业农业科技推广人员12人。项目区良种覆盖率80.2%，机械耕作率91%。 2.4 农业种植及产量情况、农机化条件 项目区以农业为主，生长期约7个半月。农作物为一年两熟。作物以旱粮为主，盛产小麦、大豆等。复种指数正常保持在200%左右。 项目区主要种植模式是一大豆一麦为主。项目区主要农作物多年平均亩产量为:小麦亩产420公斤、大豆亩产120公斤。 2.5 项目区基础设施现状 2.5.1 灌溉与排水工程状况 1)、水源工程: 农发项目实施后，项目区农用井数量为116眼，农用井集中在项目区中部和南部，农用井设计井深为35米，每座农用井灌溉面积为75亩，符合《安徽省高标准基本农田建设规范》。 2)、排水工程: 9 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 项目区内有三条排水大沟，一条河流，分别是小余沟、小黄河、安河等3条大沟(详见下表2.3-2)，一条新濉河。3条大沟均最终汇入新濉河。项目区多条斗沟因多年未进行治理，淤积达0.5m-1.0m以上。项目区的田间道部分老化严重，部分沟起不到应有的作用，已经废弃，导致涝灾时有发生。 表2.5-2 排水支沟基本情况表 沟道名称 长度(km) 控制面积(km2) 沟底宽(m) 边坡 沟深(m) 小余沟 为了防止水土流失、保护岸坡安全，农发项目围绕区内田间道和大沟种植了 11 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 防护林，其中沿沟两侧种植了两行防护林，间距平均为2米，防护林总长度为31.3km。 项目区现有防护林图片 2.5.4 电力设施状况 项目区现已全面完成了农村电网的改造，实现了户户通电的目标，生活电力设施有保障，这为项目施工提供了便利的电力条件，但田间地头无农业生产供电设施。 2.5.5 其他设施情况 项目区作物午季机耕面积100,，午季机收面积100,，秋季机收面积60,，全部耕地实行机耕。 12 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 2.6 土地利用现状 2.6.1 土地利用结构 项目实施前，项目区总面积为1609.2425公顷，其中建设规模为1374.9136公顷，项目区耕地1215.1392公顷，林地、水域及水利设施用地、交通运输用地等共158.8371公顷，其他土地0.9373公顷。耕地全部为旱地。详见下表2.6-1 2.6.2 土地利用存在问题 1)灌溉与排水工程部分设施简陋、年久失修，且沟渠不配套; 项目区耕地土壤质地以沙土、淤土为主，砂疆黑土为辅，微碱性，土层深厚，土地肥力中等。通过增施有机肥，平衡施用化学肥料，使土地肥沃;通过培肥地力使土壤质地得到改良;通过深耕深松措施，使耕层厚度达到30cm，经这样改造后可使项目区适宜高产优质农作物生长。项目实施后改善了水利设施，旱能灌涝能排;田间道生产路合理布局，可使农作物及时运出，加上良好的种植经验和管理经验，通过高标准基本农田建设完全可以将项目区建成高产农田区。 2.7.2 土地利用限制因素分析 通过现场调查，项目区内影响土地利用的问题主要包括: 1)、内部水利设施配套不够完善，灌溉渠系不配套，难以全面及时地灌溉;排涝沟久淤变浅，流量减少，流速变慢，同时排涝沟上建筑物断面过小，也阻水影响排涝。 )、农村道路等级低，不方便生产生活。 2 3)、灌溉水源主要依靠怀洪新河，灌溉用水时通过打开蔡家湖拦河闸和张家沟涵引取怀洪新河香涧湖水源。 4)、整理改造资金不足，土地利用粗放，集中利用程度较低;致使农业产出率较低，农民生活水平不高，农民自主整理困难，直接影响土地资源的合理高效利用。 2.8项目区水资源概况 1)、降水、径流特征及时空分布 (1)降水特征 根据1980,2010年降水系列分析，项目区80%频率年的降水量为740.8毫米。但由于受季风气候的影响，降水量在年内及年际分配极不均匀。年内汛期8,9月份占全年降水量的35,40%，年内最大降水量一般在8月中、下旬出现。降水量 15 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 在年际变化较大，CV值在0.23,0.26之间，年最大降水量是年最小降水量的2.93倍左右。 (2)径流特征 根据降雨径流相关法计算出项目区80%频率年的径流深分别为238毫米。项目区内年径流的年内分配因受降雨的制约，与降水的年内分配极为相似。汛期8,9月份的径流量约占年径流量的35,40%，年内最大径流量多出现在8月份，平均占年径流量的27%,35%，最小泾流量多出现在12月份，平均占年泾流量的3.1%,4.5%.径流量的年际变化更不均匀。CV值在0.76,0.8之间，年径流最大值470毫米，是年径流最小值的5.7倍。 2)、水文地质条件 项目区水文地质第四系，含水层为深水层。层数1,4层，厚度50,60米。水位埋深深。地下水水质较好，矿化度小于1克/升，适于农田灌溉。地下水补给主要来源于大气降水入渗补给，地下径流微弱，消耗于蒸发。属降雨入渗蒸发型。 3)、水资源量 (1)地表水资源量 项目区径流时利用泗县中部降雨径流关系，由降雨系列推出径流系列进行分析，根据项目区总面积计算出项目区80%年径流量为1385万立方米。 地表水资源的开发利用主要取决于河道的控制调蓄能力，根据项目区规划项目区按十年一遇除涝标准并结合蓄水灌溉的要求疏浚清淤排涝支、农沟。项目建成后，支沟一般蓄水水深达2.5,3.0米左右，农沟可达1.0米，经计算蓄水库容达1023万立方米，总的看平水年地表水资源比较丰富。 (2)浅层地下水资源量 浅层地下水可利用量以多年地下水资源采补动态平衡为约束，不因开采而造成地下水位持续下降等生态环境问题，有保证地开采地下水量。地下水的补给主要来源于降水入渗量和田间灌溉水回归量，消耗于灌溉开采时和潜水蒸发量。在干旱年份，而丰收年份，地下水补给超过耗水量，多余水存蓄地层中，地下水位上升。 (3)地下水补给量 16 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 (4)地下水耗水量 灌溉需水量:采用《安徽省水资源评价》中得出的淮北地区取用地下水灌溉时年灌溉需水量经验方式: I年=360?e(-0.000875?P年)(毫米)则 R3=0.1?I年?F(万立方米) 潜水蒸发量:R4，采用蒸发系数法接下式计算 R4=0.1?ε0?C?F(万立方米)式中 ε0:不同频率的水面蒸发量(毫米) C:潜水蒸发系数 F:项目区面积 (5)调节计算 根据1980,2010年的降雨系列，逐年对部分耗水及补给量相比较进行多年调节计算。设年补给量为W1，年总耗水量为W2，W1-W2=?V。??V为地下水的增减量。因而引起地下水位升降?h，而?h=?V/U。逐年累计调节计算，即可求出逐年需水量和地下水位的升降过程。(U:给水度，职0.05) (6)破坏年份调节计算 当地下水由于连续开采而下降，超过限制埋深时，则灌溉为破坏年，该年用水不能满足。 17 式中为h1年末与年初地下水位埋深差。它是由于年灌溉用水量与总补给量之差而引起。H2系按总补给量(必小于年灌溉需水量M)的一半计算，由此关系，可求得破坏年份限制灌溉用水量的M/=(2000u(Zmax-Z1)+R1)/(1-β)求出限制灌溉用水量后，即可计算回归水量，年末地下水位埋深，然后进行下年调节计算。 保证率。经调节计算，可知破坏年数m，则灌溉保证率为P=(n-m)/(n+1)?100% 式中n为系列总年数。 经计算:地下水资源总量为1682.6万立方米，项目区地下水灌溉保证年达到80%年可利用量为:1267.85万立方米。 2.8.1 项目区需水量 2.8.1.1项目区现有水利工程供水设施 项目区河道两侧100米内为河灌区，主要依靠村民自备的小型农用水泵从大沟中提水，主要种植小麦和大豆。 项目区大部分耕地为井灌区，主要种植小麦和大豆，现有116眼完好的农用井，能够正常发挥灌溉作用，但是现有农用井数量过少，不能满足抗大旱需求，本次规划新建111眼农用井。 2.8.1.2现状需水量及供需平衡情况 1 用水定额 (1)、人畜用水定额 根据《安徽省地方标准<行业用水定额>DB34/T 679-2007》:农村居民生活用水50L/(人?d); 大牲畜用水50L/(头?d); 18 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 小牲畜用水20L/(头?d); 家禽用水为0.5L/(只?d)。 (2)、灌溉用水定额 项目区内主要种植小麦和大豆等，根据《安徽省地方标准<行业用水定额>DB34/T 679-2007》: 小麦用水为60m3/亩; 大豆种植用水为60m3/亩。 2 项目区现状需水量 1)、生活用水 项目区人口11665余人，均为农业人口，项目区现有小牲畜0.67万头。根据调查比较，目前农村人均日用水量仅达40,50L/人.d。按人均日用量40升计算，小牲畜日用水量为10升。据此计算项目人畜用水量约为19.5万立方米/年，均为地下水。 2)、农田灌溉用水量预测 根据省水科所在项目区灌溉试验站灌水资料分析得出的小麦、大豆的灌溉制度及根据1975,2005年降水资料频率分析，选取1982年、1984年、1986年作为50%、70%、80%的典型年，得出小麦、大豆不同频率灌溉定额如见下表: 50% 70% 80% 备注 作物 小麦 75 85 90 立方米/亩 大豆 50 65 75 立方米/亩 根据项目规划，项目区以种植一麦一大豆为主计算，农田灌溉用水量预测以复种指数200%的一麦一大豆测算，即小麦1.9999万亩，大豆1.9999万亩。依照上表计算出项目区50%、70%、80%综合灌溉定额为125立方米/亩、150立方米/亩、165立方米/亩。 灌溉水利用系数:项目区规划主要采用衬砌渠道灌溉、喷灌等节水灌溉措施，灌溉水系利用系数较高，取η=0.75，则项目区农田灌溉50%需水量为227.84万 19 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 立方米，70%需水量为273.41万立方米，80%年用水量的300.75万立方米。 综上，项目区典型年总需水量为320.25万m3。 2.8.2 项目区规划后供水量分析及供需平衡分析 (1)地表水供水量预测 灌区可供水量指在一定的来水条件下，采用合理的调度运用方式，水利工程可利用的水量。 1)、坑塘和河沟调蓄量。 项目区内规划后坑塘水面25.4887公顷，沟渠占地为84.8748公顷，则合计坑塘、大沟调蓄水面约110.3635公顷，整修后在枯水年(P=80%)平均蓄水可达1.2米以上，复蓄次数以1.1计，利用率以85%计，每年可提供123.83万立方米农田灌溉用水，且项目区内有新濉河流过，年可提供133.65万立方米。 (2)地下水可供水量预测 地下水为一动态的多年调节地下水库水资源量。其可利用量年际变化不大，根据前述浅层地下水各种频率可利用量，项目区50%、70%、80%可利用地下水资源为1267.85万立方米、1032.436万立方米、899.872万立方米。项目区规划后有227口机井抽水灌溉，在P,80,典型年，每眼机井抽水量为35m3/h，则年为项目区供水量为35?20?12?227=190.68万 m3。 通过以上水资源可供水量情况分析可得: 总供水量为W供=123.83+133.65+0+190.68=448.16万m3。 W供由以上计算可知，设计年项目区可供水量=448.16万立方米，需水量 WWW供需需=320.25万立方米。所以，,。 根据上述分析，项目区供水可以满足生产及生活需要。从灌溉保证率为80,的典型年分析，水资源供大于需。区内有充分的地下水源供给，打井灌溉的保证率高，水量完全满足要求。 但总的来说，水资源总的来说是有限的，水资源日益紧缺。为了建设旱涝保收、高产稳产的高标准耕地，为了加强节水管理、节约水资源，促进项目区农业生产的可持续发展，应采用节水灌溉技术，提高灌溉水利用系数，农田灌溉方式 20 耕地质量是由多种因素综合作用的结果。通过高标准基本农田建设工程措施，对项目区的沟、渠、田、林、路进行综合整治后，将其建成土地平整、田块成方、面积适度、四周林网布局合理，路渠成行、灌排通畅、适于机械操作、具备规模经营条件的农田，可有效增强抗灾能力，提高土地的综合生产能力。项目区治理后，便于农业机械化耕作和集约经营，新增耕地质量有保证。 本项目区现有中、低产田面积所占比例较大，中、低产田主要是由于田块分散，沟渠不配套，易受旱涝影响，加上对其耕作粗放，致使粮食产量较低。通过农田水利设施的完善配套，建成相应的排灌体系，提高耕地抗御旱涝灾害的能力，调节田间土壤水份平衡状况，为作物创造良好的生长环境。项目实施后中、低产田的产量将大大提高。 田间道路建设，布设农田林网工程等工程，可防治水土流失，进一另外，对 步改善农业生产条件，改善项目区生态环境，促进土地资源的持续利用。 2.10 公众参与分析 公众积极参与是项目成功的重要保证。在土地整理项目的筹划、研究和决策过程中通过公众的直接参与，可使研究成果更加完善，更加符合项目区实际，使项目设计更加科学合理，措施更为得力。 此项目在论证过程中，得到刘圩镇领导高度重视，同时得到土地、水利、农业等相关部门的大力支持，确保本项目决策的科学性和相关规划的协调一致性。在实地调查研究过程中，采取与水利技术人员交流、与乡(镇)村长交流、会议交流等多种形式，通过非正式访谈形式与当地农民的交流，获得了有关耕作制度、耕作方式、作物产量等信息;乡(镇)领导对农民关心的发展问题比较敏感，而且对项目的背景较为熟悉，通过与他们的交流，获得了大量富有成效的信息，并促进他们在项目决策和实施中的合作。项目得到农村基层组织的拥护和支持，当地农民一致认为项目的实施对改善农业生产条件、提高粮食产量，增加农民收入，改善生活、生产环境起到很大作用，并表示将积极参与，保证项目顺利实施。 23 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 3 项目指导思想、原则和目标 3.1 指导思想 以提高农业综合生产能力，发展现代农业和促进农民增收，深入贯彻落实科学发展观，按照党的十七届四中全会精神，着力加强农业基础设施建设;因地制宜地采取综合措施，进行田水路林山综合治理，将中低产田建设成为高标准农田。充分发挥市场在配置资源中的基础性作用，按照公共财政的要求优化资源配置，建立公共财政支持粮食生产和农业发展的长效机制;立足项目区资源优势和比较优势，着力培育和壮大农业主导产业特别是粮食产业，为保障国家粮食安全、增加农民收入、推进现代农业发展和社会主义新农村建设做出积极贡献。本项目在国家确定的粮食主产区泗县实施，依托当地水土资源条件，加强农业基础设施建设，改善农村生态环境，以高产稳产优质品种生产为重点，增加农业科技含量，保障粮食安全，优化农业产业结构，发展农业产业化，推进农业现代化进程，促进农民增收，提高农业综合效益。 3.2 规划原则 (1)项目区实行田、水、路、林综合治理的原则。围绕当地优质特色农产品和产业结构调整的要求建设高标准农田，与发展特色种植农业，建设产业基地相结合，与改善生态环境相结合。 (2)坚持因地制宜的原则。高标准农田建设要尽快改善项目区农业生产条件，合理开发利用水土资源，大力推广节水灌溉技术，不断扩大小麦和大豆、保护地种植面积，推广优良品种，不断提高农业综合生产能力，切实增加农民收入。 (3)坚持统筹规划、突出重点的原则。坚持规划先行，科学制定高标准农田建设示范工程中长期规划和年度计划，确定发展的重点区域、重点项目，明确资金的重点投向。 (4)坚持科学布局、典型示范的原则。根据区域特点，因地制宜采取不同的开发模式，推动高标准农田建设示范工程协调发展，采取水利、农业、林业和科技等综合措施，把中低产田改造成为旱涝保收、高产稳产、节水高效的高标准农 24 (6)坚持政府主导、农民主体的原则。充分发挥政府在组织实施高标准农田建设示范工程中的主导作用，带动农民群众自觉参与，充分发挥农民群众的积极性和创造性，使农民群众成为高标准农田建设示范工程的“建设主体、受益主体、管护主体”。 3.3 规划目标 (1)合理布置沟渠，形成齐备的排涝灌溉系统，灌溉保证率达到80%，排涝达“十年一遇”的标准; (3)配套完善农田排(涝)灌(溉)系统，提高耕地质量; )完善田间道路系统，通过土地平整、田块重划、配套田间建筑物等措施，(4 为今后农业机械化生产创造条件; (5)合理布局农田防护林，改善农田生态环境; (6)推进农业结构调整，增加农民收入。通过高标准基本农田建设，改善土地生产条件，实施规模化经营，推进农业结构调整，增加农民收入。 25 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 4 规划方案 4.1高标准基本农田建设标准 根据项目区地势的特点和项目区的自然条件、资源状况等，本次规划尽量利用现有的道路、排灌沟渠、排灌站等设施，从的基本实际出发，科学合理的对项目区的水、田、路、林、渠进行综合规划，基础设施使用年限不低于15年，标准如下: 4.1.1田间道路工程标准 1、田间道路工程是为满足农业物资运输、农业耕作和其它农业生产活动需要所采取的各种措施总称。包括田间道和生产路。 2、通过实施田间道路工程，构建便捷高效的田间道路体系，使田块之间和田块与居民点保持便捷的交通联系，满足农业机械化生产、安全方便的生活需要。 3、道路通达度平原区应不低于95%，丘陵区应不低于80%。 4、田间道路宽度为3-6米，生产路宽度小于等于3米。 4.1.2灌溉工程标准 按照《安徽省高标准基本农田建设标准》规定，结合项目区的实际情况，本次规划设计灌溉标准采用P,80%的保证率。本项目主要采用地表水和地下水结合灌溉方式。 4.1.3排涝工程标准 本次规划设计自排采用“十年一遇”的3日暴雨3日排出的标准。 4.1.4防护林工程标准 1、农田防护与生态环境保持工程是为保护项目区土地利用活动安全，保持和改善生态条件，减少污染、防止或减少自然灾害而采取的各种措施的总称。包括农田林网工程、岸坡防护工程、沟道治理工程和坡面防护工程。 26 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 2、通过实施农田防护与生态环境保持工程，预防和减少农田的自然火害，保持和改善农田生态环境，保障农田生态系统安全。 3、农田防洪标准应不低于20年一遇。 4、风害区农田防护面积应不小于90%。 4.1.5土地平整工程标准 土地平整对合理灌排、节约用水、改良土壤、保水保土保肥以及提高劳动生产率和机械化作业效率等方面有着十分重要的作用。因此土地平整应满足项目区内机械化生产和自流灌溉、排水的要求;在细部上，土地平整应符合项目区大豆、小麦、水稻等作物精耕细作的要求，水田格田内部绝对高差不超过?3cm，水浇地畦田内部绝对高差不超过?5cm。 1、土地平整工程是为满足农田耕作、灌排需要而进行的田块修筑和地力保持措施总称。包括耕作田块修筑工程和耕作层地力保持工程。 2、通过实施土地平整工程，实现耕作田块集中，田面平整。 3、耕作层厚度应达到25cm以上，有效土层厚度应达到50cm以上，土壤理化指标应满足作物高产稳产要求。 4、田块规格和平整度应满足农业机械化生产要求，田块面积不低于200亩。 4.2 项目总体布局 总体布局的原则是尊重自然规律和经济规律，经济发展需要和社会需求相结合，改善生态环境，提高土地生产力，工程方案技术可行、经济合理。 土地平整工程:项目区地势较平坦，平整度能满足农作物耕作要求，本次不对项目区进行土地平整。 灌溉与排水工程:根据项目区的特点，本项目规划斗、农二级排水沟，清淤淤积的排水沟，新开挖若干斗沟、农沟，沟渠一般沿道路布置，主要布置形式为为一沟一路型。 灌溉方式主要为井灌，规划项目区井灌灌溉面积为32100亩，其余为大沟两侧的河灌区。 结合本地区灌溉排水布置和井灌区特点，渠系建筑物主要是农用井、农桥、 27 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 过路涵、下地涵; 田间道路工程:项目区道路布置根据项目区需求，以横向连接048县道、纵向连接3条乡道为主，补充现有道路网，构建项目区内农业生产和村民生活的循环线路。 农田防护与生态环境保护工程:现有林网覆盖率以很高，本次规划在新建的水泥路和部分清淤斗沟的两侧种植，树种为松树。 1)、灌溉: 项目区主要灌溉方式为地表水灌溉。其灌溉水源来自流经项目区的新濉河和小余沟、小黄河、安河3条支沟。当灌溉用水季节，通过打开与新濉河和小余沟、小黄河、安河3条支沟相交的斗沟闸，引取水源，最终流入项目区内的几条大沟中。区内部分农田通过群众自备的农用机泵提取大沟水源灌溉，部分采取机井灌溉。 项目区全部为旱地，需水量不大，灌溉季节村民可以自发从附近大沟中利用自备机泵提水灌溉，项目规划新建机井111座，抗旱季节村民可以从机井中提水灌溉。 2)、排涝: 项目区濒临新濉河，在新濉河南岸，新濉河为项目区的排涝承泄区，现有三条排涝支沟流经项目区，分别为小余沟、小黄沟和安河，为项目区内涝水进入新濉河的主要通道，项目区北片涝水主要通过区内农沟汇入项目区内斗沟，再进入小余沟最后排入新濉河，另外项目区东片还存在部分客水过境的情况，客水由项目区内现有斗沟排入安河，排入新濉河，对现有淤积较为严重斗沟和部分农沟进行清淤处理。本项目区完全能满足对新濉河的自排要求，不需建造排涝站。因此，本项目的排涝工程主要是清淤部分斗沟、农沟、新建部分农沟。 3)、道路: 项目区对外交通便利，048县道环于项目区西侧，008乡道、009乡道、010乡道呈上、中、下东西穿过项目区。因此，项目区内规划的田间道围绕它们布置，与它们相通。 田间道及生产路以满足群众生产、生活和交通便利为依据布置，另外由于项 28 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 目区现状路网密布，道路等级过低基本为土路和砂石路，导致农民耕种下地困难，不利于农民的机械化操作，现规划将部分主要机耕路进行休整，路面硬化等处理以便于符合镇统一的交通规划、方便群众生产生活、合理用地。 规划的道路工程分水泥田间道(路面3.5-4米宽)和沙石田间道(路面3.5米宽)三种类型。 田间道?型路基为原有路基，铺设150mm厚三七灰土垫层，压实后，现浇200mm厚C30砼路面，高出地面500mm，路面宽度为4米，两侧露肩各250mm; 田间道?型路基为原有路基，铺设150mm厚三七灰土垫层，压实后，现浇200mm厚C30砼路面，高出地面500mm，路面宽度为3.5米，两侧露肩各250mm; 田间道III型路基为300mm素土路基，铺设200mm厚泥结石路面，路面经过路床整形后，30mm细碎石面层，高出地面高出地面530mm，路面宽度为3.5米，两侧露肩各250mm。 4.3 工程规划 4.3.1 土地平整工程规划 土地整理的基本原则是尽可能地增加有效耕地面积。项目区土地平整强度除受地形地貌、灌排水情况的影响以外，在很大程度上还取决于土地的主要利用方向。项目区土地经过农民多年的修整，已经形成比较平坦的田面。本次规划无需平整土地。 4.3.2 灌溉与排水工程规划 a)灌溉取水方式 项目区属平原地区，为旱作物地区，主要灌溉水源来自大沟和农用井。 b)灌排渠系规划要求 1)灌排渠系结合地形条件布设，并充分利用现有灌排沟渠。项目区地貌为平原，骨干灌排渠系一般采用灌排相间布置，斗渠一般沿道路布置，通过农渠向两侧灌溉。 2)灌排渠系的布设和耕作田块的规划设计要相互协调，包括耕作田块的方向、 29 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 长度、宽度、与地形和土壤的关系等，尤其要考虑到田块的方向。田块的方向、长度影响到灌溉面积的大小，从而影响到灌溉均匀程度和田块灌排水的畅通度，田块的宽度要考虑到灌溉排水要求。 3)充分考虑现有居民点、田间道路和林带。在灌排系统的布置上尽可能考虑相互协调，充分利用，以节省投资。 c)规划布局 灌溉系统:项目区的主要水源来自机井取水，新濉河及小余沟、小黄河两侧少量的耕地从河道取水灌溉。 项目区排水系统:项目区地势较高，区内积水可以由西向东，经农沟汇集后流入3条大沟，再经新濉河，自流入淮河。良好的现状排水设施为项目区农业生产提供了很好的排涝条件。 根据以上规划，初步拟定渠道、排水沟规划成果。 田间临时渠系的布置上，规划采用横向布置方式，即灌水方向和农渠平行，毛渠与农渠垂直布置，再流向田间灌水沟畦。 在田间灌溉工程的管理上，受组织程度、人员素质和专业水平等的限制，群众管理往往缺乏积极性，参与程度较低。本项目实施后，可参考周边地区的先进灌溉管理模式，如成立用水者协会(WUA)，即由用水农户推选代表成立管水组织，负责斗渠及斗渠以下田间水利工程的的管理、使用和维护，平衡农户之间的利益，负责收缴水费等工作，在灌溉工程的运行维护上减少对政府的依赖，实现或逐步实现自我管理、正常运行维护费用上的自我维持、盈亏平衡和灌溉资产的保值。 4.3.3 田间道路工程规划 项目区道路系统主要为农业生产服务，在设计时考虑了项目区周边的环境和原有的道路系统，在充分利用现有的道路的基础上，在项目区内新建了田间道一种道路类型，并对原有可利用的部分田间道进行整修，根据需要修筑部分水泥路，以解决当地快速的社会经济发展和交通基础设施需求的矛盾。 (1)田间道设计 ? 设计原则 路线最短，联系简捷;道路纵坡、弯道半径等技术指标符合有关技术要求; 30 本规划结合田间道路的建设，布置农田防护林工程。考虑到项目区气候特点，风害较小，营造农田林带主要目的是调节光热、增加湿度、涵养水源、保持水土，改善农业生态环境，为农业生产营造良好的作业环境和农业景观，为构建一个空间结构和谐、生态稳定、社会经济效益理想的区域农业系统创造良好的条件。 4.3.5 电力、通信工程 项目区现已全面完成了农村电网的改造，实现了户户通电的目标，生活电力设施有保障，这为项目施工提供了便利的电力条件，但田间地头无农业生产供电设施。 4.4 土地权属情况 本项目区内土地所有权、使用权均属泗县刘圩镇秦场村、刘圩村、潼南村等3个村，土地权属明确，界址清楚，无土地权属纠纷。 31 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 5 规划方案评价 5.1 社会效益评价 项目区的高标准基本农田建设具有很高的社会效益，主要表现在以下几个方面: 1) 改善耕地质量，提高耕地产出率，增加农民收入 本项目实施以后，土地得到平整，田块规整成方，完善了项目区农田水利设施、解决了项目区农业灌溉、交通设施等问题，田间道路和农田防护林成网，项目区内高低不平的耕地将得到最大程度的平整，建成整形合一的高标准格田化农田。区内耕地实现“旱能灌、涝能排”，耕地质量将得到全面提高，极大地改善了项目区农业生产条件，促进农业的水利化、规模化、现代化，形成高标准、高质量的标准农田，有效地提高农作物产量，从而增加耕地产出率。也提高了农民的劳动生产率，逐年增加农民收入，改善农民生活条件。 2) 增强合理利用土地、切实保护耕地的意识 经过田、水、路、林的综合整治，项目区建设为高标准基本农田建设重点项目，将增强广大群众，特别是县、镇两级领导和国土资源部门合理利用土地，切实保护耕地的意识。项目区构筑成田成方、路成框、林成行、渠成网的格局后，将吸引农民加大对土地的投入，使耕地质量得到提高，同时为农业产业化经营和土地资产的营运创造良好的条件。 3) 增加就业机会，促进社会稳定 项目实施后，耕地面积的增加可为项目区内农村剩余劳动力提供就业机会，如项目完成后项目区对部分农田可采用产业化经营的模式建立现代化的蔬菜基地，农户在不减少收入的基础上，单位面积上投入的劳动力还较原来有所增加。通过合理、合法的土地权属调整，可以减少今后土地利用过程中可能引发的各种纠纷，有利于保持项目区的社会稳定。 4) 发挥较强的示范作用，有利于推动高标准基本农田建设事业的发展。 本项目的实施，将为我省的高标准基本农田建设项目工作积累丰富经验，同 32 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 时将完善项目区农田水利设施、交通设施建设，提高农村的生产力，使广大农民群众感受到高标准基本农田建设是一项利国利民的事业，是一项落实“三个代表”精神、为老百姓办实事的事业，有利于增进广大农民对土地管理工作的支持和理解，从而进一步推动高标准基本农田项目工作的全面开展。 5.2 生态效益评价 随着项目区各项工程的完善，将逐步改变项目区土地利用不合理、道路零乱、排灌设施不配套、易旱易涝的缺点。到项目完成后，项目区将变成“田成方、树成网、路相通、渠相连、涝能排、旱能灌”的生态农业基地。农田生态林体系建成，维持生态平衡，净化了土壤空气，调节了气候。适时、适量和有针对性地施用农药，使耕地的投入、产出趋于平衡，土壤的水、气、热得以协调，维护农田生态平衡，减少环境污染。随着农业集约化程度的提高，农民居住相对集中，生活条件逐步改善，管理进一步科学学，将降低人为因素对生态环境的破坏，有效防止水土流失等，保障农业丰产丰收，使原来低效低能的生态系统呈现出良性循环的农业生态系统。 5.3 经济效益评价 项目区地处安徽省北部，距离南京、上海等大城市较近，交通便利，地理位置优越。综合考虑市场需求状况和土地的适宜性，项目区高标准基本农田建设后种植结构仍以种植粮食作物为主。 本项目为政府投资项目，属非盈利性项目，项目建设的直接受益者是农户，可以通过计算农户所获得的投资效益来考察项目的经济效果和经济贡献。项目区实施后，农田的经济效益主要表现为新增耕地的产出效益和现有耕地的增产效益，同时由于灌溉水利用系数的提高，还有部分节水、节能效益。 5.3.1增收效益计算 项目实施后,能增加有效耕地面积和提高耕地质量。综合考虑市场需求和土地的适宜性，整理后种植结构仍以种植粮油作物为主。本项目为政府投资项目，属非盈利性土地整理项目，直接受益者多为项目区承包户，通过计算项目区主要农 33 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 本项目总预算投资1000.2478万元，建设规模1374.9136公顷，单位面积投资为500元/亩。根据以上计算，项目区每年可增净收益373.10万元。 通过以上指标的分析计算，本项目静态投资回收期和投资收益率适中，表明项目经济效益较好，盈利能力和抗风险能力较强。 综上所述，本项目实施所产生的社会效益巨大，生态效益明显，经济效益较好，达到了社会效益、经济效益与生态效益的统一，符合高标准基本农田建设的目标，建议尽早付诸实施。 35 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 规划说明 第二部分 规划说明 1 项目规划过程 1.1 成立规划领导小组与技术小组 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目由泗县土地开发复垦整理中心和泗县刘圩镇负责组织实施。为了加强项目实施工作的领导，及时协调项目实施过程遇到的问题，泗县人民政府决定成立“泗县高标准基本农田建设项目领导小组”，加强对该项目工作的领导，监督检查项目工程进度，协调处理工程建设过程中发生的重大问题，加强项目实施的廉政建设，保证项目的顺利实施。 根据国土资源部的有关规定和要求，受泗县国土资源局委托，安徽万胜农业科技投资有限公司自2013年7月开始进行宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告和预算编制，为此，我公司专门成立了初步设计项目组，具体承担本项目的初步设计工作。 1.2 确定技术路线 初步设计初步成果进行公司内部设计评审，经专家论证，提出修改意见。 e)规划方案修改 根据专家论证结果和各方提出的意见，充分考虑项目区基础设施状况、自然条件、政策要求，以及项目投资造价等综合因素，确定项目工程规划方案。 f)项目规划报告编制 按照有关文件要求，整理初步设计阶段工作成果，编制出项目初步设计报告。主要初步设计成果包括: 1)初步设计报告。包括规划文本、规划说明及设计说明; 第三部分 设计说明 1 项目工程简介 1.1 项目位置和建设规模 刘圩镇位于安徽省泗县东北部30Km处，329国道穿镇而过，西北距江苏省徐州市观音机场45Km，东距徐宁高速公路8Km，北距逍遥口码头13Km，全镇面积83平方公里，21个行政村，6万人口，7.6万亩耕地，是个平原地区，土地肥沃，盛产小麦、大豆，又是无籽西瓜、黑豆、黑、红、黄心甘薯的生产基地，2001年实现工农业总产值2.5亿元。 项目区总面积为1609.2425公顷，实际整理面积1374.9136公顷。项目区东为周道村、秦场村，南接安河、小黄河，西为048县道、刘圩镇镇区，北为潼南村。涉及图幅号:I50 G 056066、I50 G057066、I50 G 056067、I50 G058066。 1.2 项目区地形、水文特点 本项目区地貌单元属冲积平原，层面较平缓，基本结构大致相同，各层面高程不同，从上而下土层依次为，素填土，黑粘土层等，压缩性较小，地基承载能力中等。地下水类型主要为黑土中的潜水。地下水补给主要为大气降水和淮河地下渗透水，水量中等偏丰富。 1.3 主要工程内容 3)排水沟的规划布置 淮北平原地区，雨季降雨集中，易形成内涝，旱季水源不足，需提水抗旱，为缓解集中排涝流量，泗县农发项目对区内孟沟和龙须沟进行了清淤，经过分析利用内部排涝沟系，包括田间条田沟，支沟和主排沟，按拦蓄部分雨水布置设计，放缓纵坡，沟沟相连，形成一套蓄排兼顾的沟网系统。 根据项目区地形特点，为减少排水沟土方工程量，农沟比降为1:3000。 4)排水沟横断面设计 根据规划的设计流量、拟定的比降及土质排水沟不冲不淤流速0.3,0.8m/s控制，具体计算采用《理正岩土系列软件3.8版渠道水力计算程序》计算。 根据《灌溉与排水工程设计规范》(GB50288-99)7.1.6条规定，排水沟最高设计水位宜低于地面不少于0.2m。本次设计的排涝沟最高设计水位均低于整平后田面高程0.2m。 经计算并考虑当地实践经验，规划排水沟断面特性见下表。 43 本项目的北侧旱地部分灌溉规划主要是新建农用井。项目区灌溉主要打井灌溉，农用井的布置大多采用平行四边形布置，虽然项目区原有农用井较多，但是分布不均，仍满足不了农民灌溉需求，实际布井时，1个田块布置1-3眼井，共计布置农用井111座。为便于输水和有效地控制灌溉范围，井位尽可能布置在高地。受地形及田块大小和形状的限制，井距不可能全都整齐化一，一般在230m-260m之间。 根据《农用农用井技术规范》单井灌溉面积的计算公式为: F=qtT(1-α) η/m=75亩 F--单井灌溉面积，亩; Q--单井出水量，m3/h; T--灌溉期间每天抽水小时数,取12h; T---每次轮灌期的天数,取5天; η--灌溉水利用系数>0.9; α--干扰抽水的流量削减系数; m---每亩每次灌水定额，m3/亩。 本项目区地下水补给充足资源丰富，单井出水量大，能满足灌溉要求，农用井之间干扰很小，可不计流量削减系数。 本区按正方形网状布置农用井，井距为:D=25.8F1/2=25.8*801/2=230m 布置井时井距在200-250m范围内取值。 单井管径取500mm，井头用砖块砌筑，井盖为100mm厚C20钢筋混凝土预制而成，滤水管采用无砂混凝土管，外填砾石滤料，井身和沉砂管均为不透水混凝土管。 管井深度设计，应根据拟开采含水层(组、段)的埋深、厚度、水质、富水性及其出水能力等因素综合确定。含水层累计厚24m左右，考虑过滤器和沉淀管的安装，并结合当地成井深度(井深30m左右时，可保证单井出水量达到35m3/h)，设计井深 45 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 初步设计 35m。 井管直径的确定，受含水层厚度、渗透性能、单井出水量、安装井泵规格尺寸等因素影响。在具体确定过程中，主要是确定管井过滤器的外径。 过滤器的外径应满足下式要求: D?Q/πLpv 式中:D——过滤器外径，m; Q——管井的设计出水量，0.01m3/s; L——过滤器长度，24m; P——过滤器表面进水有效孔隙率，取33%; V——允许入管流速，含水层渗透系数51m/d。 经计算，施工中井径取900mm，根据选用的潜水泵要求，井管内径确定为450mm，采用无砂混凝土管，根据含水层组、段分布，地面以下3-32m处安装φ450井管(总长29m)，0-3m安装井管，32-35m安装沉淀管。 管井结构详见单体图。 2.3.4、配套建筑物规划 1、过路涵下地涵设计 农渠过田间道及生产路时需配套修建过路涵管，本次设计的过路涵10座(直径1000)，下地涵35座(直径800)。根据渠流量及过涵流速确定过路涵管内径，过涵流速控制在小于1.0m/s。涵管强度根据穿公路等级确定，田间道下涵管采用预制钢筋砼?级涵管，生产路下涵管采用预制钢筋砼?级涵管。本次设计的涵管内径为0.6m，壁厚0.05m，涵管之间外包预制钢筋砼?级套环，套环宽0.15m，缝间填沥青麻丝。涵管略低于渠底埋置，下垫厚0.15m的砼垫层，进出口均采用砼挡土墙支护，涵顶覆盖土田间道厚不小于0.5m，生产道厚不小于0.4m。 路线选择应根据道路功能，正确运用技术指标，保持线型连续，平面顺适，纵面均衡，舒适，布置实用经济;路线线位应根据项目区的农田、水利、坑塘水面及农村居民点的布置确定，为发展农业生产服务，并注意保护生态环境。田间支道、田间道路一般与斗沟结合布置，本规划是将道路布置在田块下端，位于排水沟一侧。 (2)道路纵坡 田间道最大纵坡应视工程类型区的具体情况而定，在平坦区一般小于6%，在缓丘梯田区小于8%。田间道最小纵坡应满足降水排出要求，本项目取0.4%,0.5%。 (3)弯道半径 田间道弯道半径应根据地形、工程难易和行驶安全确定。确定弯道半径不小于20m，梯田田间道的转弯半径应大于8m。合理设置错车点和末端调头点。田间道在每隔150m的距离，选择有利地点设置错车段，错车段宜设在纵坡不大于4,的路段。错车段处的路面宽度为5.0m，错车段有效长度不小于10m。 (4)道路设计 根据《高标准基本农田建设标准》(试行)及相关专业规范，确定田间道设计如下: 52 项目主要内容为:斗沟清淤、农沟清淤、修建农沟、修建农桥、修建农机下田涵、修建农渠过路涵、新建农用井、新建水闸、修建田间道等工程。 3.1.2 对外交通运输条件 项目区位于泗县刘圩镇境内，交通较为便利，048县道在项目区西部边界经过，三条乡道自西向东贯穿项目区。项目区内乡村道路大部分为沙石路和土路，宽度3,8m不等，雨天难以通行。乡村道路与县级干道相接，形成交通网络。晴好天气，各种施工物资和施工机械均可通过上述道路进场，可满足工程对外交通要求。 3.1.3 外来材料与水电供应条件 项目区附近电力设施基础条件较好，10kV高压电线路已经到达项目区的各个村庄，可直接接用。施工用水可就近从坑塘中抽取，施工期生活用水可利用工程附近的村庄处已有的供水系统或打井抽取地下水解决。 工程所需水泥、钢筋和木材可由当地县城物资部门采购;所需碎石、块石从附近料场采购。 3.1.4 自然条件 a)水文气象条件 项目区位于亚热带和暖温带的过度带，位于暖温带湿润性季风气候区，冬夏季风明显，常年多东风。气候特点是:冬季寒冷干燥，夏季炎热多雨，四季分明，日照充足，温暖适宜。雨量适中，无霜期长，适宜作物生长。年平均气温为15.40?，1月分最冷，月平均气温1.6?，极端最低气温-19?，7月分最热，月平均气温28.1?，极端最高气温41?。生长期为9个月左右。年降雨量900毫米左右，但降水年际变化大， 56 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 初步设计 年内分配不均，无霜期210天。 b)地形地质条件 项目区地表为第四纪松散地层，是由古河流沉积物与近代淮河及其支流泛沉积物组成，项目区地势平坦，南高北低，西高东低，属湖洼平原缓坡地形，地面高程平均在15.4—18.4米。 地貌单元属冲积平原，层面较平缓，基本结构大致相同，各层面高程不同，从上而下土层依次为，素填土，黑粘土层等，压缩性较小，地基承载能力中等。地下水类型主要为黑土中的潜水。地下水补给主要为大气降水，水量中等偏丰富。 3.1.5 工程施工特点 本次施工项目连片分布，较为集中，施工干扰较大，施工时可分段、分区实施，各区段施工应合理安排施工次序，以便提高人机工作效率，尽早完成施工项目。 3.2 施工计划与程序 本项目主要工程包括:灌溉与排水工程、田间道路工程、农田防护与生态环境保持工程等。本项目建设期为6个月，各项目工程施工的基本步骤如下: 3.2.1 灌溉与排水工程 灌溉与排水工程包括水源工程，输水工程，排水工程，渠系建筑物工程等。 a)水源工程、输水工程 项目区主要灌溉方式为地表水灌溉。其灌溉水源来自流经项目区的新濉河和小余沟、小黄河、安河3条支沟。当灌溉用水季节，通过打开与新濉河和小余沟、小黄河、安河3条支沟相交的斗沟闸，引取水源，最终流入项目区内的几条大沟中。区内部分农田通过群众自备的农用机泵提取大沟水源灌溉，主要采取机井灌溉。 b)排水工程 排水沟分斗沟、农沟二级布置，斗沟清淤土方1.92万 m3，农沟清淤0.55万m3，新挖农沟0.22万m3，土方施工采用挖掘机与人工结合进行，其中开挖断面适合机械施工的部位采用1.0m3挖掘机开挖，机械施工困难的部位采用人工开挖。 c)渠系建筑物工程 建筑物工程包括桥、路下涵等。 砼主要浇筑期为10月至11月进行，冬季混凝土施工应严格按规范规定的冬季施 57 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 初步设计 工要求进行安排，要提前做好相应的防寒准备，以保证工程施工质量。 3.2.3 道路工程 项目区内道路为田间道。泥结碎石道路素土路基应分层压实，压实度不小于0.93，碎石基层采用人工铺筑，碎石应铺筑紧密，石块之间的缝隙用合适的小碎石嵌紧，不得动摇。泥结碎石层采用人工或拌土机拌和粘土与碎石混合料，12t压路机碾压密实，混合料碎石石料强度不应低于3级，拌和时应适当洒水。泥结碎石层碾压密实后在表面铺洒粗砂磨耗层，并采用压路机加以碾压，以便使其部分嵌入泥结石层层面。 3.2.4 施工交通运输 工程对外陆路交通通过048县道，及项目区内3条乡道和乡村间连接道路来完成。 场内交通主要为田地填方及表土土方运输道路，可利用现有的田间道路和生产道路。 3.2.5 施工工厂设施与水电供应 施工工厂设施主要为建筑物施工所需的砼加工厂、钢筋木材加工厂和施工机械维修厂。砼生产厂布置在建筑物处，施工时根据施工分区在每个工程区分别布置1台0.25m3砼搅拌机拌制砼，每个拌和站附近布置水泥仓库。工程所需施工机械为常用机械，工程附近的城镇均有维修条件，施工现场不考虑机械的大修，仅布置一般供零配件更换和维护的机械修理厂，修理厂按每个施工段集中设置，与各施工工区的生活办公区布置在一起。 工程施工用水主要为建筑砼、砂浆的拌和与养护用水，可就近利用沟渠及坑塘水，生活用水利用生活区附近村庄已有的供水系统解决。 工程生活用电利用生活区附近的农用供电线路解决，施工用电主要集中在建筑物处，可以利用附近的高压电线路解决。 3.2.6 施工总布置 初步设计 5 项目组织实施管理 5.1 组织领导机构设置 为保证项目的顺利实施，并取得预期的经济、生态和社会效益，由泗县人民政府成立“泗县高标准基本农田建设项目领导小组”。领导小组下设两个专项小组，分别为技术指导小组和权属调整领导小组，办公地点设在县国土资源局。为该项目的科学规划提供强有力的组织和技术保障。 领导小组成立项目工程指挥部，负责有关土地政策及相关问题的处理，其任务是参与项目工程设计招标、施工、监理、验收、资金和物资使用以及项目组织协调等工作。有关村成立高标准基本农田建设工作组，一般由2,3人组成，村主任兼任组长。 5.2 工程建设管理 项目建设实行项目法人责任制、工程招投标制和工程监理制，成立三部一室，即工程部、财务部、科技部和项目管理办公室。 工程部负责项目整理方案的制定、工程进度安排、工程质量验收等工作。施工单位每完成一项工程后，由工程部现场进行技术和质量验收，验收合格后，填报工程清单，一式三份，施工队、工程部和财务部各一份，保证工程质量、进度和资金的衔接。 财务部负责项目资金的管理，对工程资金的使用进行监督，凭工程部验收签字的施工清单拨付资金。 科技部负责项目区新品种、新技术的引进和推广，项目区农民的培训，解决生产中的技术难题，并积极探索高产高效的生产模式。 办公室负责项目工程实施过程中的沟通协调、日常事务、对外联系、工程招投标、外部环境、人员组织、后勤保障和全程服务工作。 1) 项目法人制 项目实施将涉及到泗县众多相关部门以及刘圩镇的组织和配合协调，牵涉面广，是一项复杂的社会工程。因此，必须在县政府的统一领导下，由县国土部门牵头，实行项目法人负责制，以县土地整理复垦中心为项目业主单位，落实任期目标责任制，并把土地开发整理作为政绩考核的重要内容。由泗县国土资源局为项目法人单位，对项目策划、建设、实施全过程负责，并承担投资风险;负责人牵头组建施工技术指导小组、工作小组、政策处理小组;负责组织项目工程的实施;负责项目工程阶段验收 为保证工程质量，由县土地整理复垦中心对工程内容逐一分解，进行招标公告，根据《招标投标法》分标段向社会公开招标，公开、公正、合理选用高标准基本农田建设施工单位，招标的内容包括主要设备、材料采购等。竞投方按照工程质量和施工要求，拟定工期、报价和质量标准等方案，最终由县高标准基本农田建设领导小组根据以下程序择优选定中标单位:公告?报名?初步资格审查?施工图答题?施工单位投标?公开投标?标文评议?确定中标施工单位。 3) 工程监理制 通过招投标方式选择监理单位，监理单位可以参照《水利工程建设监理规定》、《水利工程建设监理单位管理办法》和《水利工程建设监理人员管理办法》制定出具体工作细则，明确委托监理程序，监理单位资质要求等，对所有工程的建设内容、施工进度、工程质量进行监理;在高标准基本农田建设实践中，大胆探索并运行新的具有地方特色的土地开发整理机制，成立一个具有独立法人资格的单位，负责从工程施工设计、招标、监理到验收的全过程，但其本身的运作又受到由各部门的有效监督，从而保证高标准基本农田建设资金的专款专用和工程质量。 项目建设资金实行单独建帐、专人管理、独立核算，一支笔审批拨款，统一报帐管理的县级报帐制。具体地，项目资金开设专门账户，根据工程进度和质量进行审批拨付工程款，拨款申请表必须经工程技术人员、监理人员、项目管理工作小组组长、项目法人签字拨款;设置专门财会人员进行项目资金管理;工程款由施工单位申请，技术管理机构负责人、监理人员、项目管理工作小组长按责职审核签署意见并经项目法人签字后方能支付;严格财务会计管理，保证资金专款专用;财务监督检查由县审计局审计事务所进行，受上级主管部门及县土地开发整理领导小组监督检查;竣工决算由施工单位进行编制，提交市审计部门审计;工程经费的稽核由县财政局农业财务 对于项目施工中出现的工程技术和经费问题，及时召集规划设计、监理、施工单位和刘圩镇共同研究解决方案，及时向项目领导组汇报，严格按照规定，办理相关审批手续。 5.6 强化项目区耕地管理 严格实行土地用途管制，确保整理后耕地作为基本农田加以保护。 69 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 初步设计 6 水保与环境影响评价 6.1 水土保持方案 高标准基本农田建设开发项目的根本目的是保护和合理利用水土资源，促进经济、社会、环境、生态的可持续发展。根据《中华人民共和国水土保持法》和《中华人民共和国水土保持法实施条例》，本项目区的整理开发建设，必须以保护生态环境为主要前提，加强水土保持与生态环境建设。 本工程水土保持设计，认真贯彻“预防为主、全面规划、综合防治、因地制宜、加强管理、注重实效”的水土保持方针，合理配置生物与工程、临时性与永久性措施，以形成有效的防治体系，保护和合理利用资源;坚持与主体工程同时设计、同时施工、同时投产使用的“三同时”政策;坚持综合治理与绿化美化相结合，实现生态、经济和社会效益的同步协调发展。工程实施过程中，采取以下水土保持方案: a)搞好绿化植被，健全渠道防渗工程体系，涵养水土 对灌排明沟渠及生产交通道路进行植被绿化，有利于防止水土流失，提高渠系水利用率，充分利用水土资源，是水土保持极为有效的措施。同时将坡地适当整平，可有效地防治水土流失。 b)施工过程中的水土保持 主体工程施工区的水土保持措施安排与主体工程同步实施，其他区域的水土保持措施根据各施工区域的具体情况作出安排;临建工程防护措施与主体工程建设同步，临时建筑的拆除以及植物措施建设安排在主体工程完建期。 通过在施工区全面布置水土保持工程措施和生物措施，使原有的水土流失得到基本控制，工程水土流失治理程度达到90,以上，因工程建设损坏的水土保持设施恢复到95,以上。工程建设完成后，对建设过程中损坏的植被进行恢复。 6.2 环境影响评价 本高标准基本农田建设项目主要工程措施是土地平整、灌排渠系及配套、田间道路等，项目建设过程中，在对项目区改造的同时，也整治了区内环境，所产生的社会效益和环境效益较明显，工程建设对环境的有利影响是主要的，不利影响主要反映在工程施工期间对居民生产、生活的影响。 70 宿州市泗县刘圩镇秦场村等3个村高标准基本农田建设项目初步设计报告 初步设计 6.2.1 工程实施对环境的有利影响 a)有利于加强项目区农业基础 通过土地整理，农业生产条件将得到有效改善，实现沟渠路配套，形成完善的灌排系统和完整便捷的道路体系。项目实施后，增加了耕地面积，提高了土地质量，创建了高标准的农田，耕地产量将不断提高。 本项目的实施将有力地推动项目区农业多种经营的发展，有利于推动农业生产经营结构调整;有利于土地资源的持续、集约、高效利用，优化土地资源配置;有利于强化农业基础设施建设，改善农业生态环境;有利于推动农业规模经营，促进农业现代化。 b)有利于项目区社会生产条件和群众生活环境的改善 项目工程实施后，可以改变项目区田容村貌。通过种植农田防护林，增加了项目区的绿化面积，提高了项目区的绿化率，项目区周围环境得到净化。项目实施后净增耕地5.3410公顷，增加有效耕地面积，使项目区农业生产有了进一步的保障，农业收入将大幅度提高，农民生活得到改善。 c)有利于项目区内生态环境的改善 本项目注重土地和农田生态环境的改善。项目实施后，通过土地平整，路渠配套，护田林网的形成，改善了水土结构和农田小气候，项目区农业生态环境将得到明显改善，农业产出率将大幅提高。 6.2.2 施工期对环境的影响 项目区改造过程中需临时占用项目区土地，但施工工期不长，施工方式为人机结合，主要机具为推土机、铲运机、搅拌机等，施工人员较少。施工期对环境有如下影响: a)对群众生产的影响 本项目具体工程施工时虽临时占用项目区土地，影响当季农业生产及农民收入，但占用土地通过整理开发措施即可具备生产条件，同时为农民提供一定额度的补偿，由此产生的影响不大。 b)施工期噪声对环境的影响 本工程施工方式为人机结合，施工机械会造成一定的噪声。根据其它水利工程的施工噪声评价结果，采用这些施工机具，施工工场200m以外可满足 建筑施工
