通过依法依规、积极稳妥、科学有序平稳地推进“三项制度”改革~确保公司劳动效率显著提高~人员结构明显改善~薪酬结构逐步合理~员工收入稳步增长目标的实现。 ,一,制度建设目标 1 一是建立以劳动合同制为核心~以评价考核、末位淘汰为主要形式的员工能进能出的劳动制度,二是建立以业绩考核为核心~以组织考察、竞争上岗、定期考核、末位淘汰、追责问责为主要形式的管理人员能上能下的人事制度,三是建立以全员绩效考核为核心~以岗位绩效工资制、计件工资制和协议工资制为主要形式的收入能增能减的薪酬分配制度。 ,二,改革效果目标 到2013年末~实现劳动效率显著提高、人员结构明显改善、薪酬结构逐步合理、员工收入稳步增长、薪酬成本稳中有降的目标。 1、机关职能部门由13个整合为11个。 2、中层领导由65人精减到53人。 3、机关管理技术服务人员平均控制在93人~矿井机关管理技术服务人员平均控制在49人以内。 4、地面生产后勤人员年均递减6%以上,与本单位在岗人员的比例平均控制在18%以内~到2013年12月止精减51人。 5、原煤万吨用工控制在55人以内~用工总量控制在1327人内。 6、原煤工效年均递增5%以上~原煤全员工效提高到0.80吨/工以上。 7、采掘员工与地面员工的收入比~每年增长10%以上~ 2 采掘人员的年均收入达到4.8万元以上~采掘人员与井辅、地面员工的收入比达到2.5:1.75:1以上。 8、机关中级管理人员正职人均收入不得超过公司人均收入的2.8倍和采掘员工的2.2倍。 2、大力推行公开选拨、交叉任职、竞争上岗、任期考核、末位淘汰和追责问责等人事管理制度。新提拔的中级管理人员原则上应当按照竞争上岗、组织考察、公开选拔的方法择优聘用。中级管理人员的末位淘汰率每年要达到3%以上。要按照管理人员追责问责管理办法从严追究失职、渎职和不作为行为。要进一步推行和完善中级管理人员年度述职制度、定期考评制度~并将考核结果与管理人员的薪酬和任免挂钩~对于年度或任期考核不合格的~依据考核结果和考核办法实行降职或免职。要探索减少领导班子职数的途径~ 5 全面推行煤矿矿井及地面生产单位的党政领导人员交叉任职的方式~减少领导班子职数~除政工职能管理部门外,其它职能管理部门原则上不得配备专职政工人员。 3、加快复合型人才的建设步伐~要建立和完善岗位轮换制~加强人才的后续教育和知识更新~提高职业技能和管理能力~要加强人才的职业道德建设~培养复合型人才。要进一步加强青年和后备人才的建设。 ,三,分配制度改革 分配制度改革的主要内容:一是健全和创新分配管理制度,二是进一步完善和理顺薪酬体系,三是下大力气调整薪酬结构,四是充分发挥薪酬的激励与约束机制。 1、进一步健全和创新分配管理制度。分配管理要以解决员工收入能增不能减、采掘井辅地面人员的薪酬比不合理、少数中级管理人员薪酬过高和薪酬的激励作用不明显为重点。 2、进一步完善和理顺薪酬管理体系。要建立并完善薪酬 标准 明确各单位和各部门为改革责任主体~各单位党政负责人和各部门负责人为第一责任人~工作组成员全面参与~分线包干~分片联责。各工作组成员必须严明纪律~保质保量完成基础调查、岗位设臵、薪酬分配等各项工作~按照中级管理人员、机关管理技术服务人员、矿井机关管理技术人员、地面生产服务人员、地面后勤服务人员、多经三产人员等六 7 第一阶段~宣传发动、方案制定阶段~时间为2012年一季度。这一阶段的主要任务是对深入推进“三项制度”改革进行广泛的宣传发动~做到全员参与~完成深化“三项制度”改革方案和维稳方案的制定、讨论、报批工作。 第二阶段~深化机关和矿井机关人事制度改革阶段~时间为2012年二季度。这一阶段的主要任务是按照批准的“三项制度”改革方案~组织实施公司和矿井机关的劳动、人事制度改革。 第三阶段~全面推进劳动、人事制度和分配制度改革阶段~时间为2012年三季度、四季度。这一阶段的主要任务是按照批准的“三项制度”改革方案全面、系统地推进。在四季度末~由股份公司对前三个阶段的改革成果进行总结验收和考核。 第四阶段~深入推进和巩固改革成果阶段~时间为2013 8 年一、二、三季度~各单位检查评价三项制度改革的成果~完善和改进三项制度~使“三项制度”改革经常化、制度化。 第五阶段~总结评比考核阶段~时间为2013年四季度~这一阶段的主要任务是总结、评价、推广三项制度改革的成果~表扬先进~处罚落后。 各单位要在确保达到改革目标效果的前提下~制定本单位“三项制度”改革的具体实施的时间表。 六、工作措施 为彻底解决公司用人多、包袱重、工效低造成的劳动效率低、管理功效弱和薪酬比不合理等“瓶颈”问题~提高员工的积极性和主人翁精神~促进企业持续稳定健康发展~主要采取以下措施。 ,一,转变观念~坚定信心~加强政策引导和宣传工作 为转变干部职工的思想观念~统一思想认识。一是由公司领导牵头~组织工作组成员对全公司劳动、人事、工资分配现状进行深入分析~做到心中有数。二是公司机关、矿井、直属单位召开“三项制度”改革动员会~传达贯彻集团、股份公司指示精神~宣传解释推行“三项制度”改革的重要性~引导干部员工充分认识到改革是大势所趋~势在必行。三是举办“三项制度”改革业务培训班~对各单位,部门,主要领导和工作组成员进行培训~认真学习国家相关政策和法律法规~做到友情操作。四是利用各种宣传工具加大改革宣传 任何一项改革必然损害一小部分人利益~要确保改革的平稳实施~必须做到“公平、公正、竞争、择优”。 一是强化领导考核。对管理人员全部实行聘用制~推行双向选择~择优录用~以业绩考核为核心~以组织考察、竞争上岗、定期考核、末位淘汰、追责问责为主要形式的人事制度改革~推行矿井及地面生产单位领导交叉任实职的方式~减少领导班子职数。从根本上打破“铁交椅”~构建“有为才有位~有位必须有为”的新机制。 二是减少劳动用工。依法依规推行一岗多责、一人多职、岗位承包、服务承包、货币化包岗、产品购销等新的用工形式~确保人员精减到位~对富余人员要采取鼓励一线工作、鼓励自谋职业、解除劳动关系~支付经济补偿、内退、待岗等多种渠道分流安臵。 三是深化分配机制。按照“减员不减工资”的原则~充 10 一是严格落实领导责任。各单位,部门,党政一把手是稳定工作的第一责任人~对本单位,部门,稳定工作负总责~领导班子副职对分管范围包干负责~公司把本次改革维稳工作的情况做为人事制度改革、择用干部的重要考察内容。 二是严肃改革期间工作纪律。各级管理人员要恪尽职守~廉洁奉公~坚决按程序办事~工作到位不越位~全面掌握、理解、支持、参与改革工作~维护改革期间的矿区稳定~保证安全生产工作正常进行。 三是各单位要成立维稳工作行动小组。负责改革期间不稳定因素的排查和突发事件的处理~负责上访职工的接待和政策解释~做好耐心细致的劝解工作~化解各种矛盾~及时向领导小组反馈信息。各级管理人员要充分发挥党员、团员的模范带头作用~充分发挥职工代表的作用~进一步加强思想政治工作~深入开展改革宣传工作~及时掌握职工意见和建议~做好解释工作。 ,四,关注民生~有情操作~确保矿区和谐稳定 11 对改革后的富余人员~公司将严格依据劳动法、劳动合同的相关规定对劳动关系分门别类进行处理~对自谋职业的富余人员保留社保、医保关系~鼓励富余人员到基层、到一线工作和自谋职业~达到解除劳动合同的员工要依法依规解除劳动合同~并依法支付经济补偿金。对落聘人员中属零就业家庭、单亲家庭的员工~公司将负责协助实现再上岗。 七、考核办法 1、改革指标完成情况与领导年薪挂钩~至2013年末完成规定改革指标的~不奖不罚,未完成规定改革指标的~每差一项~扣班子成员5万元~实行累加~绩效年薪扣完为止~处罚额在年薪兑现时扣除。上述罚款标准~单位正职按罚款额的40%分配~副职在罚款额度内由单位主要领导分配。 3、公司地面人员由原来的426人定编为375人~减少51人。 4、现集团公司每月拨付公司月工资基金447万元~改革后减少月工资基金支出62700元~预计全年节余工资基金75万元。 四、定编、定员情况说明 1、公司现状概述 ,一,机构设臵现状 1、公司机构现状 2、矿井机构现状 ?、两矿井职能科室共计5个~分别是矿行政总支办公 15 室、生产技术办公室、劳资财务办公室、安全信息站、调度室。 ?、连队建制情况:茶山岭煤矿现有连队19个~其中采煤队7个~掘进队4个~运输队2个~通风队2个~机电队2个~地面队1个~探钻队1个。茶塘煤矿现有连队11个~其中采煤队3个~掘进队3个~探钻队1个~运输队1个~机电队1个~通风队1个~地面队1个。 ,二,人员状况 1、截止到2012年1月止~公司在册员工1378人~其中茶山岭煤矿748人~茶塘煤矿359人~水电公司18人~租赁公司11人~供应公司27人~运销公司48人~机关147人~长病伤人员12人~长学人员8人。 2、公司中层及中层以上管理人员共计73人~其中高层管理人员8人~公司机关34人~矿井24人~直属单位7人。 一对开拓延深井~茶山岭煤矿是由原茶山岭煤矿和塘角上煤矿于2006年12月组建成而成~由于情况特殊~在办理采矿许可证时~只办理了一个采矿许可证~从而形成了一个煤矿具有两对生产矿井及一对开拓延深井的不同之处~该矿两个井口同时提升~但两对矿井主提升斜井相距3公里~两对矿井分别都有独立的工业广场、材料场、煤仓、矸子山、提升绞车、排水、压风等设施~运输、机电和地面机房人员、地面管理人员及矿井中级管理人员是其他一般矿井两倍~致使茶山岭煤矿多用工132人~目前这一现状无法改变。根据实际情况公司特呈报股份公司请求批复增加人员编制~如批复后~实际需精减人员51人。见下表。
