广州市公安局出入境管理处 服务指南 中小学校外国留学生（未满 18周岁）申请居留许可须知 一、居留许可申请 （一）在穗中小学校注册就读满6个月以上的未满18周岁的外国人，可以办理居留许可。 1、 申请人的外籍父母在穗工作且已办理居留许可，申请人应以随行家属身份申请居留 许可。 2、 外籍华人、华侨在穗寄养的未满18周岁的外籍子女，应该申请以外籍寄养儿童身 份申请L签证。 3、 上述1、2项以外的申请人，可以学生身份申请居留许可。在穗应有抚养人或者监 护人。应持“X”签证入境。入境后30日之内到市公安局出入境管理处申请办理居 留许可。 （二）申请居留许可时，须回答有关询问并提供下列材料： 1、 申请人的有效护照及签证的原件和复印件； 2、 填写《外国人签证、居留许可 申请表 食品经营许可证新办申请表下载调动申请表下载出差申请表下载就业申请表下载数据下载申请表 》，粘贴一张近期二寸半身正面免冠照片； 3、 居住地公安派出所出具的《境外人员临时住宿登记表》（住宾馆、酒店者除外）； 4、 申请人的出生证明复印件； 5、 外籍父母的护照复印件，父母双方或一方为中国人的还须提供在境外定居证明复印 件； 6、 抚养人或者监护人的在穗常住身份证明和经公证机关公证的书面保证。书面保证须 注明接受被抚养或监护儿童父母委托，承担抚养与监护责任，保证被抚养监护者按 期离境等内容。也可以委托已在穗办理居留许可的外国人作为抚养或监护人。所有 境外机构出具的有关证明须经我国驻外使领馆认证。 7、 就读学校出具的注明学习期限的公函； 8、 持L、F签证入境因学习申请居留许可的，还须提交JW202表（外国留学人员来华 签证申请表）。 二、外国留学生父母签证延期申请 未满18周岁外国留学生的父母申请L签证延期，签证有效期不得超过留学生的签证或 者居留许可有效期。 三、申请L签证时，须回答有关询问并提供下列材料： 1、 申请人的有效护照及签证的原件和复印件； 2、 填写《外国人签证、居留许可申请表》，粘贴一张近期二寸半身正面免冠照片； 3、 居住地公安派出所出具的《境外人员临时住宿登记表》（住宾馆、酒店者除外）； 4、 就读中小学校的公函； 5、 留学生护照及签证或者居留许可原件复印件； 6、 外国留学生父母提供亲属关系证明，境外机构出具的有关证明须经我国驻外使领馆 认证。 四、注意事项 1、 居留许可项目内容变更（如居留事由、护照号码、住址、就职单位、偕行人等情况）， 持证人须在10日内到市公安局出入境管理处办理变更手续； 2、 居留许可迁移，持证人须在10日内到迁出地或迁入地的公安出入境管理部门办理 迁移手续； 3、 因故终止在穗学习或工作的外国人，应及时缴销外国人居留许可，并办理相应签证； 4、 持有居留许可的外国人，可以在居留许可有效期内在华居留，也可以多次出入中国 国境； 5、 申请居留许可，可以由工作单位代办，但首次申请居留许可，必须由本人申请； 6、 对在中国非法居（停）留或具有其它违法行为的外国人或责任人，公安机关将依法 予以处罚； 7、 外国人申请签证、居留许可，必须按照中国政府主管部门的有关规定缴纳费用； 8、 上述可以申请签证、居留许可的有效期及签证的入境次数，应以公安机关出入境管 理部门最终批准的结果为准； 9、 公安机关出入境管理部门有权依法拒发外国人签证、证件，对已发出的签证、证件 有权吊销或宣布作废，受理、审批、签发签证、证件需5个工作日。 五、受理时间和地点： 周一至周五 正常上班时间 广州市解放南路155号六楼 附：办理有关证件及相关单位、地址、电话一览表(此句未翻译) 办理事项名称 单 位 地 址 电 话 广州市公安局出解放南路155号外国人居留许可 96110 入境管理处 出入境大厦6楼 广东出入境检验天河北龙口西路《健康证明》 38259300/38259309 检疫局 207号 府前路1号的4《外国专家证》 广州市人事局 83126037 号楼西座401 广州市劳动就业《外国人就业证》 东华南路148号 83821804 服务管理中心 《广州日报》社广人民中路同乐路居留证件遗失声明 81883088-3000 告部 10号 广州市公安局交《机动车辆驾驶证》 岑村教考场内 83115303 警支队车管所 备注：请用钢笔或签字笔填写，复印件请用A4纸复印。 查询电话：96110 [以虚假资料骗取出入境证件，将被追究法律责任] Service Guide Division of Exit and Entry Administration Guangzhou Municipal Public Security Department Instructions of Application for Residence Permits (For Foreign Students under age 18 studying in Middle Schools and Primary Schools in Guangzhou) I. Application for residence Permits 1. Aliens aged under age 18 who come to study at middle schools or primary schools in Guangzhou for six months or above may apply for residence permits. 1). In case your parents who work in Guangzhou and hold residence permits, you shall apply for residence permits with the status of the accompanying family members; 2). In case you are the children of Chinese with foreign nationality or overseas Chinese to foster in Guangzhou, you shall apply for Visa L with the status of foster foreign children; 3). Applicants other than those mentioned in Item 1) and Item 2) shall apply for residence permits with the status of students. These applicants should have guardians in Guangzhou. They shall enter China with Visa X and shall, within 30 days of entry, apply for residence permits from the Division of Exit and Entry Administration of Guangzhou Municipal Public Security Bureau. 2. In applying for residence permits, your guardians are obliged to answer relevant inquiries and submit the following documents: 1). The original and photocopy of your valid passport and Chinese visa; 2). A form of Application for Visa and Residence Permit which your guardian has filled correctly, and one of your recent passport-size 2 inch photos (full face without hat); 3). Registration Form of Temporary Accommodation for Aliens issued by local street police station (excluding those lodging at guesthouse or hotel); 4). The photocopy of your birth certificate; 5). The photocopies of your parents’ passports if both of them are of foreign nationalities, photocopies of the evidence of their permanent residence in a foreign country if one or both of your parents are Chinese citizens; 6). Certificate of identity of your guardian and the evidence of his or her long-term residence in Guangzhou are required. The notarized guarantee in written form by your guardians is also required, to state their willingness to accept the entrustment, to take the responsibility of foster parents or guardians, and to guarantee that you will leave China on schedule, etc. Aliens with residence permits in Guangzhou may be entrusted as fosters or guardians; All the evidence issued by foreign institutes should be verified by the Chinese embassy or consulate in that country. 7). Official letters specifying the duration of study from your schools; 8). In addition, foreign students holding Visa L or Visa F and applying for residence permits shall submit the Form JW202 (Visa Application for Study in China). II. Application for visas for Parents of Foreign Students Parents of the foreign students (under age 18) may apply for Visa L. The validity period of your visa shall not exceed that of foreign students’ visas or residence permits. III. In applying for Visa L, your parents are obliged to answer relevant inquiries and submit the following documents: 1. The original and photocopy of your parents’ valid passport and Chinese visa; 2. A form of Application for Visa and Residence Permit which your guardian has filled correctly, and one of their recent passport-size 2 inch photos (full face without hat); 3. Registration Forms of Temporary Accommodation for Aliens issued by local street police station (excluding those lodging at guesthouse or hotel); 4. An official letter from your school to confirm your relationship; 5. The original and photocopy of your passport or residence permit; 6. Your parents are required to provide kinship certificates. All the evidence issued by foreign institutes should be verified by the Chinese embassy or consulate in that country. IV. Notices 1. In case of content change of the Alien Residence Permit (such as purpose of residence, passport number, address, employer and accompanying children), the holder may apply for replacement, within 10 days of such changes, to the Entry-Exit Administration Division of Guangzhou Public Security Bureau; 2. Holders of Alien Residence Permit who wish to move out of the city of current residence, shall, register such move to the local entry-exit administration division of public security bureau within 10 days either before moving or after arrival at the new destination; 3. Aliens who terminate their study or work in Guangzhou shall promptly hand in your residence permits for cancellation and apply for corresponding visas; 4. Holders of Alien residence permits can reside in China within the validity period of residence permits, and can make multiple entries into China; 5. To apply for residence permits, all formalities can be submitted by your employer on your behalf, excluding application for the first time, which should be submitted by the applicants themselves; 6.Penalties shall impose on aliens who illegally stay in China or in violation of other Chinese laws or on persons responsible for such violations by the public security organs in accordance with the law; 7.Aliens applying for visas and residence permits shall pay visa and certificate fees to the prescribed rates set by competent authorities of the Chinese Government; 8.The validity period of visas and its number of entries or residence permits shall be taken as the final decision by Division of Exit and Entry Administration of Public Security organs; 9. The Division of Exit and Entry Administration of Public Security organ has the power to refuse to issue visas and certificates or to cancel or annul visas and certificates already issued.
