我市城市规划技术标准，保证城市规划顺利实施，根据《中华人民共和国城市规划法》、《内蒙古自治区实施,中华人民共和国城市规划法,办法》、《包头市城市规划管理条例》、《包头市城市总体规划》和国家相关技术规定、规范，结合本市实际，制定本标准。 第二条 本标准适用于本市城市规划区内各项建设工程的规划编制、规划实施。旗、县、区政府所在地的城镇规划编制、规划实施可参照执行。 第三条 编制各类控制性和修建性详细规划，实施规划应符合本标准。 第二章 建筑容量 第四条 新建、改建、扩建建设工程的建筑容量控制指标(含容积率和建筑密度，下同)应按本章的有关规定执行。 第五条 建筑用地面积大于2万平方米的成片开发地区，必须编制修建性详细规划，经批准后实施。 成片开发地区的详细规划，应先确定建筑总容量控制指标;在不超过总容量控制指标的前提下，成片开发地区内各类建设用地的建筑容量控制指标可按照附 表 关于同志近三年现实表现材料材料类招标技术评分表图表与交易pdf视力表打印pdf用图表说话 pdf 一和附表二的规定执行。 第六条 建筑用地面积小于或等于2万平方米的高、多层居住建筑用地和高、多层公共建筑用地，其建筑容量控制指标在经 批准的详细规划中已确定的，应按批准的详细规划执行。尚无批 准详细规划的，应当编制总平面规划，经批准后实施。 第七条 附表一规定的指标均为上限，适用于单一类型的建 筑用地。对混合类型的建筑用地，其建筑容量控制指标应将建筑 用地按使用性质分类规定后，按不同类型分别执行;对难以分类 执行的建筑用地和综合楼用地，应按不同性质建筑的建筑面积比 例和不同的建筑容量控制指标换算建筑容量综合控制指标。 第八条 对未列入附表一的科研机构、大中专院校、中小学 校、幼托以及医疗卫生、文化艺术、体育场管等设施的建筑容量控制指标，应按有关专业技术规定、规范执行。 第九条 建筑用地未达到下列最小面积的，不得单独建设。 ?多层居住建筑、多层公共建筑为1500平方米。 ?高层居住建筑、高层公共建筑为2500平方米。 建筑用地未达到上述两项规定的最小面积，但有下列情况之一，且确实不影响城市规划实施的，规划部门可予核准建设: ?邻接土地已经完成建设或为既成道路、河道或有其它类似 情况，确实无法调整、合并的。 ?因城市规划街区划分、市政公用设施等的限制，确实无法 调整、合并的。 第十条 原有建筑用地范围内的建筑容量控制指标已超出或达到本规定要求的，不得在原有建筑用地范围内扩建、加层、插建。 第十一条 各类建设用地内为社会公众提供公共开放空间的，在符合消防、卫生、交通等有关规定的前提下，可按附表二的规定增加建筑面积，但增加的建筑面积总计不得超过批准总建筑面积的20,。 包头市城市规划技术标准<试行>(第三章) 第三章 建筑间距 第十二条 建筑间距除满足消防、卫生、环保、工程管线和建筑保护、噪音防治、城市景观等方面的要求外，根据日照、通风的要求和本市建设用地的实际情况，居住建筑的间距应符合下列规定。 (一)多层居住建筑平行布置时的间距 1、朝向为南北向的(指正南方向并包括南偏东或南偏西方位角在0?—15?)，其间距:新建区间距为南侧建筑高度的1.7—1.9倍，改建区为1.5—1.7倍。 2、朝向为南偏东或南偏西方位角在15?—60?的住宅间距按下表折减系数执行。 方位 0?-15? 15?-30? 30?-45? 45?-60? ,60? 折减系数 1.0 0.9 0.8 0.9 0.95 (注:青山区的邻圃道、迎春道以东、四道沙河以西、建设路和钢铁大街以北、厂前路(兵工大道)以南地区住宅不按此表折减。) 3、朝向为东西向的(包括南偏东或南偏西在60?以上的)，其间距:新建区间距为影响日照建筑高度的1.7—1.9倍，改建区为1.5-1.7倍。 4、低层住宅和多层住宅间距按本项1—3项执行。 5、在核算多层、低层条式住宅建筑间距时，当阴台或阳台累计长度大于(等于)居住建筑长度的1,2时，按本项1—4项执行，应自遮挡建筑物的主体算至被遮挡建筑物的阳台;当阴台或阳台累计长度小于居住建筑长度的1,2时，按本款1—4执行，应自遮挡建筑物的主体算至被遮挡建筑物的主体。 6、在核算建筑间距时，建筑高度按以下规定计算 (1)平屋面至女儿墙顶，无女儿墙算至檐口。 (2)坡屋面北坡屋顶坡度小于35?，高度计算至檐口;大于35?时，屋脊线平行于相关建筑的算至屋脊线，垂直于相关建筑的算至山墙斜坡高度的中点。 ?低层、多层居住建筑垂直布置且居住建筑的短边与另一建筑长边重合大于(等于)短边的1,2时，应符合下列规定，小于1,2的不计遮挡因素。 1、低层、多层居住建筑南北向垂直布置时，其间距不得小于遮挡建筑高度的1.0倍。 2、低层、多层居住建筑东西向垂直布置时，其间距不得小于东侧建筑的0.8倍。 3、低层、多层居住建筑当其山墙宽度大小14米时，则按平行布置间距规定控制。 (三)低层、多层居住建筑即非平行布置也非垂直布置的间距按下列规定执行: 1、当两幢建筑的夹角小于或等于30?时，其最窄处间距按平行布置的居住建筑控制。 2、当两幢建筑的夹角大于30?时，小于等于60?时，其最窄处间距南北向的应不小于南侧建筑高度的1.2倍，东西向的应不小于东侧建筑的1.0倍。 3、当两幢建筑的夹角大于60?时，其最窄处间距按垂直布置的居住建筑控制。 (四)低层、多层居住建筑处于被遮挡位置，且底层有商店或其它非居住用房时，其间距计算要扣除底层相应高度后，再按本条???项规定计算。 ?处于被遮挡位置的多层、低层条形层居住建筑与遮挡建筑平行且错位布置，或虽不平行但在被遮挡建筑朝向方面有遮挡，其重叠部分小于(等于)6米时，其间距可不按本条(一)规定执行，但必须按下列规定执行。 1、南北向布置时，不小于南侧建筑高度的1.0倍。 2、东西向布置时，不小于东侧建筑高度的0.8倍。 ?多层居住建筑的山墙间距不小于8米，低层居住建筑的山墙不小于6米，对此规定不能满足消防或管网埋设的，由规划部门确定。居住建筑有山墙开窗，不考虑日照，已有窗洞的，不考虑遮挡因素。点式居住建筑东(西)侧面有居室窗户的，其与相邻建筑东西向的间距不适用本款规定的山墙间距，应按本条(七)款执行。 (七)低层、多层点式居住建筑与其相邻低层、多层条形居住建筑的间距，按本条(一)项执行;当作为被遮挡建筑时，其东、西、南向遮挡建筑的间距要求，按本条?????执行。 第十三条 中高层居住建筑(层数在7—8层)与低层、多层、中高层居住建筑的布置按第十二条规定执行。 第十四条 单幢高层楼居住建筑间平行布置时，南北向间距不小于南侧建筑高度的1.2倍。东西向山墙间距不小于13米。高层居住建筑与低层、多层、中高层居住建筑间距，应符合下列规定。 ?单幢高层塔楼居住建筑与其北侧低层、多层、中高层居住建筑(朝向为正南，包括南偏东向或南偏西向30?以内)平行布置的间距不小于36米;高层居住建筑与其东、西侧低层、多层、中高层居住建筑(包括朝向为南偏东向或南偏西向30?以上)的建筑间距应由规划部门结合环境情况确定。 ?低层、多层、中高层居住建筑在朝向方向受单幢高层居住建筑遮挡且二者平面错位,遮挡宽度小于或等于6米时，间距可不按本条(一)规定执行，但不小于高层建筑高度的0.8倍，且不小于24米。 ?高层居住建筑山墙宽度小于(等于)18米时，其山墙与低层、多层、中高层居住建筑间距不小于24米;与低层、多层、中高层居住建筑山墙间距不小于18米。高层居住建筑山墙面宽度大于18米时按平行布置控制。 第十五条 非居住建筑间距:医院病房楼、休(疗)养院休(疗)养楼、幼儿园、托儿所和大中小学校教学楼与相邻建筑的间距应符合下表的规定。 相邻建筑间距 建筑性质 建 筑 间 距 托儿所、幼儿园 南向遮挡建筑高度2倍 学校 南向遮挡建筑高度2倍 医院病房楼(休)疗养 南向遮挡建筑高度2倍 院休(疗)养楼 第十六条 非居住建筑(第十五条所列的非居住建筑除外)的间距应符合下列规定: ?非居住建筑北侧为居住建筑时，按居住建筑间距要求执行。 ?非居住建筑南侧为居住建筑时，要考虑居住建筑的视线干扰、噪音干扰等问题，具体间距由规划部门确定，但不应小于13米。 ?非居住建筑与居住建筑东西向布置(包括垂直布置)时，间距由规划部门综合各种因素确定。 ?非居住建筑平行布置时，高层建筑(高度大于等于24米)之间南北向的最小间距不小于18米，东西向的最小间距不小于13米;多层、低层之间的最小间距根据建筑使用性质，由规划部门根据实际情况核定。 ?本条未能明确规定的间距，由规划部门综合消防、管线埋设、卫生间距等要求具体确定。 第十七条 在居住建筑间距内不得插建车库及其它建筑。如确需建设自行车棚等应建半地下、地上部分高度不得超过1.2米(包括绿化种植所需的复土深度)。 包头市城市规划技术标准<试行>(第四章、第五章) 第四章 建筑物退让 第十八条 沿建筑基地边界和沿城市道路、公路、河道、铁路两侧以及电力线路保护区范围内的建筑物，其退让距离除必须符合日照、消防、防汛和交通安全等方面的要求外，应同时符合本章的规定。 注:退红线起算点以建筑凸出部分为起点(包括阴阳台、台阶、挑檐)。 第二十条 新建影剧院、游乐场、体育馆、大型商场等有大量人、车流集散的多、低层建筑(含高层建筑中作为大型商场的裙房)，其面临城市道路的主要出入口方向的建筑控制线后退道路规划红线的距离，除经批准的详细规划另有规定外，不得小于15米，并应留出临时停车场或回车场地，且与城市道路相连。 传达室、警卫室、书报亭、公共厕所等建筑的退红线要求，由城市规划行政主管部门具体确定。 第二十一条 道路交叉口四周的建筑控制线退让道路规划红线距离,在表?规定的基础上，中高、多、低层建筑增加2米，高层建筑增加5米。 沿街建筑物的平台、窗井和除用地范围内连接城市管线以外的其它地下管线(包括管沟、管井等构筑物)，应在道路红线外建设。 第二十二条 在城市规划区村镇、城镇范围之外的公路规划红线两侧应划定隔离带，隔离带宽度应根据公路交通和绿化等有关规定设置。 第二十三条 沿河湖水系规划蓝线两侧新建建筑物，其后退河道规划蓝线的距离除经批准的详细规划另有规定外，不得小于6米。 第二十四条 沿铁路两侧新建建筑工程除铁路技术规范规定外应符合以下规定: ?干线铁路两侧的建筑工程与轨道中心线的距离不得小于20米;支线铁路、专用线两侧的建筑工程与轨道中心线的距离不得小于15米;铁路两侧的围墙与轨道中心线的距离不得小于10米，围墙的高度不得超过3米。 ?铁路两侧的高层建筑、高大构筑物(水塔、烟囱等)、危险品仓库和厂房与轨道中心线的距离须经铁路主管部门审核后确定。 ?在铁路道口附近进行建设的，须符合铁路道口管理的有关规定。 第二十五条 在电力线路保护区范围内不得新建建筑物。电力线路保护区的范围按相关规范执行。 第五章 建筑高度 第二十六条 建筑物的高度除必须符合日照、建筑间距、消防等方面的要求外，应同时符合本章的规定。 第二十七条 在有净空高度限制的飞机场、气象台、电台和其它无线电通讯(包括微波通道)设施周围的新建、改建建筑物、构筑物，其控制高度应符合有关净空高度限制的规定(包头机场净空图见附图)。 第二十八条 在文物保护紫线和建筑保护周围的建设控制地带内新建、改建建筑物，其控制高度应符合建筑和文物保护的有关规定，并按经批准的详细规划执行。尚无经批准的详细规划的，应先编制城市设计或建筑设计 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 ，进行视线分析，提出控制高度和保护措施，并经批准后执行。 第二十九条 沿城市道路两侧新建、改建建筑物时，建筑物除必须满足用地地块规定的建筑密度和建筑容积率以外，其中沿路建筑的控制高度一般按下式计算 H?1.5 x(W十S) H为建筑物的控制高度;W为道路规划红线宽度;S为建筑后退红线距离。 第三十条 建筑物临接两条以上道路的，应按较宽的道路规划红线计算其控制高度。 包头市城市规划技术标准<试行>(第六章、第七章) 第六章 城市建筑景观 第三十一条 城市各个阶段的规划编制均应重视创造良好的城市景观。确定城市景观体系，包括主要的景观地带和景观节点、城市的轮廓线、标志性工程、城市雕塑以及景观视线走廓等景观要素。 第三十二条 本市新建、扩建、改建的沿街建筑物，城市雕塑小品等应当进行建筑设计方案竞标，实行多方案比较，符合景观规划要求。建筑物的造型风格、比例尺度、装修色彩讲求建筑艺术、注重城市美学。 规划行政主管部门在提供“规划设计条件”和对建筑物方案技术审查、审批中须充分重视城市建筑景观。 第三十三条 本市的钢铁大街、建设路、巴彦塔拉大街、阿尔丁大街、文化路、呼得木林大街、兵工大道(厂前路)、铝业大道(110国道铝厂段)、民主路、团结大街、友谊大街、黄河路、南门外大街、和平路、东西门大街、民族东路、民族西路、富强路、幸福路、市府东路、市府西路、白云路、文明路、沙河街、机场路等25条主要道路，包头阿尔丁广场、包头银河广场、包头站广场、包头东站广场、包头机场广场等5个广场，作为城市景观道路的基本框架。应当在建筑艺术、景观植物配置、亮化美化、通行能力、广告店牌等方面实施景观控制。 第三十四条 城市道路两侧建筑应符合下列规定: ?城市干道两侧一般不批建住宅楼。对沿街旧残的建筑物、构筑物应适时整修，符合景观要求。危险房屋和构筑物应及时拆除改建。 ?沿街两侧一般不批建临时性建筑物、构筑物。不得设置锅炉房、烟囱、垃圾道、污水池、化粪池、厨房间、储藏室等有碍市容的附属建筑设施。 ?公共建筑物沿街立面不得零散设置空调机，民用建筑物沿街立面确需设置的，必须进行隐蔽处理，不得影响建筑沿街立面效果。 ?沿街建筑不得设置围墙，特殊需要设置的应符合市容管理有关规定。 第三十五条 城市各类雕塑的建设应符合城市雕塑有关管理规定， 内容 财务内部控制制度的内容财务内部控制制度的内容人员招聘与配置的内容项目成本控制的内容消防安全演练内容 要健康、立意新颖、尺度得体、造型优美，形成精品。 第三十六条 建筑物立面不得悬挂广告、改变建筑造型。户外广告不得遮挡建筑物、城市景观、城市绿地以及党政机关、文物古迹等。设置广告、灯箱、店招牌应符合相关规定。 户外广告应当与交通设施保持必要的距离，不得遮挡路灯、交通信号灯、交通标志、不得妨碍安全视线，缩小安全视距，不得影响交通。 第七章 城市绿地 第三十七条 建设项目实施绿地率指标控制。各类建筑基地内的绿地面积占基地面积的比例必须符合附表(三)《建设用地绿地率控制指标表》的规定。 对附表(三)未尽项目用地的绿地率由市规划行政主管部门按相关规定执行。 第三十八条 城市各个街区的绿地按规定指标实行统一规划、统一设计、统一建设、综合平衡。 第三十九条 居住小区、居住组团的绿地配置按国标GB50180—93《城市居住区规划设计规范》要求执行。其绿地建设应与房屋成片开发同步建设、同步规划验收交付使用。 第四十条 新建、扩建、改建的城市道路绿地率应符合下列规定: ?城市景观道路绿地率不小于40,。 ?道路红线宽度大于50米的绿地率应不小于25,。 ?道路红线宽度在40—50米的绿地率应不小于20, ?道路红线宽度在40米以下的绿地率应不小于15,。 第四十一条 生产性绿地、防护绿地应符合下列规定: ?生产性绿地面积占城市公共绿地总面积的比率应不低于2,。 ?三类工业区周边应建相应的卫生防护林带，其宽度不得小于300米，并根据工业项目类别按规范核定增加防护林带宽度。 ?过境铁路、高速公路两侧应建卫生隔离防护林带，其宽度不小于100米。 ?城市垃圾处理场、污水处理厂距人畜居聚地不得小于500米，其周围应建卫生防护林带，其宽度不小于400米。 ?饮用水源保护区的防护林按相关规定执行。 包头市城市规划技术标准<试行>(第八章、第九章) 第八章 市政工程设施 第四十二条 城市市政工程管线综合应符合下列要求: ?新建、改建的各类市政工程管线，应符合各阶段城市规划确定的工程管线综合规划要求。遵循先地下后地上、先深后浅的建设程序，城市倡导建设使用综合管沟。 ?各类工程管线应根据不同管线的特性和设置要求综合布置。各类管线相互间的水平间距、垂直间距以及各类管线与建筑物、构筑物、绿化树杆之间的最小水平间距，应当按照国家GB50180—93《城市居住区规划设计规范》的要求控制。 ?城市工程管线应根据城市道路网规划布置。 ?城市各类工程管线的平面位置和竖向位置采用包头97系坐标和高程系统。 ?城市道路下的工程管线，布置在人行道与非机动车道下，检修次数少的管线可布置在机动车道下。 ?各类工程管线从道路中心线两侧方向平行布置，一般应遵循下列排列原则: 道路西、北侧为:给水、供热、电视(通讯)光缆。 道路东、南侧为:燃气、电力电缆、回用水。 污水、雨水在机动车或非机动车车道下布置。(井盖位置应设在机动车轮距间)。 道路红线大于60米时，可考虑两侧布置相同管线。 ?城市道路内布置同一管线不宜自道路一侧转至另一侧，特殊情况穿越道路时管线段，应当与道路中心线垂直或成45?角。 ?必须在桥、涵上通过管线的，桥涵在设计、施工时应根据管线综合规划预留管线通过的位置或设施。 ?城市道路红线内布置的给水管线管径不得小于200mm，污水管道不得小于400mm。 ?城市道路红线内架空电力线路上不得设置用户变压器等设备(路灯等公用变压器除外)。 (十一)各类架空线路不得采取明线方式跨越第三十三条确定的城市景观道路。跨越城市其它道路应由城市规划行政主管部门按管线综合情况确定。 第四十三条 城市道路的新建、扩建、改造应符合下列要求: ?城市道路的设计、施工维修、罩面应符合城市规划确定的道路红线及竖向标高。 ?城市道路交通应以优先发展公共交通为原则，为公交行驶道路及站、场设置提供方便条件。 ?城市道路横断面包括轨道交通、机动车道、非机动车道、人行道(盲道)和分隔带、绿化带，其中: 人行道宽度根据不同用地类别确定，临商业、车站、影剧院、体育场、码头及大型公共建筑等不得小于4米，各级道路不得小于3米。 自行车道可以和其它非机动车道并建，其最小宽度不得小于4米，自行车道也可以和人行道并建，但与人行道应有明显的区别，并且靠路缘带部分为自行车道，最小宽度为2(5米。 ?城市道路交叉口转弯半径: 主、次干道一般为20—30米，有条件的主干道按35—50米，并设置导流岛等渠化设施。支路为15—20米。居住区级道路不得小于15米。 ?城市道路、居住区道路、公共活动场所通道，应设置方便残疾人通行的盲道和无障碍通道及标志，并应符合现行行业标准《方便残疾人使用的城市道路和建筑物设计规范》的规定。 ?城市公共交通停靠站一般不得占用行车道，当道路红线大于或等于22米时，应设港湾式停靠站，港湾式停靠站应有2—3台 车位的长度。 ?应当避免在城市道路成交又口建设人行过街天桥，提倡建设地下过街通道。 第四十四条 城市各类停车场应执行下列规定: ?本市建设项目实施停车场(库)面积指标控制。 新建、改建和扩建的各类建设项目必须配建相应的停车场(库)、配建的停车场(库)应在本建设项目所属用地范围内。其配建标准按附表(四)执行(中、小学配建停车场(库)面积可根据实际情况由公共绿地替代)。 ?停车场面积包括室外停车场和室内停车库，且室外停车场面积不得低于总配建停车场面积的1,3。 ?城市对外交通出入口附近应设置停车场，以方便过境车辆。 ?机动车公共停车场出入口的设置应符合行车视距的要求，少于50个停车位的停车场，可设一个出入口，其宽度宜采用双车道;50-300个停车位的停车场，应设两个出入口;大于300个停车位的停车场出口和入口应分开设置，且相距应不少于100米。 第四十五条 建筑基地及单位机动车出入口应当符合下列规定: ?出入口应在建筑基地周边较低级别的道路上安排，特殊需要在不同级别道路上开设二个以上机动车出入口时，应当按照道路等级由低到高顺序安排。 ?出入口距城市道路交叉口停车线不小于80米。 ?出入口距桥、涵坡道起止点不小于50米。 ?出入口距公园、学校、残疾人服务的设施的出入口不小于30米。 ?出入口应有良好的交通通行条件，当出入口与道路连接坡度较大时，应设缓冲段与用地外道路连接。 ?城市快速干道两侧的建筑基地及单位机动车出入口一般不得与干道贯通，应建设辅道。城市主干道两侧的单位出入口应设置减速坡，机动车出入应当采取右进右出方式。 第九章 附 则 第四十六条 本标准(试行)是根据国家有关规定、规范及标准，结合包头市实际情况制定的，执行中如有与国家有关规定、规范、标准不符的，按国家有关规定、规范、标准执行。 第四十七条 在城市规划区内，对用地规划和建设管理有特别要求的用地和项目，按批准的详细规划执行。 第四十八条 本标准由包头市人民政府规划行政主管部门负责解释。 第四十九条 本标准自印发之日起试行。原包头市规划土地管理局制定的《包头市城市规划标准(试行)》同时废止。 包头市城市规划技术标准<试行>(附表) 建筑密度和容积率控制指标(附表一) 容积率 区位分类 建筑密度(%) (万平方米/ha) 建筑容量指标
