 TheIndiansoftwaredevelopercouldtakesomeofhisSiliconValleyearningshometojoinfriendsinalittlestart-up,knowingthathecouldalwaysworkinCaliforniaagain.OrtheMexicanlaborerwhobustshisbackonaWisconsindairyfarmforwagesthatkeepmilkcheapwouldcomeandgoasneededbecausehecoulddecidewhichdairytoworkfor,andabi-nationalbankprogramwashelpinghimsavemoneytobuildabetterlifeforhiskidsinMexico。  Accommodatingthisnewworldofpeopleinmotionwillrequirenewattitudesonbothsidesoftheimmigrationbattle.Lookingbeyondtheculturewarlogicofrightorwrongmeansopeningupthemiddlegroundandunderstandingthatmanagingimmigrationtodayrequiresmultiplepathsandmultipleoutcomes,includingsomethatarenoteasytoaccomplishlegallyintheexistingsystem。  Anewsystemthatencouragesbothsojournersandsettlerswouldnotonlyhelpensurethatoursocietyreceivesthehumanresourcesitwillneedinthefuture,italsocouldhaveanaddedbenefit:Changingtherigidframeworkmighthelpusresolvethestatusoftheestimated11millionunauthorizedmigrantswhoareoursharedlegacyofpolicyfailures。  Thisisafinewaytodealwithpeoplewhoarrivewithdeepconnectionstothecountryandwhoresolvetostay.Thatcanandshouldbemostimmigrants.Butthismechanismhastwoproblems:Thenationisnotpreparedtooffercitizenshiptoeverymigrantwhoisofferedajob.Andnoteveryonewhocomesherewantstostayforever。  Itmayhaveoncemadesensetothinkofimmigrantsassodbusterswhowerecomingtosettleemptyspaces.Butthatantiquereasoningdoesnotapplywhenthecountryislookingatalong,steepracetoremaincompetitiveintheworldeconomy,particularlynotwheninnovationandentrepreneurshiparesupposedtobeourcomparativeadvantage.Tosucceed,weneedmodernbirdsofpassage。  Thechallengesdifferdependingonwhetheryouarelookingatthehighendoftheskillsspectrum,theinformationworkersoratlow-skilledlaborers。  Fortunately,thereisanantidote:theconsciouspause.Scientistshavefoundthatalthoughwearepronetosnapoverreactions,ifwetakeamomentandthinkabouthowwearelikelytoreact,wecanreduceoreveneliminatethenegativeeffectsofourquick,hard-wiredresponses。  Forexample,countlessstudieshaveshownthatphysicians’immediate,unconsciousreactionstoracialminoritiesleadthemtoundertreatblackpatients.InonestudypublishedintheJournalofGeneralInternalMedicinein,researchersaskedseveralhundreddoctorsaboutahypothetical50-year-oldmalepatientwhoshowedupwithchestpain.Theresearchersgavethedoctorsaphotographoftheman,randomlyvaryinghisrace.Halfsawhimaswhite;halfsawhimasblack。  Sureenough,althoughthedoctorsinsistedtheywerenotraciallybiased,theyweremorelikelytoprescribethrombolysis,ananti-blood-clottingprocedure,forthewhitepatient,whilegivingtheblackpatientaless-aggressiveprescription.Thedoctorsdidn’tappearracist,yettheirunconscioussnapreactionsledthemtotreatblacksdifferently—theverydefinitionofracism。  However,aboutoneinfourofthedoctorsguessedthatthestudywasdesignedtotestracialbias.Theystoppedforamomentandconsideredhowtheymightreactdifferentlydependingonrace.Theresearchersfoundthatthis“aware”subgroupdidnottreatpatientsdifferently.Oncetheypausedtoconsiderwhetherracewasanissue,racewasnolongeranissue。  Snapdecisionscanbeimportantdefensemechanisms;ifwearejudgingwhethersomeoneisdangerous,ourbrainsandbodiesarehard-wiredtoreactveryquickly,withinmilliseconds.Butweneedmoretimetoassessotherfactors.Toaccuratelytellwhethersomeoneissociable,studiesshow,weneedatleastaminute,preferablyfive.Ittakesawhiletojudgecomplexaspectsofpersonality,likeneuroticismoropen-mindedness.Ifweneedtounderstandhowninejusticesresolvedadifficultlegalissue,weneedevenmoretime。
