Maybe it's me but I think that you're confused about what's going on and what is wanted. The speed sensor doesn't talk to the ecu, at least directly. It just generates a signal whose frequency varies in proportion to the speed of the bike. For the GSXR1000 that signal happens to go to the combination meter. What your box needs to know is what that frequency is at 60 MPH. That's going to depend on the number of teeth on the sensor rotor, your gearing, and the rear tire circumference.
I've never looked at the rotor but a picture in the service manual suggests that it has 4 lobes (teeth). The stock gearing is 42/17 and the circumference is 78 1/8". 60 MPH is 1056 in/sec. So the frequency is 1056/78.125*42/17*4 = 133.6 Hz. Adjust that for the specifics of your bike.
I'd be interested in seeing a picture of where you end up putting the light.
