为配合2000年《全国统一建筑工程基础定额湖北省统一基价表》、《全国仿古建筑及园林工程预算定额湖北省统一基价表》贯彻执行，我厅根据建设部建标(1993)894号文颁发的《关于调整建筑安装工程费用项目组成的若干规定》精神，结合我省实际，对1996年《湖北省建筑安装工程费用定额》进行了修编，现予以颁发，并就执行中有关问题通知如下: 一、本定额与2000年《全国统一建筑工程基础定额湖北省统一基价表》、《全国仿古建筑及园林工程预算定额湖北省统一基价表》配套执行。 二、市政工程、安装工程、房屋维修工程暂执行1996年《湖北省建筑安装工程费用定额》及有关规定。上述工程重新颁发湖北省统一基价表时，本费用定额将配套执行。 三、费用定额全省统一管理，各市如需增加费用项目，应报省建设工程造价管理总站审查并经我厅批准后实施。 3、檐高系指设计室外地面标高至檐口滴水标高，无组织排水的滴水标高为屋面板项，有组织排水的滴水标高为天沟板底，同一建筑物有不同檐口高度时，按最高檐口高度计算;跨度系指轴线之间的宽度，多跨建筑按最大跨度取定类别。 4、超出屋面封闭的楼梯出口间、电梯间、水箱间、塔楼、望台，只计算建筑面积，不计算高度、层数。层高在2.2米以内的技术层，不计算层数和面积。 5、公共建筑指为满足人民物质文化需要和进行社会活动而设置的非生产性建筑物。如办公楼、教学楼、试验楼、图书馆、医院、商店、车站、影剧院、礼堂、体育馆、纪念馆等以及相类似的工程。除此以外均为其他民用建筑。 6、属于框架结构的轻工、化工厂房、锯齿形屋架厂房，不低于二类。 7、冷库工程，含有网架、悬索、升板等特殊结构的工程和沉井、沉箱以及建筑面积大于20000平方米的单层工业建筑列为一类工程。 8、锅炉房，当单机蒸发量?20吨或总蒸发量?50吨时为一类，小于以上蒸发量时分别按檐高或跨度为准。 9、桩基础工程按土建工程类别确定。 10、扩建、加层建筑按总层数、总面积或总高度为衡量标准，但最高不得超过二类。 11、附属于建筑工程的停车声，工程类别以建筑工程为准，单独建设的停车场按三类工程取费。 12、铝合金门窗安装工程、金属构件制作安装工程以建筑工程类别划分。 13、化粪池、检查井、地沟、支架等随主体工程划分类别;挡土墙、围墙等零星工程按四类工程取费。 安装工程类别划分标准 1、设备安装工程 一类: (1)各类机械设备(不分整体或解体，以下注明者除外)，以及精密、自动、半自动或程控机床、引进设备; (2)自动、半自动电梯，输送设备以及起重量在30吨及其以上的起重设备及相应的轨道安装; (3)净化、超净、恒温和集中空调设备及其空调系统; (4)自动化控制装置和仪表安装工程; (5)专业炉窑设备和炉体砌筑; 。(6)热力设备(蒸发量10吨/小时台及以下低压锅炉除外)及其附属设备 。与炉体砌筑;6.5吨/小时台及以上散装锅炉安装; (7)1000千伏安及其以上的变配电设备;防爆电器安装工程; (8)各种压力容器的制作和安装以及1000立方米以上的贮罐制作和安装; (9)附属于本类型工程各种设备的配管、电气安装、金属梯子、栏杆以及刷油、绝热、防腐蚀工程; (10)焊口有探伤要求的厂区(室外)工艺管道、热力管网、煤气管网、供水(含循环水)管网及电缆敷设工程。 二类: (1)小型杂物电梯、起重量在30吨以下的起重设备及相应的轨道安装; 。(2)蒸发量10吨/小时台及以下的低压锅炉安装; (3)1000千伏安以下的变配电设备; (4)一般金属结构、一般容器的制作和安装; (5)一般工业炉窑设备和炉体砌筑; (6)厂区(室外)无操作要求的热力管网、供水(含循环水)管网; (7)共用天线和调试(已列入一类的除外); (8)附属于本类型各种设备的配管、电气安装和调试以及刷油、绝热、防腐蚀工程。 三类: 除一、二类工程以外均为三类工程。 2、建筑安装工程 一类:一类建筑工程的附属设备、照明、采暖、通风空调、给排水、煤气管道等工程。 二类:二类建筑工程的附属设备、照明、采暖、通风空调、给排水、煤气管道等工程。 三类:三、四类建筑工程的附属设备、照明、采暖、通风空调、给排水、煤气管道等工程。 安装工程类别划分标准说明:单位工程中同时安装两台或两台以上不同类型的设备，均按主体设备执行。 市政工程类别划分标准: 一类: 1、单孔跨径20米至30米或多跨径总长30米到100米内的中桥(含相同跨径标准化的立交桥、高架桥); 2、高速道路、机场跑道; 3、红线宽度>40米的道路(宽度包括人行道、车行道、隔离花坛); 4、隧道(含地下通道)及执行市政定额的人防工程; 5、双排或多排各类结构的封闭式涵渠，单排横截面宽度超过1.5米的混凝土结构或2米及以上的砖混结构的封闭涵渠; 6、管径>Φ1200mm的雨污排水管; 7、污水处理厂和净水厂，雨污泵站，5万吨及以上水厂; 8、城市土堤和混凝土防洪构筑物。 二类: 1、单孔跨径10米至20米或多孔跨径总长15米至30米以内的中、小桥(含相同跨径标准的立交桥、高架桥); 2、红线宽度31米至40米的道路; 3、单排横截面宽在1.5米以内的混凝土结构或不足2米的砖混结构的封闭式涵渠; 4、管径在Φ1001 mm至Φ1200mm的雨污排水管; 5、5万吨以下水厂; 6、除混凝土结构和土堤以外的城市其他防洪构筑物。 三类: 1、单跨不足10米或多跨总长在15米以内的小桥及同跨径标准的立交桥、天桥; 2、红线宽度21米至少30米的道路; 3、管径在Φ501 mm至Φ1000 mm的雨污排水管; 四类: 1、单跨不足5米或多跨总长在8米以内的桥涵; 2、红线宽度?20米的道路; 3、管径?Φ500 mm的雨污排水管; 4、混凝土及砖砌电缆沟。 一、 一、 取 费标 准 表 说 明 1、本费用定额以湖北省建筑、安装、市政、仿古园林、房屋维修工程统一基价表及湖北省有关规定为计费基础。 2、直接工程费包括全省统一基价表的基价、构件增值税以及价差;人工费指全省统一基价表中人工费。 3、价差指人工、材料、机械费根据有关规定和材料信息价格(或预算价格) 与全省统一基价中的取定价格的正、负差价。价差不计取间接费用，但可计取计划利润和税金。 4、铝合金门窗、塑钢门窗、彩板门窗、塑料门窗安装，铝合金门窗制作安装、铝合金玻璃幕墙、塑铝复合板幕墙等工程，按铝合金门窗的费率计取费用。其他建筑装饰工程按建筑工程相应类别的各项费率计取费用。独立承担装饰工程的按相应建筑工程类别降低一类计取费用。但最低不得低于四类。 5、市政工程按直接工程费取费的有:城市道路、桥涵、隧道、排水(不含金属管道)工程、给水工程的构筑物;按人工费取费的有:给水、燃气、集中供热工程，排水工程的金属管道安装以及给水机械设备安装、路灯等工程。 6、间接费包括两部分:一部分为企业管理费、财务费用、其他费用，另一部分为劳动保险费。 7、其他费用中含预算定额编制管理费和劳动定额测定费。凡在省内承担建设施工任务的施工企业按规定的费率缴纳给定额管理部门。收交办法按鄂价费字(1998)65号和其他有关文件执行。 8、上级管理费 为加强地区及其以下施工企业的管理，在其他费用中已考虑了上级管理费。 上级管理费主要用于增加管理人员的工资(不包括由国家行政经费拨给的人员)，由主管部门组织的质量安全大检查，技术 经验 班主任工作经验交流宣传工作经验交流材料优秀班主任经验交流小学课改经验典型材料房地产总经理管理经验 交流，推广新技术、新材料、新结构，对外来施工队伍的管理等费用。 上级管理费的收交办法和标准按鄂建文(94)8号和鄂价费字(92)232号执行。 中央在鄂施工企业、省直施工企业自行完成 的建安工作量，不缴纳上级管理费。 9、施工企业非施工现场制作的构件应收取增值税，构件增值税按构件制作直接工程费的7。05%计取，增值税列入直接工程费，并计取各项费用。工程所使用构件按构件制作定额计算，其人工、材料、机械费按规定结算价差。 10、施工配合费 施工单位有能力承担的分部分项工程，如铝合金门窗、塑钢门窗安装、民用建筑中的照明、采暖、通风空调、给水等工程，由建设单位分包给其他单位的，施工单位可向建设单位按外包工程的直接工程费收取3%的费用。施工单位无能力承担的，可以收取1%的费用。 由施工单位自行完成和分包的工程，不收取此项费用。 施工配合费内容包括留洞、补眼、提供脚手架和垂直运输机械，影响进度安排，作业降效等。 11、包工工程、计时工按人工费的30%计取费用，不再计取其他费用。 费用包括管理人员和炊事员的工资、补贴及办公费、职工差旅费、技工的工 具津贴、烤火费、医药费以及上交乡、镇、县建委的管理费等。施工用的特殊工具，如手推车等，仍由建设单位解决。 包工工程范围适用于建筑、安装、市政、仿古园林、维修等工程。施工企业自备机械或人工代替机械，按定额收机械费，但不收取其他费用。 12、本费用定额未包括建筑施工噪音、超标准排污费，若发生，可列入工程造价，并计取税金。 13、在有害身体的环境中施工的工程，施工单位可按建设方人员享受保健的标准计取费用，并列入工程造价，计取税金。 14、中外合资、私营、股份制、股份合作制施工企业各项费用的计取标准和办法按鄂建(1994)273号文第二、三、四条规定和本费用定额标准执行。 15、工程由于采用了新材料定额缺项，若施工工艺、消耗量相近，按相应定额子目换算，其基价仍以定额基价确定。新材料的价格与定额基价中相应材料取定价的价差列入总价差。 16、检验试验费不包括试桩、测桩、试压(静载试压等)、沉降观测以及对具有合格证及材质证明的材料鉴定的费用，上述费用另行计算。 17、施工过程中发生的预算外费用，甲乙双方按实签证。按工程定额计算的预算外费用，列入直接工程费，计取相关费用。不按工程定额计算的预算外费用列入工程造价，计取计划利润和营业税。 18、市政工程施工因素增加费已综合考虑。 19、本费用定额不能作为施工企业内部承包和核算的依据。 (一) (一) 人工费 单位:元/工日 建筑、市政、房屋维修及其他工安装工包工不包料、绿化工程、计时工程性质 程 程 工 2、企事业单位所属的建筑修缮单位，承包本单位建筑、安装工程和修缮业务不计取税金(本单位的范围只限于从事建筑安装和修缮业务的企业单位本身，不能扩大到本部门各个企业之间或总分支机构之间)。 3、建筑安装企业承包工程实行分包形式的，税金由总承包单位统一计取缴纳。 三、建筑安装工程费用项目划分及内容 建筑安装工程费用包括直接工程费、间接费、计划利润和税金四个部分。 (一)直接工程费 直接工程费由直接费、综合费用、构件增值税组成。 1、直接费，是指施工过程中耗费的构成工程实体和有助于工程形成的各项费用，包括人工费、材料费、施工机械使用费。 (1)人工费，是指直接从事建筑安装工程施工的生产工人开支的各项费用，内容包括: ?基本工资，是指发放生产工人的基本工资。 ?工资性补贴，是指按规定标准发放的物价补贴，煤、燃气补贴，交通费补贴，住房补贴，流动施工津贴，地区津贴等。 ?生产工人辅助工资，是指生产工人年有效施工天数以外作业天数的工资，包括职工学习、培训期间的工资，调动工作、探亲、休假期间的工资，因气候影响的停工工资，女工哺乳时间的工资，病假在六个月以内的工资及产、婚、丧假期的工资。 ?职工福利费，是指按规定标准计提的职工福利费。 ?生产工人劳动保护费，是指按规定标准发放的劳动保护用品的购置费及修理费，徒工服装补贴，防暑降温费，保健费等。 (2)材料费，是指施工过程中耗用的构成工程实体的原材料、辅助材料、 构配件、零件、半成品的费用和周转使用材料的摊销(或租赁)费用，内容包括:材料原价(或供应价);供销部门手续费;包装费;材料自来源地运至工地仓库或指定堆放地点的装卸费、运输费及途耗;采购及保管费。 (3)施工机械使用费，是指使用施工机械作业所发生的机械使用费以及机械安、拆和进出场费用，内容包括:折旧费;大修费;经修费;安拆费及场外运输费;燃料动力费;人工费;运输机械养路费、车船使用税及保险费。 2、综合费用，包括现场经费和其他直接费。其中现场经费由临时设施费和现场管理费组成。 (1)临时设施费，是指施工企业为进行建筑安装工程施工所必需的生活和生产用的临时建筑物、构筑物和其他临时设施费用等。 临时设施包括职工临时宿舍、文化福利及公用事业房屋与构筑物、仓库、加工厂、办公室以及施工现场50米以内道路、水、电、管线等临时设施和小型临时设施。 不包括水井、场外临时水管、线路、道路、铁路专用线、锅炉房、水泵房、变电站以及锅炉、变压器、水泵各项设备等。 临时设施费用内容包括:临时设施的搭设、维修、拆除费或摊销费。 (2)现场管理费 ?现场管理人员的基本工资、工资性补贴、职工福利费、劳动保护费等。 ?办公费，是指现场管理办公用的文具、纸张、帐表、印刷、邮电、书报、会议、水、电、烧水和集体取暖(包括现场临时宿舍取暖)用煤等费用。 ?差旅交通费，是指职工因公出差期间的旅费、住勤补助费，市内交通费和误餐补助费，职工探亲路费，劳动力招募费，职工离退休、退职一次性路费，工伤人员就医路费，工地转移费以及现场管理使用的交通工具的油料、燃料养路费及牌照费。 ?固定资产使用费，是指现场管理及试验部门使用的属于固定资产的设备、仪器等的折旧、大修理、维修费或租赁费等。 ?工具用具使用费，是指现场管理使用的不属于固定资产的工具、器具、家具、交通工具和检验、试验、测绘、消防用具等的购置、维修和摊销费。 ?保险费，是指施工管理用财产、车辆保险，高空、井下、海上作业等特殊工种安全保险等。 ?工程保修费，是指工程竣工后，在规定保修期以内的修理费用。 ?工程排污费，是批施工现场按规定交纳的排污费用。 ?其他费用。 (3)其他直接费，是指直接费以外施工过程中发生的其他费用，包括: ?冬雨季施工增加费，是指建筑安装工程在冬雨季施工，采取防寒保暖或防雨措施所增加的费用，包括材料费、人工费、保温费及防雨措施费等费用。 ?夜间施工增加费，是指根据设计施工技术要求，为保证工程质量，需要在夜间连续施工而发生的照明设施摊销费、夜餐补助和降低工效等费用。 ?材料二次搬运费，是指因场地狭小等情况而发生的材料二次搬运费。 ?生产工具用具使用费，是指施工、生产所需不属于固定资产的生产工具检验、试验用具等购置、摊销和维修费，以及支付给工人自备工具补贴费。 ?检验试验费，是指对建筑材料、构件和建筑安装物进行一般鉴定、检查所发生的费用，包括自设试验室所耗用的材料和化学药品等费用，以及技术革新和研究试制验费。但不包括新结构、新材料的试验费和建设单位要求对具有出厂合格证明的材料进行检验、对构件进行破坏试验及其他特殊要求检验、试验的费用。 ?工程定位复测、工程点交、场地清理等费用。 ?市政工程施工因素增加费。 3、构件增值税，是指施工企业非施工现场制作的构件收取的增值税。 (二)间接费，由企业管理费，劳动保险费，财务费用和其他费用组成。 (1)管理人员的基本工资、工资性补贴及按规定标准计提的职工福利费。 (2)差旅交通费，是指企业职工因公出差、工作调动的差旅费、住勤补助费，市内交通和误餐补助费，职工探亲路费，劳动力招募费，离退休职工一次性路费及交通工具的油料、燃料、牌照、养路费等。 (3)办公费，是指企业办公用的文具、纸张、帐表、印刷、邮电、书报、会议、水、电、燃煤(气)等费用。 (4)固定资产折旧、修理费，是指企业属于固定资产的房屋、设备、仪器等折旧及维修等费用。 (5)工具用具使用费，是指企业管理使用不属于固定资产的工具、用具、家具、交通工具、检验、试验、消防等的摊销及维修费用。 (6)工会经费，是指企业按职工工资总额2%计提的工会经费。 (7)职工教育经费，是指企业为职工学习先进技术和提高文化水平按职工工资总额的1。5%计提的费用。 (8)职工养老保险费及待业保险费，是指职工退休养老金的积累及按规定标准计提的职工待业保险费。 (9)保险费，是指企业财产保险、管理用车辆等保险费用。 (10)税金，是指企业按规定交纳的房产税、车船使用税、土地使用税、印花税及土地使用费等。 (11)其他，包括技术转让费、技术开发费、业务招待费、排污费、绿化费、广告费、公证费、法律顾问费、审计费、咨询费等。 2、劳动保险费，是指企业支付离退休职工的退休金(包括提取的离退休职工劳保统筹基金)、价格补贴、医药费、异地安家补助费、职工退休金、六个月以上的病假人员工资、职工死亡丧葬补助费、抚恤费，按规定支付给离休干部的 各项经费。 3、财务费用，是指企业为筹集资金而发生的各项费用，包括企业经营期间发生的短期贷款利息支出、汇兑净损失、调剂外汇手续费、金融机构手续费，以及企业筹集资金发生的其他财务费用。 4、其他费用，是指按规定支付工程造价(定额)管理部门的预算定额编制及管理费和劳动定额管理部门的定额测定及管理费，以及按有关部门规定支付的上级管理费。 (三)计划利润 指按规定计入建筑安装工程造价的利润。依据不同工程类别实施差别利率。 (四)税金 指按国家税法规定的应计入建筑安装工程造价内的营业税、城市建设维护税及教育费附加。 (五)施工队伍调迁费 指施工单位根据建设任务的需要，经有关部门决定，施工机构成建制(指建筑公司、工程处)由原驻地调往另一地区、另一省(市、地、县)承担工程任务而发生的一次性搬迁费用，由建设单位从建设工程其他费用中支出。
