We introduced 1 many kind of tools to keep improving quality and quality control system itself. TQM (Total Quality Control) is a quality management method which ensure and develop the product quality in a economic way, the aim is supporting satisfactory products and services, and its main body are all departments and employees of the enterprise, regarding the mathematical statistics methods as the basic means to give full play to the role of Professional Skill and Management Science. Total Quality Management is so-called "in order to achieve 100% qualified products to realize customer satisfaction, gain the competitive advantage and long-term success which through all the staff participation, processes improvement, products improvement, services improvement and corporate culture improvement." As a management ideology, the Total Quality Control did not have a fixed working model, because the situation of the countries and companies is not the same, the way of TQM methods is different either. It must focused on the good quality from product design, manufacturing, supporting the production, supply 3 services , sales to the whole process of using(3) personnel management is so comprehensive, all the staff are the participants of the enterprise quality management, therefore, TQM is a kind of full quality management practices.(4) The method of the management is comprehensive and it is not a fixed method ,it is using different management techniques and methods flexibility according to difference situation, including the organization of science, the application of mathematics and statistical methods, means of modern technology and technical measures etc. When doing the TQC, we should do as following: (1) combined precaution with inspection, focused on precaution and improvement. Transfer the key point of the Management from inspection to quality control in the production process. that is transformed the key point from the "result" to the "reason." (2) Established "the following procedures for the user, processes on the procedures for the next service" concept, with a view to forming a mutual coordination and promotion of quality management organic whole.(3) Implement the quantitative management of product quality through using the mathematical statistical methods, grasp the quality fluctuation situation through data, in order to provide scientific basis with quality management so that regulate the production processes easily and improve the products quality. (4)Standardized the quality management activities to ensure every sector of the process of TQC is in a unified system, make the improvement of The produce quality in the circle of planning_actualizing_checking_hand TQC extended rapidly to the western world from the United States when this theory came out, its theories, techniques and methods has been deepened through practiced.Japan combined with their reality to form a Japanese-style quality management after they introduce this theory. It called "company-wide quality management." In 1969, Quality Management International Conference summed up the experience of Japanese-style into the six major characteristics:(1) carrying out company-wide quality of management; (2) auditing the quality management system; (3) n institutionalized the quality management education and training; (4) carrying out 4 the quality management team activities actively (5) apply the statistical methods of quality management flexibility; (6) organized a national promotion activities for quality management. China started the Total Quality Management pilot project in 1978, then made a nationwide promotion, now it formed a comprehensive quality management theory and method system with Chinese characteristics and obtained some useful experience, the main contents as following:( 1) established quality management agencies combined administrative with community organizations (academic institutions) (2) formulated the policies, decrees and regulations of the quality management which conformed to China's actual conditions; (3) carry out the quality management education or training generally; (4) organized the National "Quality Month" and carry out large-scale management activities of the masses. China's enterprises achieved improvement the quality mainly through the ISO9000 .ISO9000 series international quality management standards introduced in 1987. This is a product which the TQM developed to a certain stage. ISO9000, in many ways reflects the ideology of TQM, we can regard it as a part of TQM. With a world-class manufacturing facility, numerous products and leading R&D capability, CHANGHONG has been accredited with ISO9000 management authentication and ISO14001 environmental authentication. 5
