Ratschemeincreasedfrom70to2,000.Sevenhundreddrugdealersandusershavebeenarrestedsincetheschemebegan.Initiativeslikethisareworkingsuccessfullyrightacrossthecountry.Sowehavetodomore.NotjustinrelationstocourtsinvolvingthemembersofthepublicbutearlierthisweekIchairedameetinghereintheCabinetroomwithkeyMinisters-JackStraw,MoMowlamandthepersoninchargeofourdrugsstrategy-theformerchiefconstableKeithHellawell,policeandcustoms,whereanumberofspecificconcreteideaswerepresentedwhichwecantakeforward.TheresoneimmediatestepthatIcanannounce-ajointHealthandHomeOfficeplantorecruitmorethan300extraspecialistdrugcounsellorswhocandealproperlyandeffectivelywiththosereferredbythePolicefortreatment.Someofthesepeoplewanttogetoffdrugsbutunlesstheygetthetreatment,theydontgetthechance.Ifwegetyoungoffendersoffdrugs,therellbefarmorechancestoppingthemreoffending.Sincetheyreoftenoffendingtofeedthehabit.Theadvertsforthesenewpostswillgooutinthenextfewdays.篇三：布莱尔首相演讲NHSPlanTranscriptofthePrimeMinistersBroadcastontheNHSPlanFriday28July2000ThecreationoftheNationalHealthServicebackin1948liftedamassiveworryfrompeopleslives.Forthefirsttime,healthcaredidnotdependonwealth.Need,notabilitytopay,waswhatmattered.EveryfamilyinBritain-andcertainlymine-hasitsownreasonstothankthecreatorsoftheNHSandtheexpertiseanddedicationofitsnursesanddoctors.ButwhilesupportfortheNHSremainsstrong-andinparticularforitsfoundingprinciples-inrecentyearstheresbeenincreasingconcern.Concern,forinstance,aboutgrowingdelaysandpatchystandardsofcare.Aboutwhyhealthfundinghasnotkeptpacewithothercomparablecountries.Andtheseconcerns,inturn,havefedfearsabouttheverysurvivaloftheHealthServiceinthenewcentury.IunderstandthesefearsbutIdontsharethem.IbelievethevaluesandprinciplesbehindtheHealthServiceareasrelevanttodayastheywere50yearsago.ButIalsoacceptthatonlybyrenewingandmodernisingourhealthservicefundamentallycanwere-assurethecountrythattheHealthServicewillcontinuetomeetitshealthneedsThishasmeantconfrontingtwoproblemswhichhavehamstrungtheeffectivenessoftheHealthServiceoverdecades-chronicunder-fundingnumberone,andtwo,theshortcomingsofasystemdesignedreallytomeetthehealthneedsandambitionsof1948.Wetackledtheunderfundingfirst.Becausewevetakenstepsasagovernmenttorestorestabilitytotheeconomy,publicfinancesbeingputbackinshapeandbecausewevecreatedtheconditionswheretherearenowamillionfewerpeopleinbenefitandamillionmorepeopleinworkthecountrycannowaffordtherecord-andsustained-investmentthattheNHSneedsoverthenextfewyears.ThisyearsBudgetdeliveredanannualfundingincreaseofmorethan6%aboveinflationforthosefouryears-twicethereal-termsincreasethattheNHShasreceivedoveritshistory.ButpastlackofinvestmentisnottoblameforalltheshortcomingsintheHealthService.Itcantexplainforinstance,whyservicesinonehospitalcanbesomuchbetterthanthoseinanotherinthesametown.Indeed,sometimesthewholedebateaboutshortageofmoneyhashelpedmaskotherseriousfailuresinthehealthservicewhichriskwastingtheextrainvestmentthatwenowwanttoputin.SothechallengewelaiddownwhenweannouncedtheextramoneyisthattheGovernmentwoulddelivertheinvestmentbutthemoneyhadtobeaccompaniedbymodernisationandreformofthechronicsystemfailuresoftheNHS.ThatswhatthefirsteverNationalPlanfortheNHS,publishedonThursday,delivers.Itsambitiousbutitisrealistic.Itsaplanrootedintheexperienceofpatientsandthousandsoffront-lineNHSstaff,ateverylevelandineverypartofthecountrywhohavehelpeddrawitup.Iknow,becauseIvehaddozensofmeetingswiththemoverthelastfewmonthsasIveworkedtohelpdrawthisup.Andtogetherweveproducedthisplanforthefutureofourhealthservice.Itsaclearstrategy,withsustainedinvestment,todeliverrealimprovementsforthepatient.Ateverylevel,therewillberadicalchange.AndeveryreformwillbedrivenbythegoalofredesigningtheNHSaroundtheneedsofthepatient.Wewilltackletheshortageofstaffthrough7,500moreconsultantsand20,000extranurses.Andbyrecruitingmorestaff,removingunnecessarybarriersbetweenprofessions,modernisingcontractsfordoctorsandrewardingandencouragingexcellence,wewillimprovetheserviceforpatientsandendthecultureofwaitingintheHealthService.By2023patientswillbeabletoseetheirGPwithin48hours.By2023,themaximumwaitingtimeforanout-patientappointmentwillbethreemonths,forin-patientssixmonths.By2023wewillhave100newhospitalschemes.WewillseemodernmatronstoensurehighstandardsonthewardsPatientschampionsineveryhospitalAndanewagreementwiththeprivatesectorsothatwecanusetheirsparebedsandoperatingtheatresforNHSpatientswhereappropriate.
