房地产开发项目工程管理心得体会 我进入房地产行业现场工程管理整整九年，参与了高层住宅项目(杭州瑞城花园三期，目前在建项目，地上32层，地下室两层，已全面进入粗装修阶段)、排屋别墅(杭州西溪山庄一期，从工程“三通一平”到分户交付验收结束止全过程管理)工程现场管理，负责过房地产开发项目工程预决算工作(黄冈康逸家园小区，从开工建设到最终审计确认完成)，历经房产开发全过程管理( 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 设计 领导形象设计圆作业设计ao工艺污水处理厂设计附属工程施工组织设计清扫机器人结构设计 除外)。 高层、排屋工程特点表现在施工要求高，技术含量高，新 材料 关于××同志的政审材料调查表环保先进个人材料国家普通话测试材料农民专业合作社注销四查四问剖析材料 、新工艺较多，管理协调任务重，参与作业单位多，特别高层深基坑开挖及支护处理复杂。突出自身多年的从业管理经验和专业技术特长优势，发挥在工程技术管理上的作用，努力地去完成领导交办的各项任务。正如自己座右铭“以做事先做人为基本原则～踏实做人～努力做事”。 预计今后商品房市场将进入高地价、高房价、高品质、高税收、低利润“四高一低”阶段。当前房地产政策调控力度进一步加大，各地限购政策陆续出台，这些措施会对商品房销售产生一定的抑制作用，而且房地产开发行业竞争激烈，部分房产企业进一步收缩步伐，以完善商业模式或转型，内部管理会更加规范。有利条件对于准备好的人是一个机会，对于因循守旧者而言，条件再好，也不足以成为一个机会。 回顾自身多年的从业经历，我的建议主要从以下方面抓起或加以内部规范。 一、分包工程和甲定乙供材料 蕲春项目主要是以排屋别墅开发为主，考虑节省工程成本角度和专业性较强特点，一般排屋别墅项目分包项目和甲定乙供材料较多，分包工程如门窗、进户门、车库门、样板房精装修、外墙涂料、外墙干挂石材、弱电智能化、基础土方等;甲定乙供材料如外墙面砖、玻璃、不锈钢、铝合金、成品铁艺栏杆、铁艺花架、变压式排气道、烟道、烟帽、防霉涂料等。需要设置专人负责材料采购成本的控制，其主要负责原材料的采购、供应商的资格预审、现场考察、组织招标、商务谈判、答疑等。由于招投标工作量大，根据年度经营 计划 项目进度计划表范例计划下载计划下载计划下载课程教学计划下载 及工程实施计划，the first level to consider when positioning security, roughly the same distance between the point and level to put the stand, can't be moved, dislocation, and so on. (3) Note 制定合理的时间节点，组织考察、招投标、签订 合同 劳动合同范本免费下载装修合同范本免费下载租赁合同免费下载房屋买卖合同下载劳务合同范本下载 ，重要节点以提前完成为原则编制，为计划完成留有余地，保证不耽误总体工期。 二、施工总包合同、监理合同 总包单位的选择。排屋别墅工程属于高端项目，品牌品质很重要，它直接影响项目销售好坏。现在建筑市场上不规范，有些单位投标时挂靠较多，他们有的不具备施工资质，资金实力不够、信誉较差、技术力量薄弱、无类似工程施工经验，一旦中标后，项目管理运作模式逐渐变得混乱，安全生产流于形式，项目管理团队中项目经理、主要施工负责人、技术负责人素质不高，法制意识、质量意识、安全意识淡薄，往往交付后业主投诉较多，因此选择总包单位、分包单位一定要慎重选择。 施工合同严谨性和全面性。施工合同一旦双方签订后，均严格按照合同约定执行。在起草合同时，甲乙双方权利、义务、责任要写清楚，不要因准备不足或疏忽而使合同条款留下漏洞。用词准确，方方面面要考虑周全，不能留下争议，给施工单位钻“空子”，如目前工程上就碰到，合同条款中约定乙方不得因甲方资金的暂时不到位而停工或拖延工期，“暂时”应明确规定具体时间，避免今后合同履行出现扯皮现象。 监理合同。目前监理市场不规范，监理人员素质不强，不能胜任工作现象普遍存在，但工程监理不能不用。监理单位投入最多的是人员，所以一个工程项目找到不同专业的监理人员一二名即可运转起来，只有在监理合同中明确建立监理考核制度和奖励制度，与监理费挂钩，才能充分发挥监理作用。 三、工程部具体工作程序 工程部门是个执行部门，而工程部经理属于半授权、半参与、全指导性质的管理领导，所以根据房地产企业工程部门的性质特点和作用，我个人认为工程部从以下方面完善。 1、工程部基本工作程序 (1)对外协作单位审批程序: 工程直接责任单位(设计单位、各施工单位、材料设备供应单位)按合同、本行业固有程序提交报批文件。如合同审批流程、中标单位审批流程。 (2)工程联系单、工程整改单、设计变更在书面发出之前应经过会签。施工标the first level to consider when positioning security, roughly the same distance between the point and level to put the stand, can't be moved, dislocation, and so on. (3) Note 准间、施工工艺样板在大面积施工前必须先完成一个样板且经过验收，并由各参建单位签名。 (3)工程部经理审核。其中一般技术性文件由工程部经理签发，重要技术性文件由工程部起草，总工程师审查后报送分管副总经理和总经理审批后签发，抄报相关部门;涉及计量内容须由成本部负责审核，报分管副总经理和总经理审批后签发。(视公司组织机构设置情况，考虑排屋别墅工程的特点，建议公司配置总工，成本部) (4)工程管理人员培训。工程部管理人员定期组织培训、交流和外出学习。工程部管理人员有义务掌握本专业出现的新方法、新技术。对于有参考价值、需要考察时获部门主管后，由办公室批准并统一安排。 2、内部工作报告程序 (1)明确各专业工程师权限:工程部员工在工作中遇到困难，或事件本身超过了员工的职权范围，员工应向工程部经理请示，重大问题须书面报告。 (2)工作汇报流程:请示单必须按照一定的格式内容填写，工程部经理应当提出明确的意见，并安排执行，且对执行情况进行检查，以保证请示事件能得到圆满解决。当工程部经理认为不能解决，或事件本身超过了自己职权范围时，可以以相似格式请示分管副总经理。 (3)工程部会议:工程部定期召开工程部例会并作好会议纪要;同时针对工程具体问题不定期召开专题协调会。 (4)涉外工作流程:工程部对外协作单位事宜的联系采用书面形式时，其中关于技术性的事宜经商议后工程部经理签发后抄报总经理和分管副总经理、总工程师;所联系事宜为商务性或公函或非技术性事宜时，工程部起草后由总经理签发并抄送分管副总经理。对于重要的技术经济问题、选材、方案技术，须专题研究，并由分管副总经理审查，总经理批准后实施。 3、具体工作程序 (1)质量控制程序 质量控制基本思想:强调预防，重视施工准备期的环节监控;加强施工过程的跟踪检查和工序的验收签认;建立工程质量缺陷、事故处理和应急措施;重视检测、用数据说话，建立工程部人员考核制度，建议每季度考评一次，在年中或the first level to consider when positioning security, roughly the same distance between the point and level to put the stand, can't be moved, dislocation, and so on. (3) Note 年末考核与绩效工资挂钩。 工程部对工地的日常检查验收:工程部各专业工程师应经常巡视工地，每日填写工程管理日记。参加本专业相关的材料验收，隐蔽工程验收，分部分项工程验收，工程部、监理公司均应坚持施工旁站监理，并对各专业工程的施工质量负责。当施工质量出现问题时，各专业工程师应当及时向工程部经理汇报。 (2)计划包含编制和审批 按提前完成的原则编制，为计划完成留有余地;还应编制与进度计划相配合的设备采购、进场计划、原材料进场计划、劳动力计划等。 (3)材料的报验程序 材料必须封板(除大宗材料外)进场后应对照封板验收。同时承包单位通知监理现场验收，并附材料的相关资料，材料的报审要求按监理的表式要求，必须甲方见证送检的关键材料应予以明确;对于主材和装饰材料、机械设备等，在监理验收时工程部专业工程师应参加。 (4)投资控制程序 工程部主要控制量，协助确认价。对施工期间的工程变更进行严格审查，控制好变更的计价等手段，力促工程在总承包价内完成。通过工程计量审核，实行有控制的支付凭证签发。在投资控制中尽量做到施工前单价、工作量明确，避免事后索赔。 (5)文件资料管理程序 工程部专业工程师对自己编制、复核、汇总的文件的真实性向工程部经理负责;工程部经理对向外提供的所有资料的真实性准确性负责;工程部所有的资料由专人负责整理存档并建立目录。 建立收发文登记制度、借阅登记制度，做到重要文件的可追溯性。工程部所有收发资料、文件均须在收文的当天交文档管理人员登记;原则上对外文件的收、发都归于文档管理员。 由于时间仓促，自身水平有限，以上建议如有不妥之处，敬请 总批评指正。 the first level to consider when positioning security, roughly the same distance between the point and level to put the stand, can't be moved, dislocation, and so on.
