RemarksofPresidentBarackObamaWeeklyAddressSaturday,January24th,2009WebeginthisyearandthisAdministrationinthemidstofanunprecedentedcrisisthatcallsforunprecedentedaction.Justthisweek,wesawmorepeoplefileforunemploymentthanatanytimeinthelasttwenty-sixyears,andexpertsagreethatifnothingisdone,theunemploymentratecouldreachdoubledigits.Oureconomycouldfall$1trillionshortofitsfullcapacity,whichtranslatesintomorethan$12,000inlostincomeforafamilyoffour.Andwecouldloseagenerationofpotential,asmoreyoungAmericansareforcedtoforgocollegedreamsorthechancetotrainforthejobsofthefuture.Inshort,ifwedonotactboldlyandswiftly,abadsituationcouldbecomedramaticallyworse.ThatiswhyIhaveproposedanAmericanRecoveryandReinvestmentPlantoimmediatelyjumpstartjobcreationaswellaslong-termeconomicgrowth.IampleasedtosaythatbothpartiesinCongressarealreadyhardatworkonthisplan,andIhopetosignitintolawinlessthanamonth.It’saplanthatwillsaveorcreatethreetofourmillionjobsoverthenextfewyears,andonethatrecognizesboththeparadoxandthepromiseofthismoment-thefactthattherearemillionsofAmericanstryingtofindworkevenas,allaroundthecountry,there’ssomuchworktobedone.That’swhythisisnotjustashort-termprogramtoboostemployment.It’sonethatwillinvestinourmostimportantprioritieslikeenergyandeducation;healthcareandanewinfrastructurethatarenecessarytokeepusstrongandcompetitiveinthe21stcentury.TodayI’dliketotalkspecificallyabouttheprogressweexpecttomakeineachoftheseareas.Toacceleratethecreationofacleanenergyeconomy,wewilldoubleourcapacitytogeneratealternativesourcesofenergylikewind,solar,andbiofuelsoverthenextthreeyears.We’llbegintobuildanewelectricitygridthatlaydownmorethan3,000milesoftransmissionlinestoconveythisnewenergyfromcoasttocoast.We’llsavetaxpayers$2billionayearbymaking75%offederalbuildingsmoreenergyefficient,andsavetheaverageworkingfamily$350ontheirenergybillsbyweatherizing2.5millionhomes.Tolowerhealthcarecost,cutmedicalerrors,andimprovecare,we’llcomputerizethenation’shealthrecordinfiveyears,savingbillionsofdollarsinhealthcarecostsandcountlesslives.Andwe’llprotecthealthinsuranceformorethan8millionAmericanswhoareindangeroflosingtheircoverageduringthiseconomicdownturn.Toensureourchildrencancompeteandsucceedinthisneweconomy,we’llrenovateandmodernize10,000schools,buildingstate-of-the-artclassrooms,libraries,andlabstoimprovelearningforoverfivemillionstudents.We’llinvestmoreinPellGrantstomakecollegeaffordableforsevenmillionmorestudents,providea$2,500collegetaxcredittofourmillionstudents,andtriplethenumberoffellowshipsinsciencetohelpspurthenextgenerationofinnovation.Finally,wewillrebuildandretrofitAmericatomeetthedemandsofthe21stcentury.ThatmeansrepairingandmodernizingthousandsofmilesofAmerica’sroadwaysandprovidingnewmasstransitoptionsformillionsofAmericans.ItmeansprotectingAmericabysecuring90majorportsandcreatingabettercommunicationsnetworkforlocallawenforcementandpublicsafetyofficialsintheeventofanemergency.AnditmeansexpandingbroadbandaccesstomillionsofAmericans,sobusinesscancompeteonalevel-playingfield,whereverthey’relocated.Iknowthatsomeareskepticalaboutthesizeandscaleofthisrecoveryplan.Iunderstandthatskepticism,whichiswhythisrecoveryplanmustandwillincludeunprecedentedmeasuresthatwillallowtheAmericanpeopletoholdmyAdministrationaccountablefortheseresults.Wewon’tjustthrowmoneyatourproblems-we’llinvestinwhatworks.Insteadofpoliticiansdolingoutmoneybehindaveilofsecrecy,decisionsaboutwhereweinvestwillbemadepublic,andinformedbyindependentexpertswheneverpossible.We’lllaunchanunprecedentedefforttorootoutwaste,inefficiency,andunnecessaryspendinginourgovernment,andeveryAmericanwillbeabletoseehowandwherewespendtaxpayerdollarsbygoingtoanewwebsitecalledrecovery.gov.Noonepolicyorprogramwillsolvethechallengeswefacerightnow,norwillthiscrisisrecedeinashortperiodoftime.Butifweactnowandactboldly;ifwestartrewardinghardworkandresponsibilityoncemore;ifweactascitizensandnotpartisansandbeginagaintheworkofremakingAmerica,thenIhavefaiththatwewillemergefromthistryingtimeevenstrongerandmoreprosperousthanwewerebefore.Thanksforlistening.ADDRESSOFTHEPRESIDENTTOTHENATIONJanuary31,2009ThismorningI'dliketotalkaboutsomegoodnewsandsomebadnewsasweconfrontoureconomiccrisis.ThebadnewsiswellknowntoAmericansacrossourcountryaswecontinuetostrugglethroughunprecedentedeconomicturmoil.Yesterdaywelearnedthatoureconomyshrankbynearly4percentfromOctoberthroughDecember.Thatdeclinewasthelargestinoveraquartercentury,anditunderscorestheseriousnessoftheeconomiccrisisthatmyadministrationfoundwhenwetookoffice.AlreadytheslowdownhascostustensofthousandsofjobsinJanuaryalone.Andthepictureislikelytogetworsebeforeitgetsbetter.Makenomistake,thesearenotjustnumbers.Behindeverystatisticthere'sastory.ManyAmericanshaveseentheirlivesturnedupsidedown.Familieshavebeenforcedtomakepainfulchoices.Parentsarestrugglingtopaythebills.Patientscan'taffordcare.Studentscan'tkeeppacewithtuition.Andworkersdon'tknowwhethertheirretirementwillbedignifiedandsecure.Thegoodnewsisthatwearemovingforwardwithasenseofurgencyequaltothechallenge.ThisweektheHousepassedtheAmericanRecoveryandReinvestmentPlan,whichwillsaveorcreatemorethan3millionjobsoverthenextfewyears.Itputsataxcutintothepocketsofworkingfamilies,andplacesadownpaymentonAmerica'sfuturebyinvestinginenergyindependenceandeducation,affordablehealthcare,andAmericaninfrastructure.NowthisrecoveryplanmovestotheSenate.Iwillcontinueworkingwithbothpartiessothatthestrongestpossiblebillgetstomydesk.WiththestakessohighwesimplycannotaffordthesameoldgridlockandpartisanposturinginWashington.It'stimetomoveinanewdirection.Americansknowthatoureconomicrecoverywilltakeyears--notmonths.Buttheywillhavelittlepatienceifweallowpoliticstogetinthewayofaction,andoureconomycontinuestoslide.That'swhyIamcallingontheSenatetopassthisplan,sothatwecanputpeoplebacktoworkandbeginthelong,hardworkofliftingoureconomyoutofthiscrisis.Noonebill,nomatterhowcomprehensive,cancurewhatailsoureconomy.Sojustaswejumpstartjobcreation,wemustalsoensurethatmarketsarestable,creditisflowing,andfamiliescanstayintheirhomes.LastyearCongresspassedaplantorescuethefinancialsystem.Whilethepackagehelpedavoidafinancialcollapse,manyarefrustratedbytheresults--andrightfullyso.Toooftentaxpayerdollarshavebeenspentwithouttransparencyoraccountability.Bankshavebeenextendedahand,buthomeowners,students,andsmallbusinessesthatneedloanshavebeenlefttofendontheirown.Andaddingtothisoutrage,welearnedthisweekthatevenastheypetitionedfortaxpayerassistance,WallStreetfirmsshamefullypaidoutnearly$20billioninbonusesfor2008.WhileI'mcommittedtodoingwhatittakestomaintaintheflowofcredit,theAmericanpeoplewillnotexcuseortoleratesucharroganceandgreed.Theroadtorecoverydemandsthatweallactresponsibly,fromMainStreettoWashingtontoWallStreet.SoonmyTreasurySecretary,TimGeithner,willannounceanewstrategyforrevivingourfinancialsystemthatgetscreditflowingtobusinessesandfamilies.We'llhelplowermortgagecostsandextendloanstosmallbusinessessotheycancreatejobs.We'llensurethatCEOsarenotdrainingfundsthatshouldbeadvancingourrecovery.Andwewillinsistonunprecedentedtransparency,rigorousoversight,andclearaccountability--sotaxpayersknowhowtheirmoneyisbeingspentandwhetheritisachievingresults.Rarelyinhistoryhasourcountryfacedeconomicproblemsasdevastatingasthiscrisis.ButthestrengthoftheAmericanpeoplecompelsustocometogether.Theroadaheadwillbelong,butIpromiseyouthateverydaythatIgotoworkintheOvalOfficeIcarrywithmeyourstories,andmyadministrationisdedicatedtoalleviatingyourstrugglesandadvancingyourdreams.Youarecallingforaction.NowisthetimeforthoseofusinWashingtontoliveuptoourresponsibilities.WEEKLYADDRESSOFTHEPRESIDENTTOTHENATIONFebruary14,2009Thisweek,IspentsometimewithAmericansacrossthecountrywhoarehurtingbecauseofoureconomiccrisis.Peopleclosingthebusinessestheyscrimpedandsavedtostart.FamilieslosingthehomesthatweretheirstakeintheAmericanDream.Folkswhohavegivenuptryingtogetahead,andgivenintothestarkrealityofjusttryingtogetby.They’vebeenlookingtothosetheysenttoWashingtonforsomehopeatatimewhentheyneeditmost.Thismorning,I’mpleasedtosaythatafteralivelydebatefullofhealthydifferenceofopinion,wehavedeliveredrealandtangibleprogressfortheAmericanpeople.Congresshaspassedmyeconomicrecoveryplan–anambitiousplanatatimewebadlyneedit.Itwillsaveorcreatemorethan3.5millionjobsoverthenexttwoyears,ignitespendingbybusinessandconsumersalike,andlayanewfoundationforourlastingeconomicgrowthandprosperity.Thisisamajormilestoneonourroadtorecovery,andIwanttothanktheMembersofCongresswhocametogetherincommonpurposetomakeithappen.Becausetheydid,Iwillsignthislegislationintolawshortly,andwe’llbeginmakingtheimmediateinvestmentsnecessarytoputpeoplebacktoworkdoingtheworkAmericaneedsdone.Theworkofmodernizingourhealthcaresystem,savingbillionsofdollarsandcountlesslives;andupgradingclassrooms,libraries,andlabsinourchildren’sschoolsacrossAmerica.Theworkofbuildingwindturbinesandsolarpanelsandthesmartgridnecessarytotransportthecleanenergytheycreate;andlayingbroadbandinternetlinestoconnectruralhomes,schools,andbusinessestotheinformationsuperhighway.Theworkofrepairingourcrumblingroadsandbridges,andourdangerouslydeficientdamsandlevees.Andwe’llhelpfolkswho’velosttheirjobsthroughnofaultoftheirownbyprovidingtheunemploymentbenefitstheyneedandprotectingthehealthcaretheycounton.Now,somefearwewon’tbeabletoeffectivelyimplementaplanofthissizeandscope,andIunderstandtheirskepticism.Washingtonhasn’tsetaverygoodexampleinrecentyears.Andwithsomuchontheline,it’stimetobegindoingthingsdifferently.That’swhyourgoalmustbetospendthesepreciousdollarswithunprecedentedaccountability,responsibility,andtransparency.I’vetaskedmycabinetandstafftosetupthekindofmanagement,oversight,anddisclosurethatwillhelpensurethat,andIwillchallengestateandlocalgovernmentstodothesame.Oncetheplanisputintoaction,anewwebsite–RecoveryDOTgov–willallowanyAmericantowatchwherethemoneygoesandweighinwithcommentsandquestions–andIencourageeveryAmericantodoso.Ultimately,thisisyourmoney,andyoudeservetoknowwhereit’sgoingandhowit’sspent.Thishistoricstepwon’tbetheendofwhatwedototurnoureconomyaround,butthebeginning.Theproblemsthatledusintothiscrisisaredeepandwidespread.Ourresponsemustbeequaltothetask.Forourplantosucceed,wemuststabilize,repair,andreformourbankingsystem,andgetcreditflowingagaintofamiliesandbusinesses.Wemustwriteandenforcenewrulesoftheroad,tostopunscrupulousspeculatorsfromunderminingoureconomyeveragain.Wemuststemthespreadofforeclosuresanddoeverythingwecantohelpresponsiblehomeownersstayintheirhomes.Andintheweeksahead,Iwillsubmitaproposalforthefederalbudgetthatwillbegintorestorethedisciplinethesechallengingtimesdemand.Ourdebthasdoubledoverthepasteightyears,andwe’veinheritedatrillion-dollardeficit–whichwemustaddtointheshortterminordertojumpstartoursickeconomy.Butourlong-termeconomicgrowthdemandsthatwetameourburgeoningfederaldeficit;thatweinvestinthethingsweneed,anddispensewiththethingswedon’t.Thisisachallengingagenda,butonewecanandwillachieve.Thismorning,I’mremindedofwordsPresidentKennedyspokeinanothertimeofuncertainty."Donotprayforeasylives.Praytobestrongermen.Donotprayfortasksequaltoyourpowers.Prayforpowersequaltoyourtasks."America,wewillproveequaltothistask.Itwilltaketime,anditwilltakeeffort,butworkingtogether,wewillturnthiscrisisintoopportunityandemergefromourpainfulpresentintoabrighterfuture.Afteraweekspentwiththefundamentallydecentmenandwomenofthisnation,Ihaveneverbeenmorecertainofthat.Thankyou.TheWhiteHouseSaturday,February7,2009Yesterdaybeganwithsomedevastatingnewswithregardtooureconomiccrisis.ButI'mpleasedtosayitendedonamorepositivenote.Inthemorning,wereceivedyetanotherroundofalarmingemploymentfigures–theworstinmorethan30years.Another600,000jobswerelostinJanuary.We'venowlostmorethan3.6millionjobssincethisrecessionbegan.Butbytheevening,DemocratsandRepublicanscametogetherintheSenateandrespondedappropriatelytotheurgencythismomentdemands.InthemidstofourgreatesteconomiccrisissincetheGreatDepression,theAmericanpeoplewerehopingthatCongresswouldbegintoconfrontthegreatchallengesweface.Thatwas,afterall,whatlastNovember'selectionwasallabout.Legislationofsuchmagnitudedeservesthescrutinythatit'sreceivedoverthelastmonth,anditwillreceivemoreinthedaystocome.Butwecan'taffordtomakeperfecttheenemyoftheabsolutelynecessary.Thescaleandscopeofthisplanisright.Andthetimeforactionisnow.Becauseifwedon'tmoveswiftlytoputthisplaninmotion,oureconomiccrisiscouldbecomeanationalcatastrophe.MillionsofAmericanswilllosetheirjobs,theirhomes,andtheirhealthcare.Millionsmorewillhavetoputtheirdreamsonhold.Let'sbeclear:Wecan'texpectrelieffromthetiredoldtheoriesthat,ineightshortyears,doubledthenationaldebt,threwoureconomyintoatailspin,andledusintothismessinthefirstplace.Wecan'trelyonalosingformulathatoffersonlytaxcutsastheanswertoallourproblemswhileignoringourfundamentaleconomicchallenges–thecrushingcostofhealthcareortheinadequatestateofsomanyschools;ouraddictiontoforeignoilorourcrumblingroads,bridges,andlevees.TheAmericanpeopleknowthatourchallengesaregreat.Theydon'texpectDemocraticsolutionsorRepublicansolutions–theyexpectAmericansolutions.Fromthebeginning,thisrecoveryplanhashadatitscoreasimpleidea:Let'sputAmericanstoworkdoingtheworkAmericaneedsdone.Itwillsaveorcreatemorethan3millionjobsoverthenexttwoyears,allacrossthecountry–16,000inMaine,nearly80,000inIndiana–almostallofthemintheprivatesector,andallofthemjobsthathelpusrecovertoday,andprospertomorrow.Jobsthatupgradeclassroomsandlaboratoriesin10,000schoolsnationwide–atleast485inFloridaalone–andtrainanarmyofteachersinmathandscience.Jobsthatmodernizeourhealthcaresystem,notonlysavingusbillionsofdollars,butcountlesslives.Jobsthatconstructasmartelectricgrid,connecteverycornerofthecountrytotheinformationsuperhighway,doubleourcapacitytogeneraterenewableenergy,andgrowtheeconomyoftomorrow.Jobsthatrebuildourcrumblingroads,bridgesandleveesanddams,sothatthetragediesofNewOrleansandMinneapolisneverhappenagain.ItincludesimmediatetaxreliefforourstrugglingmiddleclassinplaceslikeOhio,where4.5millionworkerswillreceiveataxcutofupto$1,000.Itprotectshealthinsuranceandprovidesunemploymentinsuranceforthosewho'velosttheirjobs.Andithelpsourstatesandcommunitiesavoidpainfultaxhikesorlayoffsforourteachers,nurses,andfirstresponders.That'swhatisatstakewiththisplan:puttingAmericansbacktowork,creatingtransformativeeconomicchange,andmakingadownpaymentontheAmericanDreamthatservesourchildrenandourchildren'schildrenforgenerationstocome.Americansacrossthiscountryarestruggling,andtheyarewatchingtoseeifwe'reequaltothetaskbeforeus.Let'sshowthemthatweare.Andlet'sdowhateverittakestokeepthepromiseofAmericaaliveinourtime.Thankyou.SATURDAY,February21,2009WEEKLYADDRESSBYTHEPRESIDENTTOTHENATIONTHEPRESIDENT:Earlierthisweek,IsignedintolawtheAmericanRecoveryandReinvestmentAct--themostsweepingeconomicrecoveryplaninhistory.Becauseofthisplan,3.5millionAmericanswillnowgotoworkdoingtheworkthatAmericaneedsdone.I'mgratefultoCongress,governorsandmayorsacrossthecountry,andtoallofyouwhosesupportmadethiscriticalsteppossible.Becauseofwhatwedidtogether,therewillnowbeshovelsintheground,cranesintheair,andworkersrebuildingourcrumblingroadsandbridges,andrepairingourfaultyleveesanddams.Becauseofwhatwedid,companies--largeandsmall--thatproducerenewableenergycannowapplyforloanguaranteesandtaxcreditsandfindwaystogrow,insteadoflayingpeopleoff;andfamiliescanlowertheirenergybillsbyweatherizingtheirhomes.Becauseofwhatwedid,ourchildrencannowgraduatefrom21stcenturyschoolsandmillionsmorecandowhatwasunaffordablejustlastweek--andgettheircollegedegree.Becauseofwhatwedid,liveswillbesavedandhealthcarecostswillbecutwithnewcomputerizedmedicalrecords.Becauseofwhatwedid,therewillnowbepoliceonthebeat,firefightersonthejob,andteacherspreparinglessonplanswhothoughttheywouldnotbeabletocontinuepursuingtheircriticalmissions.Andensurethatallofthisisdonewithanunprecedentedleveloftransparencyandaccountability,Ihaveassignedateamofmanagerstomakesurethatprecioustaxdollarsareinvestedwiselyandwell.Becauseofwhatwedid,95percentofallworkingfamilieswillgetataxcut--inkeepingwithapromiseImadeonthecampaign.AndI'mpleasedtoannouncethatthismorning,theTreasuryDepartmentbegandirectingemployerstoreducetheamountoftaxeswithheldfrompaychecks--meaningthatbyApril1st,atypicalfamilywillbegintakinghomeatleast$65moreeverymonth.NeverbeforeinourhistoryhasataxcuttakeneffectfasterorgonetosomanyhardworkingAmericans.ButasimportantasitwasthatIwasabletosignthisplanintolaw,itisonlyafirststepontheroadtoeconomicrecovery.Andwecan'tfailtocompletethejourney.Thatwillrequirestemmingthespreadofforeclosuresandfallinghomevalues,anddoingallwecantohelpresponsiblehomeownersstayintheirhomes,whichisexactlywhatthehousingplanIannouncedlastweekwillhelpusdo.Itwillrequirestabilizingandrepairingourbankingsystem,andgettingcreditflowingagaintofamiliesandbusinesses.Itwillrequirereformingthebrokenregulatorysystemthatmadethiscrisispossible,andrecognizingthatit'sonlybysettingandenforcing21stcenturyrulesoftheroadthatwecanbuildathrivingeconomy.Anditwillrequiredoingallwecantogetexplodingdeficitsundercontrolasoureconomybeginstorecover.ThatworkbeginsonMonday,whenIwillconveneafiscalsummitofindependentexpertsandunions,advocacygroupsandmembersofCongress,todiscusshowwecancutthetrillion-dollardeficitthatwe'veinherited.OnTuesday,Iwillspeaktothenationaboutoururgentnationalpriorities.AndonThursday,I'llreleaseabudgetthat'ssoberinitsassessments,honestinitsaccounting,andlaysoutindetailmystrategyforinvestinginwhatweneed,cuttingwhatwedon't,andrestoringfiscaldiscipline.Nosinglepieceofthisbroadeconomicrecoverycan,byitself,meetthedemandsthathavebeenplacedonus.Wecan'thelppeoplefindworkorpaytheirbillsunlessweunlockcreditforfamiliesandbusinesses.Wecan'tsolveourhousingcrisisunlesswehelppeoplefindworksothattheycanmakepaymentsontheirhomes.Wecan'tproducesharedprosperitywithoutfirmrulesoftheroad,andwecan'tgeneratesustainedgrowthwithoutgettingourdeficitsundercontrol.Inshort,wecannotsuccessfullyaddressanyofourproblemswithoutaddressingthemall.Andthatisexactlywhatthestrategywearepursuingisdesignedtodo.Noneofthiswillbeeasy.Theroadaheadwillbelongandfullofhazards.ButIamconfidentthatwe,asapeople,havethestrengthandwisdomtocarryoutthisstrategyandovercomethiscrisis.Andifwedo,oureconomy--andourcountry--willbebetterandstrongerforit.Thankyou.RemarksofPresidentBarackObamaWeeklyAddressSaturday,February28th,2009Washington,DCTwoyearsago,wesetoutonajourneytochangethewaythatWashingtonworks.Wesoughtagovernmentthatservednottheinterestsofpowerfullobbyistsorthewealthiestfew,butthemiddle-classAmericansImeteverydayineverycommunityalongthecampaigntrail–responsiblemenandwomenwhoareworkingharderthanever,worryingabouttheirjobs,andstrugglingtoraisetheirfamilies.Insomanytownhallsandbackyards,theyspokeoftheirhopesforagovernmentthatfinallyconfrontsthechallengesthattheirfamiliesfaceeveryday;agovernmentthattreatstheirtaxdollarsasresponsiblyastheytreattheirownhard-earnedpaychecks.ThatisthechangeIpromisedasacandidateforpresident.ItisthechangetheAmericanpeoplevotedforinNovember.AnditisthechangerepresentedbythebudgetIsenttoCongressthisweek.Duringthecampaign,Ipromisedafairandbalancedtaxcodethatwouldcuttaxesfor95%ofworkingAmericans,rollbackthetaxbreaksforthosemakingover$250,000ayear,andendthetaxbreaksforcorporationsthatshipourjobsoverseas.Thisbudgetdoesthat.Ipromisedaneconomyrunonclean,renewableenergythatwillcreatenewAmericanjobs,newAmericanindustries,andfreeusfromthedangerousgripofforeignoil.Thisbudgetputsusonthatpath,throughamarket-basedcaponcarbonpollutionthatwillmakerenewableenergytheprofitablekindofenergy;throughinvestmentsinwindpowerandsolarpower;advancedbiofuels,cleancoal,andmorefuel-efficientAmericancarsandAmericantrucks.Ipromisedtobringdownthecrushingcostofhealthcare–acostthatbankruptsoneAmeric
