Peace and development are the call of our times(Multi-polarization and economic globalization continue to gather momentum, and countries are becoming increasingly inter-dependent and interacting more closely with one another. On the other hand, growing instabilities and uncertainties confront the international community with new threats and challenges. As China and the United States are respectively the largest developing country and developed country in the world and both exert significant influence on the evolution of the international environment, in what direction their relations are heading remains a source of keen interest to the international community. China-US relations have gained increasing global and strategic significance China-US relations are among the most important state-to-state relations in today's world. The reopening of contacts between them in the 1970s brought about a profound change in the global strategic configuration. Since the establishment of diplomatic ties between China and the United States, the bilateral relationship has steadily moved forward despite twists and turns. China-US relations stood the test posed by the major change in the international arena after the stend of the cold war and have continued to improve and grow. With the advent of the 21 century, new international developments have added fresh dimensions to China-US relations. The China-US relations have increasingly gone beyond the bilateral context, exerting a direct impact on the Asia Pacific region and the international environment. They have acquired growing global significance. The strategic influence of China-US relations is determined by their respective national strength and standing. The United States, being the largest developed country, is the strongest in terms of overall national strength. It leads the world in the economic, military, scientific and technological fields. China, after 28 years of reform and opening-up, continues to enhance its overall national strength and gain in international standing. It plays a constructive and more important role in international affairs. All this means that China and the United States figure more prominently in each other’s foreign relations. It means that the strategic significance of their relations is increasingly felt in the international economic, political, security and other areas. It also means that in which direction these relations go has an increasingly important impact on the evolution of international relations. The international community thus hopes that China and the United States will engage in constructive cooperation and that their relations will stay on the sound track of growth. The concerted efforts of China, the United States and other countries are essential for sustaining world economic growth and prosperity. China-US business ties have both brought enormous benefits to the two countries and play an increasingly important role in ensuring economic prosperity in the Asia Pacific and the world. China-US business ties have grown increasingly closer, with bilateral trade volume soaring from 2.4 billion US dollars when diplomatic ties were forged to 211.6 billion US dollars in 2005,registering an 80-fold increase. Mutual benefit, complementarity and inter-connecting of interest are the underlying features of China-US economic relations(Both China and the United States are significant participants in both the economy of the Asia Pacific region and the global economy. The United States is the engine of global economic growth and China a major driving force fuelling the economic growth in the Asia Pacific region and the world(Given their division of labor in the global industrial chain, China and the United States, through their business interaction, have boosted their respective trading ties with other Asia Pacific countries and promoted economic development and cooperation in the Asia Pacific and the world. China and the United States conduct regular dialogue on international economic, trade and financial issues, maintain close consultation in APEC and IMF, and work with other countries to advance the WTO Doha round of negotiations. They have thus made important contribution to stabilizing the financial and trade order in the Asia Pacific region and the world. China and the United States have growing common interests and increasing need for cooperation in upholding regional and international security. As permanent members of the UN Security Council, China and the United States share important responsibilities for ensuring global peace and stability. The settlement of regional and international issues increasingly requires the involvement and cooperation of China, the United States and other countries concerned. Since last year, China and the United States have conducted close consultation and coordination on the reform of the United Nations and other issues. China is committed to properly resolving the Iranian nuclear issue through diplomatic negotiation and stays in close contact with the United States and other parties concerned on this issue. On the Korean nuclear issue, both China and the United States agree that the Korean Peninsula should be nuclear weapon free and its peace and stability should be safeguarded, and they have worked with other parties concerned to advance the Six Party Talks. China and the United States have worked together effectively on a wide range of issues concerning regional and sub-regional cooperation in the Asia Pacific Region. To address global problems calls for coordination and cooperation among China, the United States and other countries. Terrorism, proliferation of weapons of mass destruction, cross-border crimes, natural disasters, spread of disease and other non-traditional security threats have mounted, taking a huge toll on the international community. China, the United States and other countries have carried out active and extensive cooperation to counter these threats. China and the United States have established a medium-long term exchange and cooperation mechanism on combating terrorism and signed a MOU on cooperation on the Mega-Port Initiative. They have maintained timely communication and coordination on avian influenza and were involved in convening the International Pledging Conference on Avian and Human Pandemic Influenza. In the wake of the Indian Ocean tsunami, both China and the United States provided effective and massive support for disaster relief operations and reconstruction. Enhanced China-US cooperation meets the common interests of the international community and is of great importance to effectively addressing global issues. President Hu Jintao's state visit to the United States gave a major boost to the growth of the constructive and cooperative China-US relationship. China-US relations have grown steadily in recent years, marked by increasing mutual visits at both high and lower levels. In particular, the leaders of the two countries have maintained close contact. In 2005, President Hu Jintao and President George W. Bush met or held talks on five occasions. They maintained regular communication through correspondence and telephone calls and had in-depth exchanges of views on China-US relations and other major issues of mutual interest. The two countries have made fresh headway in bilateral exchanges and cooperation in a wide range of areas and have had productive consultation and coordination on important regional and international issues. On the other hand, China and the United States face some problems and challenges in their relations that should not be ignored. The Taiwan question remains the most important and sensitive core issue in China-US relations. China and the United States have different views on human rights and religious issues. Some new problems have occurred in China-US trade relations. Some people in the United States still have misunderstanding of and biases against China and China-US relations. The "China threat" theory that has surfaced from time to time in different forms strikes a discordant note, affecting the stable growth of China-US relations. China's peaceful development has drawn keen international attention. China-US relations are now at another historical juncture, facing both growing opportunities and challenges. Against this backdrop, President Hu Jintao paid a state visit to the United States at the invitation of President George W. Bush from 18th to 21St April. This was the first state visit to the United States by President Hu after he took office as the Chinese President, and both countries attached high importance to the visit. During the visit, President Hu and President Bush made important remarks at the welcoming ceremony at the White House, held restricted group talks and extended talks and met the press. President Hu met with Vice President Cheney, senior American government officials, members of the US Congress, local officials, representatives of the business and academic communities and had extensive contact with the American public. He visited Microsoft, Boeing and Yale University and made important speeches in Seattle, Washington D(C(and at Yale University. The visit yielded major achievements. 1. China and the United States reached important new agreement on advancing the all-round growth of the constructive and cooperative China-US relationship. President Hu and President Bush had an in-depth exchange of views on China-US relations. President Hu said that China-US relations have moved beyond the bilateral context and increasingly gained global and strategic significance. China and the United States share broad and important common strategic interests in upholding world peace and promoting common development. To grow China-US relations serves the common interests of China and the United States and their peoples and contributes to peace, stability and prosperity in the Asia Pacific region and the world. China and the United States are not only both stakeholders, they should also be constructive partners. President Bush said that China is a key partner for world peace(America welcomes a peaceful and prosperous China. The areas of China-US cooperation are expanding, having a more and more important influence on world peace. He agreed that the United States and China are both stakeholders and constructive partners. The two leaders agreed to view and handle China-US relations from a strategic and long-term perspective and advance the constructive and cooperative st centuryrelationship in an all-round way in the 21, to the benefits of the two peoples and peoples around the world. The important agreement reached between the two presidents enriches the constructive and cooperative China-US relationship and charts the course for the sound and stable growth of China-US relations. 2. China and the United States agreed to work together to uphold peace and stability in the Taiwan Straits(The Taiwan question directly concerns China's sovereignty and territorial integrity. It is an issue that is close to the hearts of the 1.3 billion Chinese people and several dozen million overseas Chinese. President Hu said to President Bush that China and the United States have common strategic interests in opposing and countering "Taiwan independence" and in upholding peace and stability in the Taiwan Straits. President Hu stressed that we are committed to preserving peace and stability in the Taiwan Straits and promoting the improvement and growth of cross-Straits relations on the basis of the one China principle. We will make every effort and with all sincerity to strive for the prospect of peaceful reunification. But we will never tolerate "Taiwan independence”. President Bush reiterated that the position of the US Government on Taiwan has not changed. The US side is committed to the one China policy, understands China’s concern about the Taiwan issue and does not want to see unilateral action of the Taiwan authorities to change the status quo of the Taiwan Straits upset US-China relations. The reiteration of their principled positions on the Taiwan question by China and the United States is conducive to ensuring peace and stability in the Taiwan Straits and contributes to development, prosperity and peace in the Asia Pacific region. 3. The two sides committed themselves to promoting mutual benefit and win-win cooperation and upholding the overall interests of China-US business ties. China-US business ties have all along been an important driving force propelling the growth of the bilateral relations. President Hu said that China's economy continues to experience fast growth and people's life continues to improve, and this will create good opportunities for boosting the bilateral business ties. China will, following the principles of equality, mutual benefit and common development, properly handle the differences through dialogue and uphold the overall interests of China-US economic ties. Meanwhile, China hopes that the US Government will relax restrictions on hi-tech export to China and create a level playing field for Chinese companies in the US market. Prior to President Hu's visit, Vice Premier Wu Yi had led a delegation to the United States. She thsuccessfully co-hosted the 17 session of China-US Joint Commission on Commerce and Trade. Her delegation signed contracts and agreements worth over 16 billion US dollars. These positive and effective steps taken by the Chinese side were warmly received by the US Government, business community and media. President Bush said that the US export to China is growing fast and that expanding free and fair trade between the United States and China serves the common interests of both countries. 4. The two sides agreed to enhance dialogue and cooperation in various areas and expand common interests. The two presidents discussed ways for China and the United States to strengthen cooperation in international affairs and had an in-depth exchange of views on the Iranian nuclear issue, the Korean nuclear issue and other hotspot issues. They agreed that the two countries should step up strategic consultation on energy, deepen cooperation in the joint research and development of clean energy, new energy and renewable energy, and work to promote sustained global energy supply and relative stability of energy prices. The two presidents agreed to enhance bilateral exchanges and cooperation in the military, law enforcement, science, technology, education, culture, youth and other fields. During President Hu's visit, the two countries renewed the China-US Agreement for Cooperation in Educational Exchanges and the China-US Agreement on Cooperation in Science and Technology. President Hu spoke about China’s principled position on issues of democracy and human rights. He said that China wishes to draw upon the useful experience of other countries, but will not copy their political models. 5. The two sides agreed to work together to promote the long-term friendly exchanges between their peoples(To enhance mutual understanding and friendship between the Chinese and Americans is of great significance to the long-term growth of China-US relations. During his visit, President Hu had extensive contacts with the American public. He met with members of the US Congress, scholars, students and World War?veterans and expressed his sincere desire to step up people-to-people exchanges and promote China-US friendship. When President Hu extended an invitation for 100 Yale faculty members and students to visit China in addressing students at Yale University, the audience broke into long and warm applause. It was a moving moment of his visit to Yale. At Boeing’s welcoming rally attended by nearly 5,000 employees, President Hu’s five-minute remarks were interrupted six times by warm applause. The photo showing President Hu wearing a baseball hat and shaking hands with and hugging a Boeing worker was warmly received by the American public. President Hu’s friendly contacts with the American public left them an impression of a Chinese leader who is intelligent, warm, sincere and open-minded and made them experience the genuine goodwill of the Chinese leader and the Chinese people. President Hu started his visit to the United States with a "business tour" in Seattle, went on to have a "political tour" in Washington D.C., the highlight of the visit, and concluded the visit with a "cultural tour" at Yale University, with peace, development, friendship and cooperation being the theme running through the entire visit. President Hu’s visit achieved the goal of enhancing dialogue, expanding common ground, promoting mutual trust and deepening cooperation and of advancing the constructive and cooperative China-US relationship in an all-round stway in the 21 century. The visit will produce a significant and far-reaching impact on the sound and stable growth of China-US relations and will bring China and the United States closer in promoting peace, stability and prosperity in the Asia Pacific region and the world. We need to actively build on the success of President Hu's visit to the United States and advance the constructive and cooperative China-US relationship in an all-round way in the 21St century. China has now entered a crucial stage of building a moderately prosperous society in all aspects. It faces both rare opportunities and daunting challenges. In this important period when there are both strategic opportunities and serious problems, we need to be both keenly aware of our historical responsibility and be visionary in perspective. We need to keep firmly in mind China’s national interests, both domestic and international, pursue scientific outlook on development, do a good job in foreign-related work, properly handle China’s relations with the international community and ensure an enabling international environment for its domestic development. Facing this important opportunity to grow their relations, China and the United States need to work together to implement the important agreement between the two leaders and advance the constructive and cooperative China-US relationship in an all-round way. First, we need to always view and handle China-US relations from a strategic and long-term perspective and uphold the overall interests of the bilateral relations. Along with the marching of the times, the global and strategic significance of China-US relations is growing. China and the United States should uphold the fundamental interests of their peoples and the international community, be constructive and forward-looking in approach, and ensure the stable growth of their relations. They should expand areas where their interests overlap, maintain and expand cooperation, and reduce and remove negative factors to ensure that China-US relations will progress on the track of constructive cooperation. Second, we need to increase mutual visits at both high level and other levels to enhance strategic mutual trust. High level visits play an irreplaceable role in growing China-US relations. This year, the two presidents will meet on several international occasions where they will have in-depth exchange of views on bilateral relations and other major issue of mutual interest. Their regular contact and communication is crucial to the growth of the constructive and cooperative China-US relationship. The two countries also need to increase their contact and dialogue at other levels to enhance mutual trust and cooperation. Third, we need to properly handle the Taiwan issue to safeguard the political foundation of China-US relations. As it involves China's core interests, the Taiwan issue remains the key factor affecting the stable growth of China-US relations. As history has repeatedly shown, when the Taiwan issue is properly handled, China-US relations will experience smooth growth. Otherwise, they will suffer from setbacks. At present, the "Taiwan independence'’ forces that are engaged in secessionist activities pose a grave threat to peace and stability in the Taiwan Straits and the Asia Pacific region. The United States needs to honor in good faith its commitment to the one China policy, three Sino-US Joint Communiques and opposition to "Taiwan independence”. It should work with China to resolutely oppose and counter "Taiwan independence'’ to uphold the overall framework of the China-US relationship and the common strategic interests of the two countries. Fourth, we need to enhance dialogue and cooperation in a wide range of areas to create a strong driving force for growing China-US relations. China and the United States need to continue to strengthen their bond of common interest in all areas. Business relations are a pillar underlying China-US ties. The two countries need to continue to expand their business ties, foster new areas of cooperation and resolve trade frictions through dialogue and consultation. The two countries need also to strengthen coordination on macroeconomic policies to maintain a stable international financial and trade order. China and the United States need to deepen their counter-terrorism cooperation and enhance non-proliferation consultation on the basis of reciprocity and mutual benefit. They should expand exchanges and coordination in the scientific, technological, energy, health, environmental protection, law enforcement military and other fields. The two countries need to increase communication and coordination on major regional and international issues, accommodate each other’s interests, address each other’s concerns and work together to promote peace and prosperity in the Asia Pacific region and the world. Fifth, we need to respect each other, treat each other as equals and view our differences in perspective and handle them properly. The world in which we live is a colorful and diverse one(Different civilizations, social systems and development models need to interact with and each other and draw upon others’ strength in peaceful competition and achieve common development while retaining their distinctive features. Given their respective national conditions, it is normal that China and the United States should have some different views on human rights and religious issues. The two countries need to enhance understanding and reduce misunderstanding through dialogue and properly handle their differences. One should not impose its views on the other side or interfere in other’s internal affairs. China is prepared to have dialogue with the United States on the basis of equality and mutual respect and promote common progress through further exchanges. Sixth, we need to increase people-to-people exchanges to ensure long-term and dynamic growth of the constructive and cooperative China-US relationship. The growth of China-US relations could not have been possible without the support of the Chinese and American peoples. China and the United States need to strengthen the relations between their parliaments and sister provinces, states and cities. The two countries need to expand people-to-people exchanges in various forms and encourage people from all walks of life to conduct more and fruitful exchange activities to strengthen their friendship. In particular, we should, with the future in mind, increase youth exchanges so that China-US friendship will be passed to the next generation and grow from strength to strength. China is committed to peaceful development. It will continue to hold high the banner of peace, development and cooperation, pursue an independent foreign policy of peace, maintain and develop friendly ties and cooperation with other countries, and contribute its share to building a harmonious world of enduring peace and common prosperity.
