Bridge traffic most of the minjiang River, morning rush hour two-way traffic to 4362pcu/h, the evening rush hour 从范围上说，长沙高铁东部新城是指黄兴镇48平方公里土地,由武广新城、黄兴镇、星沙开发区、黄花空港形成长沙大东城空港。 (1)东部高铁新城与长沙老城的关系 长沙武广新城位于雨花区东部，总用地面积约18.92平方公里，其中核心区面积8平方公里，中央商务区面积3平方公里;其整体定位为长沙中部区域性核心交通枢纽，城市发展副中心，辐射“长株潭城市群”的城市商务中心，规划居住人口约40万。 黄兴镇位于长沙高铁站点浏阳河以东，占地84平方公里，其中长沙绕城高速以内50平方公里，是今后长沙东部最重要的区域之一，也是本次策划的重点。 我们希望发挥武广与沪昆双高铁枢纽以及空港多种优势，将长沙三环以内的48平方公里规划为我国中部最现代化的高铁滨河新城，将长株潭中央商务区与生态宜居城市有效结合。重点聚集人均收入10万元以上的高素质居民，规划在20年内达到15万-20万人口。 因此，深圳新摩尔公司结合地缘关系及浏阳河独特资源，把黄兴镇长沙三环以内48平方公里范围定位为长沙高铁东部滨河新城(简称东部新城)，将长沙高铁东部新城与长沙武广新城看作是一个长沙大东城概念，是长株潭城市群的城市副中心，其与长沙老城关系犹如同浦东陆家嘴之于上海的关系，在发展规划上长沙高铁东部新城与长沙武广新城应科学统筹、统一规划。 (2)高铁东部新城与黄花空港的关系 Bridge, service levels and even end on the intersection of rongzhou bridge f. 3.1-5 network saturation and intersection service level (3) the operation of the bridge over the River connecting downtown five bridges, bridge traffic flow at least, morning and evening peak bi-directional flow of 3358pcu/h and 3191pcu/h, respectively. Bridge traffic most of the minjiang River, morning rush hour two-way traffic to 4362pcu/h, the evening rush hour (2)旅游规划策划要点 根据黄兴旅游基础及未来发展趋势，深圳新摩尔公司提出了黄兴镇的旅游规划需要跳出镇级规划的传统思路，站在长沙高铁东部新城和浏阳河整体旅游的高度认识旅游产业的发展。 在现有线路基础上，重点规划浏阳河旅游经济带，包括两岸的旅游景点，高品质酒店和生态旅游空间，形成完整的长沙东部游览线路。其中，经济型连锁品牌和四星以上酒店建设列入优先启动项目，距离黄兴故居等距离要较近。 将酒店、旅游接待中心和生态农业观光项目结合，形成酒店餐饮娱乐旅游综合体。酒店特色景观为浏阳河风光、生态农业风光与眺望伟人故居有机结合。 结合黄兴镇浏阳河临近高铁站点的优势，建议在现有旅游规划基础上需要进一步完善:一是在黄兴生态公园打造民歌广场，作为浏阳河旅游宣传的舞台。二是在黄兴镇打造一个花木?花事?花季休闲园区，这可以借鉴深圳东部华侨城的生态旅游经验进行专题设计。三是建设沿河生态农业观光区和旅游接待中心，发展生态餐厅和农家乐等，与黄兴故居以及光达故居紧密联系。在三环线与浏阳河交叉地段可以规划大型旅游项目用地。四是注意保护湿地和生态护岸建设。 3(高铁东部新城的商业规划 (1)零售商业建议规划控制在15万平方米以内，包括以下部分: Bridge, service levels and even end on the intersection of rongzhou bridge f. 3.1-5 network saturation and intersection service level (3) the operation of the bridge over the River connecting downtown five bridges, bridge traffic flow at least, morning and evening peak bi-directional flow of 3358pcu/h and 3191pcu/h, respectively. Bridge traffic most of the minjiang River, morning rush hour two-way traffic to 4362pcu/h, the evening rush hour 6(长沙高铁东部新城规划的政策研究 中国的新城建设必须要解决好失地农民的发展问题，不能以简单的补偿和安置为主，政策研究要考虑两个关键的问题: (1)开发规划新城的利益分配思考 农民是黄兴的主体，我们在城市规划中应该充分考虑农民的长远利益和近期利益。黄兴镇新城开发将获得较大的土地收益，许多农民将失去土地，解决好失地农民的教育问题和生活问题，是新城建设成败的重要课题。。简单地给予货币补偿只是解决了眼前问题，从长远角度思考我们应该采取如下措施。 成立黄兴镇农民子女教育基金，对于失地的农民给予重点资助，一直到大学毕业。 农民素质教育和农业，旅游，商贸专业教育，鼓励农民掌握技能，在城市化浪潮中把握自己的命运。 在黄兴镇，对于职业教育和农民教育，在解放前就非常重视。杰出的革命教育家徐特立，长沙县五美乡人。他在榔梨镇创办梨江高小期间，常常在黄兴镇鹿芝岭的白果山庄深入群众，留下“径接蓝田秀，花开白果香” 的名句。 (2)关于黄兴镇行政体制的变革 建立高铁新城开发的新体制 鉴于长沙高铁东部新城的开发趋势，结合城市化发展需要，建议将黄兴镇升级为副县级或者副市级的长沙高铁东部新城管委会，下设三至四个街道办，分别为黄兴，高塘，仙人市，Bridge, service levels and even end on the intersection of rongzhou bridge f. 3.1-5 network saturation and intersection service level (3) the operation of the bridge over the River connecting downtown five bridges, bridge traffic flow at least, morning and evening peak bi-directional flow of 3358pcu/h and 3191pcu/h, respectively.
