实战口译unit11Unit32Unit53UNIT74Unit95Unit116Unit137Unit159Unit1710Unit1911Unit2112Unit2313Unit2514Unit2715Unit2916UNIT3117Unit3318Unit3519unit1Itisarealpleasuretobeheretoopenthethirdmeetingofourforumandtobewelcomingsuchadistinguishedandinfluentialgroupofpeoplefrombothourcountries,manyofwhomarenowoldfriends.Theforumaimstorepresentthestrengthoftherelationshipbetweenourtwocountriesoutsidethepoliticalrelationshipandlookingroundtodayitisclearthattherelationshipisverystrongindeed.ItisssignformethattheforumgoesfromstrengthtostrengthandIbelieveitisplayingakeyroleintherelationsbetweenourtwocountriesasconfirmedbythePrimeMinisterinourcallonhimthismorning.Thisyear,wehavetakenthetheme“thechallengeofGlobalization”ourmeetingsanddiscussions.Thisthemehasaparticularresonanceforme.On11September,I,alongwithanumberofworldstatemen,wasinBeijingtodiscusschinaandtheworldinthe21stcentury.Noneofuscouldpossiblyhaveknownaswedebatedeconomicdevelopment,environmentalchangeandsecurityissueswhatwasgoingtohappenthatday.Butmanyofthespeakerswarnedofthefragilityoftheworldorder.Itmademerealizemoreclearlythanatanyothertimejusthowveryimportant“understanding”betweenthenationsoftheworldis.Ourforum,andthediscussionswewillhaveinthenextdayandahalf,ispartofthisvitalprocessofunderstanding.Globalizationisachallengeforallofus,bothdevelopedanddevelopingcountriesandwehavealottoshareandlearn.Asglobalizationincreasesandasallourcountriescometotermswiththeglobalreachofmanyindustries,wecan,asdifferentnations,worktogethertounderstandtheissuesandeffectsthesedevelopmentsbring.Peoplecanonlygrasptheseopportunities.Peopletalking,travelling,exchangingideasandexperiences.Andthatiswhatweareheretodaytodo.Ourdiscussionsherewillcentrearoundanumberofveryinterestingissues:tradeandtheenvironmentintheglobalisationoftheeconomy,chineseculturefacingtheworld,e-learningande-commerce,balancingpublicpurposesandcommercialinterestsinthemedia,andChinaafterWTOtonamebutafew.AsfarasIcansee,joiningtheWTOpresentshahugechanllengeforChina.TherequirementsofjoiningWTOforcorporategovernance,fortransparencyandforreliableandenforceablelaws.Whilstproducingsomepaininshortterm,willnodoubtbepartofthewayinwhicheconomicgrowthcanbeencouragedandsustained.Ipersonallyammuchlookingforwardtomyowninvolvementinthediscussionsonsmallandmediumsizedenterprises.China’sdecisiontoembracethedynamismoftheprivatesectorbringsuptherolesmallfirmscanplayinachievingrapidgrowthandinnovation.Theyare,andcanbe,asignificantengineforeconomicdevelopment.Therefore,wehavemuchworktodoinourforum.WewanttoshowourChinesefriendshowmuchofapartnertheUKcanbebutalsothatasasignofamatureandtruerelationship,wecanaffordtobefrankandopeninourdiscussionswithoneanother.Thiswillbeparticularlytrueinthesessionsonissuesofcompetitivenessandcorporategovernancethatwillbeheldtomorrow.WeatebuildingondiscussionsandrelationshipsthatarealreadywellfoundedandIbelievethatthisforumwilltakethespecialrolethatourmeetingplaysintherelationsbetweenourtwocountriesfurtherforward.Unit3Inthespaceofasinglegeneration,relationsbetweentheUKandthePeople’sRepublicofChinahavebeentransformed.Government-to-governmentandbusiness-to-businesslinksarecloserandmorevariedthaneverbefore.ButthemostexcitingchangeshavebeeninthelinksbetweentheBritishandChinesepeoples.ChinesecommunitieshavelongexistedasarespectedandcherishedpresenceinBritishcities.Buttoday,moreandmoreBritishpeoplearevisitingChinatoseeforthemselvesthenewdynamismofgreatcitieslikeBeijing,ShanghaiandGuangzhou.Wearere-discoveringChina’sincomparablyrichculturalheritage,aswellasitsimmenseeconomicpotential.TheChinesearere-discoveringBritain,too.WearedelightedtowelcomemoreChinesevisitorstoourcountryeachyear.ManymoreChinesearefindingoutaboutBritainthroughmodernmedialiketelevisionandtheinternet.Indeed,therearemoreChinesepeoplelearningtheEnglishlanguagethantherearenativespeakersofEnglishintheworldtoday.Thisgrowingrelationshipismeasurable,too,infinancialterms.BritishfirmsnowhaveahugepresenceinChina,asignoftheirconfidenceinthecountryanditsfuture.TheUKisthelargestEuropeaninvestor,andaBritishcompany,BP,isinvestingmorecapitalinChinathananyotherforeignfirm.ThelargestforeignmanufacturinginvestmentinWesternChinaisalsoBritish.TheUKisChina’ssecondlargestEuropeantradingpartner.BritishexportstoChinalastyear,at$3.72billionwereup17%ontheyear2000.China’sexportstoBritainareatanall-timehigh.ManyChineseenterprisesnowregardBritain‘sflexibleandopeneconomyhasanideallaunchingpadintothewiderEuropeanmarket.Allthisisafarcryfrom1972,whentheUKandthePRCfirstexchangedAmbassadors.Then,therewerevirtuallynoChinesestudentinBritain.Today,thereareover20,000–oneofthelargestoverseascommunitiesatouruniversities.Then,therewerenodirectairservicesbetweenBeijingandLondon.thisyear,morethanaquarterofamillionBritishtouristswilltraveltoChina,then,noservingBritishPrimeMinisterorForeignSecretaryhadevervisitedchan.lastyear,therewerevisitsfromelevenBritishministers.Thechangingnatureofinternationalrelationsrequiresgovernmentstoworkevermorecloselytogetherfortheirmutualbenefit.Intheglobalisedworldeconomy,thesecurityandprosperityofindividualcountriesoftendependsoneventsbeyondourborders.Weareinterdependentaswellasindependent.Challengessuchasfightingenvironmentaldamage,ensuringglobalhumanrightsareproperlyobserved,removingbarrierstotradeandinvestment,andreducingpoverty,havebecometrulyglobalissues.TheyloomlargerontheagendasofmultilateralorganizationsliketheUN,theWTOandASEM.Inthe21stcentury,bilateralrelationsbetweencountrieswilldependonprogressonissueslikethese.AstwoofthefivepermanentmembersoftheUNSecurityCouncil,ourgovernmentworktogetheronadailybasisonproblemsaffectingeverycorneroftheworld.AnotherchangeintherelationshipbetweenBritainandChinahasbeendevelopmentsinHongKong.IamdelightedthatHongKonghasprosperedsince1997,andthat“onecountry,twosystems”isprovingsuchaneffectiveapproach.Asasignatoryofthejointdeclaration,heUKhasanabidinginterestinthecontinuedwell-beingoftheSpecialAdministrationRegion.ButthisisonlyapartofourwidercommitmenttoChina,weareincreasingtheresourcesweallocatethroughourdepartmentforinternationaldevelopmenttopovertyreductioninChinafrom25mthisyearto60mby2004.Unit5Goodmorningeverybody.AndwelcometothelaunchofournewL50,andtothispresentation.Inaway,launchisnolongerthecorrectword.Manyofyouhavealreadyhadachancetogettoknowthenewcarinyourtestdrivethismorning.So,iwillnotdwellonthetechnicalcapabilitiesofthiscar.Whatiwouldliketodoistosharewithyouthethoughtsthathavegoneintodevelopingthisnewmodelsothatyou’llhaveabetterideaofwhyit’ssuchanexcitingcartodrive.Iwillalsotalkabitaboutwhathasbeenhappeninginourcompany–thedirectionweareheading,ourstrategy,andourambitions.Afterthat,I’lltalkaboutsomeofthemajorstagesinourdesignanddevelopmentofthismodel.Afterthispresentation,We’llhavelunch,whichisservedinthemainconferencehall.Ourchefhaspromisedafewsurprises.I‘mcuriousasyouareaboutwhatthesemightbe,but,backtothepresentation.OurnewL50isthefirstinafamilyofnewcartobelaunchedthisyearandinthenextcouplesofyears.It’stheresultofthemostambitiousinvestmentinourcompany’shistory-125m,indesignanddevelopment,inproductioncapabilities,insalesnetworkandinourownpeople.Theinvestmentisbaseonourunderstandingofthemarketandourgoalforthefuture.sowhataretheythen?Wewanttosell800,000carsayearforthenext5years.sofarthisyear,we’vealreadysold560,000,andcongratulationstothoseofyouthathavecontributedtothissuccess.Thisrepresentnearly20%increaseoverthepreviousyearatatimewhenthemarkethaddeclinedbynearly10%.muchoftheincreasesaleshavecomefromthecommitmentanddedicationofourdealersandourstaff.thankyouandwelldone.ThelaunchofthisL50willmarkthebeginningofaseriesoflaunches,givingusafullrangeofnewcars,3-door,5-door,estate,diesel,andfrom1literallthewayuptoourluxury2litersaloon.Aconvertibleanda4-wheeldrivearealsointhefinaldesignstage.Withthisnewfamily,we’llbeabletocompeterobustlywithanycompetitorinUS,andwillbeabletotakeontheEUmarkettoo.Butproductsalonearenotenough.We’veputsubstantialamountofmoneyandeffortintoupgradingourretailoperation,intoourdealernetworkandintoourownsalesforces.Thisisbuiltonourin-depthknowledgeofourcustomers,whattheywantandwhattheyneed.Itisbaseonthestrengthofourbrand.Ifyouvisitoneofourre-brandedshowrooms,you’llgetastrongimpressionofourbrandandwhatwestandfor.Wearetakingmarketsharesfromourcompetitors..weareontargettotakeevenmore.Webelievethatthemosteffectivewayofgettingmorecustomersandgrowingourbusinessisbynewcars.Notjustanynewcars.Ithadtobenewcarsthatre-enforceourbrandvalue.HavingtestdriventheL50,IamsureyouwillallagreewithmethatthenewL50isexactlythat-anembodimentofperformance,safety,andfunctionality.Thesearethecoreelementsofourbrandvalue.ThesearefeaturesthathavecaughttheattentionofmediaacrossEurope.Thesewillberepeatedineachandeverynewmemberofthefamily.That’sallI’dliketosayatthisstage.Mycolleagueswillnowtakeyouthroughsomeofthehighlightsinthedesignanddevelopment.Thisisashortvideoweproducedjustbeforethislaunch.Itismeanttoanswersomequestions,whatisthethinkingbehindthisdevelopment?Howdowetranslateconceptsintoanewmodel?Howdoesourcorevalueinfluencethethinkingofpeopleonthefactoryfloorandinshowrooms?Ladiesandgentlemen,thenewL50.UNIT7TraditionallyHMTreasury,alongwiththebankofEngland,hasbeenresponsiblefordecidingallaspectsoftheUK’Seconomicandfinancialpolicy.Followingthe1997election,inwhichtheLabourPartycametopower,themacroeconomicpolicyframeworkhasbeenreformed.Theaimofthisreformistohelpprovideaframeworkforimprovedmacroeconomicstabilityandeconomicgrowth.IwouldliketoexplainthekeyfeaturesoftheUKeconomicpolicyframework,identifythekeyinstitutions,theirleadersandmainresponsibilities.Therearethreemaininstitutions.ThefirstisHMTreasurywhichisresponsiblefortheoveralleconomicframeworkandforfiscalpolicyinparticular.ItisledbytheChancellor,GordonBrownwhoisanelectedpolitician.Heissupportedby4juniorministerwithspecificresponsibilities,whoarealsoelectedpolitician.theministersreceiveadvicefromthreemainsource:civilservants,politicaladvisers.Andforsomespecificprojects,businessleadersalsoprepareadvice.Fiscalpolicyisdecidedthroughtwomainprocesses:thebudgetandthespendingreviewprocess.Theb
