TECHNICAL SPECIFICATIONS FOR CONSTRUCTION OF
OVERHEAD POWER LINE OF 35KV AND LESS
1 TECHNICAL SPECIFICATIONS OF CONSTRUCTION
1.1 Conditions of the Installation Construction
Design documents and other technical documents are all complete; construction
drawings have been jointly checked up; technical clarification and necessary
technical training have already completed.
The construction and acceptance of the large shelf distance and iron tower of
overhead power line of 35kV and less shall be implemented according to the relevant
regulations of the existing national standard of "Construction and Acceptance Code
of 110-500kV Overhead Power Line" (GBJ233-1990). Type and specification of all
equipment and materials shall conform to design and they shall have certificate of
qualification. In case of adopting new types of raw material and equipment which
have no normal standard, they shall be technically evaluated and tested to be proved
qualified prior to application.
The installation of the overhead power line shall be constructed according to the
approved design.
Besides as per this code, the construction of the overhead power line shall comply
with the regulations of relevant existing national codes and standards.
1.2 Inspection of Raw Materials and Equipment
(1) The surface of the covered wire shall be flattening and smooth with even
color and luster, and the thickness of the insulating course shall comply with
correlative regulations. The insulating course of the covered wire shall be
packed tightly and be easy to be peeled off. The end of the covered wire
shall be sealed.
(2) The surfaces of the metal accessories and bolts shall be free of cracks,
sand hole, peeled off sheet zinc and rustiness etc.. Except for anchor bolt,
all other metal shall adopt hot dip galvanized for anti-corrosion. (3) The manufacturing quality of the ring shaped reinforced concrete power
pole shall comply with correlative regulations of the existing national
standards. During appearance inspection, it shall be free of longitudinal
crack, the width of transverse crack shall not exceed 0.1mm, and bend of
pole shall not exceed 1/1000 of the length of pole.
(4) The strength of the chassis, chuck and guy anchor made of rock shall
comply with the design specifications. Integral of the rock structure shall not
be damaged during installation.
1.3 Embedment of Foundation Pit and Foundation of Power Pole
(1) The displacement of line bar along the normal line direction of 35kV
overhead power line shall not exceed 1% of the designed shelf distance;
and that of overhead power line of 10kV and less shall not exceed 3%. The
displacement of line bar in transversal line direction shall not exceed 50mm. (2) Both of the displacements in transversal line direction and normal line
direction of the corner pole and branch pole shall not exceed 50mm. (3) The depth of the foundation pit of the power pole shall comply with the
designed regulation, of which the allowable deviation shall be between
+100mm and -50mm. The foundation pit on the same base within deviation
range shall be flattened according to the depth of the deepest pit. The
central deviation of two power poles shall not be more than ?30mm.
(4) The foundation pit of 35kV overhead power line shall be tamped once every
back filling of 300mm. The foundation pit of overhead power line of 10kV
and above shall be tamped once every back filling of 500mm.
(5) The in-situ base and rock base shall comply with correlative regulations of
existing national standard of "Construction and Acceptance Code of
110-500kV Overhead Power Line" (GBJ233-1990).
1.4 Installation of Power Pole Set and Insulator
(1) Welding of reinforced concrete power pole connected by steel ring shall be arc
welding and be operated by the qualified welder who has been trained in welding
work. After welding, bending of the whole pole shall not exceed 2/1000 of the
overall length of the pole.
(2) The appropriate measures shall be taken when the welding is made in the
weathers of rain, snow and high wind. There shall be no draught in the power
pole during welding. When the temperature is below 20?, appropriate measures
shall be taken and the preheating temperature shall be 100—120?.
(3) As to the installation of single cross arm, line bar shall be installed at the
electricity receiving side, and branch pole, 90º corner pole (upper and lower) and
terminal pole shall be installed at the side of guy wire. Skewness at left and right
ends of the cross arm and the deflection at upper and lower ends of cross arm
shall not more than 20mm.
(4) The installation of the insulator of the porcelain cross arm shall comply with:
when installed erectly, the deflection of the top end along the line shall not be
more than 10mm; when installed horizontally, the top end shall be upwarp 5º-15º
and the deflection of the top end along the line shall not be more than 20mm. (5) Before installation of the porcelain suspension insulator of 35kV overhead power
line, megohm of not less than 5000V shall be used to measure the insulation
resistance of the insulators one by one. In drying condition, the resistance of the
insulator shall not be less than 500MΩ.
1.5 Installation of Guy Wire
(1) The embedment depth and direction of the guy anchor shall comply with the
design specification. The distaff shall be perpendicular to the guy anchor. The
joint shall use double nuts and the length of exposed part above the ground shall
be 500-700mm.
(2) After the installation, the allowable deviation of the included angle of ground level
comparing with the design value shall comply with following requirements: it shall
not be more than 1º for 35kV overhead power line; it shall not be more than 3º for
overhead power line of 10kV and less; it shall comply with design specification at
special sector.
(3) When the installation is fixed with colligation, the steel strand shall be trim and
tight. And the minimum winding length shall comply with the requirements in the
following table:

(4)When the guy wire of the concrete pole is equipped with insulators, the insulator shall not be less than 2.5m above the ground in case of breaking of guy wire.
1.6 Erection of Conducting Wire
(1) During unwinding the conducting wire, the appearance of the unwound
conducting wire shall be inspected. The appearance shall be free of scuffing,
broken section, distortion, metal hook, broken end and so on.
(2) Before conducting wire connected with connecting tube, dirt on the surface of the
conducting wire and inside the connecting tube shall be cleaned. The length of
the cleaned section shall be two times of the connecting section. The aluminum
contact surface at the connecting parts shall be coated with a layer of electric
complex grease. The oxide film on the surface shall be cleaned out with small
wire brush and the coating shall be kept for crimp connection.
(3) In event of overhead power line of 10kV and less located within the same shelf
distance of, the joint on the same conducting wire shall not be more than one.
The distance from the tapping position and the fixation position of the conducting
wire shall be more than 0.5m. If there is shock mounting, the joint shall be out of
the shocking mounting. In event of 35V overhead power line located within the
same shelf distance of, there shall not be more than one straight line connecting
tube and three compensating tubes on same conducting wire or lightning
conductor. The distance between compensating tubes, distance between
compensating tube and straight line connecting tube, and distance between
straight line connecting tube (or compensating tube) and strain clamp shall not be
less than 15m.
(4) After the conducting wire of overhead power line of 10kV and less is tightened,
the arc sinking error shall not exceed ?5% of the design arc sinking. The arc
sinking between different phases of conducting wire of 35kV overhead power line
or lightning protection wire shall be identical. When the allowable arc sinking
error is met, the relative error of the arc sinking between different phases shall
not be more than 200mm.
(5) When the 10-35kV overhead power line adopts special use fixtures to connect
the conduction wire, the number of the fixtures shall not be less than 2. The
connecting surface shall be trim, bright and clean. After the oxide film is cleaned
out, the conducting wire and the inside of the groove of special use fixtures shall
be coated with electric complex grease.
(6) Clearance distance between conducting wire and guy wire and between power
pole and frame of the line shall not be less than 600mm in case of 35kV, not less
than 200mm in case of 1-10kV and not less than 100m in case of below 1kV.
1.7 Electric Equipment on Overhead Power Line of 10kV and less
(1) As to installation of pole transformer and transformer, the horizontal inclination
shall be assured to be not more than 1/100 of the center distance of two trestles. (2) The falling off type fuse shall be installed firmly with trim arrangement. The angle
between the axis of the fuse tube and ground vertical line shall be 15º-30º. The
horizontal phase-to-phase distance shall not be less than 500mm.
(3) After installation of isolating switch on the pole, the isolating edge shall be tight
when switching on. After switching off, there shall be air gap of not be less than
200mm.
(4) As to installation of lightning arresters on the pole, they shall be arranged trimly
with identical height. The phase-to-phase distance shall not be less than 350mm
in case of 1-10kV and not less than 150mm in case of below 1kV. In event that
the lead wire is short and straight with tight connection, and isolated wire is used,
the section shall comply with: a to upper lead wire: copper lead wire not less than
16mm and the aluminum lead wire not less than 25mm; as to down lead wire:
copper lead wire not less than 25mm and the aluminum lead wire not be less
than 35mm.
1.8 Power Service Line
(1) As to installation of power service line of 10kV and less, the electric distance of
various sections shall meet the design specification. When installing grounding
down lead, grounding arresting device for interruption of contact shall be fit to
measure the earth resistance in the area of 300 - 400mm above ground. (2) Service line of 1kV and less shall neither cross high voltage leads nor cross over
railway.
(3) The service lines of 10kV and less inducted from two different power supplies
shall not be erected on the same pole.
1.9 Earth Connection
(1) Connection of the grounding installation shall be reliable. Before connection, the
rust and adhesive materials at the connecting parts shall be cleaned out. (2) Lap length of flat steel shall be two times of its width and the flat steel shall be
welded in four sides. The lap length of the round steel shall be six times of its
diameter and the round steel shall be welded in double sides. When the round
steel is welded with flat steel and the flat steel is welded with angle, besides
welded at the two sides of the contact part, the metal band shall be welded into
bent arc (or right angle) and welded with the steel tube (or angle steel).
(3) The grounding ditch shall be backfilled with the earth without rock and other
rubbish and shall be tamped. Surface of back-filled groove shall be equipped with
anti-settling layer with the height of 100-300mm.
1.10 Handing Over and Acceptance
(1) The appearance of electrical equipment shall be complete without damage.
(2) The various errors of the power pole set, arc sinking, phase-to-phase distance,
relative distance, crossing distance and the distance to the building of the
conducting wires shall meet the design specification.
(3) The phase shall be correct and the grounding device shall comply with the
regulation.
(4) Following data and documents shall be submitted:
As-build drawing;
Certificate of the design alteration (including the detailed list of construction
content);
Technical record of installation (including the record of the concealed work);
Record of crossing distance and correlative documents of the agreements;
Record of adjusting test;
Record of the measured value of the ground resistance;
Correlative documents of the approval.
