Major Events in 2004 nd 2 Sanshou World Cup According to the IWUF Constitution, the Sanshou World Cup will be held every two years. Only the first four place winners of each category of Sanshou Competition (men and thndwomen) of the 7 World Wushu Championships are eligible to participate in the 2 Sanshou World Cup. The Executive Committee agreed to the proposal made by the ndTechnical Committee that the 2 Sanshou World Cup would be held in China in 2004. The Regulation of the event will be circulated to the IWUF member federations soon. st2.2 1 World Traditional Wushu Festival The Festival will be held on September 20 –25, 2004 in Zhengzhou, Henan Province, China. The regulations of the Festival will be circulated to the IWUF member federations soon. st2.3 1 World Junior Wushu Championships The event is newly stated in the Constitution. All the IWUF member federations are invited to bid for hosting the event. The bidding documents shall be sent to the IWUF no later than February 1 2004 (24:00 hours Beijing Time). The documents shall include the following but not limited to: 2.3.1 Name of the host city: - Profile of the city (population, size and characteristics) - Detailed local maps showing the location of competition area, hotels and airports 2.3.2 Venue for Competition and Training - Name and exact location of the venue, competition area (15.000sq.ft. minimum), and seating capacity 2.3.3 Transportation Information - Name(s) of airport(s) - Local means of transportation - Transportation arrangement for participating teams on arrival and departure 2.3.4 Accommodation Information - Number of hotels, names and city location - Hotels accommodation capacity - Number and capacity of conference facilities - Accommodation arrangement and expenses of participants (athletes, officials and judges, etc.) - Distance between hotel(s) and competition venue 2.3.5 Letter of Support - Letter of support from the national sports authority or National Olympic Committee or local government 3. International Judges Examination Course The International Judges Examination Course will be held in Beijing, China. The Taolu Course will be held from April 15 to 26, 2004 and Sanshou Course will be from April 15 to 24, 2004. The detailed information is enclosed. 4. IWUF Constitution thThe IWUF Constitution newly approved at the 7 IWUF Congress will be circulated to the IWUF member federations. It will also be on the IWUF’s new website: www.iwuf.org. 5. Competition Rules thNew Competition Rules were adopted at the 7 IWUF Congress and it will be implemented on trial basis for two years. The printed version will be sent to the IWUF member federations. It will also be on the IWUF’s website. 6. IWUF Anti-Doping Rules The World Anti-Doping Agency has provided a sample for the International Sports Federations to draft Anti-Doping Rules. The IWUF will follow the WADA rules. The printed version will be sent to the IWUF member federations. th7. 8 World Wushu Championships thRecommended by the Executive Committee and approved by the Congress, the 8 World Wushu Championships will be organized by the Russian Wushu Federation. According to ththe IWUF Constitution 12.6 and starting from the 8 World Wushu Championships, the federation awarded for hosting the Championships must enter into a written agreement with the IWUF. The detailed content of the agreement will be made known to all the IWUF Members. 8. Coaches Training Course Proposed by the Technical Committee and approved by the Executive Committee, to popularize the new Competition Rules and upgrade the technical levels, the Coaches Training Courses will be organized by each continental federation in 2004. The dates and places of the Courses will be notified by the continental federations in due course. 9. IWUF New Website and Email: The new IWUF email: iwuf@iwuf.org will be put to use starting from January 14, 2004, replacing the existing one. The new IWUF website: www.iwuf.org will be open in 2004. 10. Report on the work of the IWUF by the Secretary General The Secretary General’s report includes the following three parts: 1) IOC’s Recognition to IWUF After two-year’s provisional membership, the IWUF was fully recognized by the IOC at its th113 Session held during the Winter Olympic Games in Salt Lake city, United States in February 2002. Now, the IWUF is an Olympic family member. The IOC’s recognition would be not possible without the efforts and support from all IWUF family members. 2) Wushu’s Olympic Bid Since Beijing won the right to host the 2008 Olympic Games in July 2001, the Executive Committee of the International Wushu Federation (IWUF) has made all its efforts by all thpossible means to get wushu into the Olympic Games. On December 20, 2001, on behalf of the IWUF our President Li Zhijian submitted an official application to Dr. Jacques Rogge, President of the International Olympic Committee (IOC) to have wushu included in the Olympic Games Program. The 8 individual events are proposed to the International Olympic Committee: Men’s Changquan, Men’s Nanquan, Men’s Daoshu and Men’s Gunshu; Women’s Changquan, women’s Taijiquan, Women’s Jianshu and Women’s Qiangshu. During the past two years, the Executive Committee together with all wushu family members has spared no effort to realize our Olympic dream. 3) Promotion Campaign To realize our objectives and to get wushu into the Olympic Games, the Executive Committee deems imperative to develop a promotion campaign. During the past 2 years, the IWUF has done much lobby work and most of our activities have been focused on the IOC. Our President Li Zhijian and Executive Committee members have met with the IOC President, its members of the Executive Board and high ranking officials in different occasions, attended meetings or activities of the IOC and international sports organizations and paid special visits to the key members of the IOC. The following activities,among others, are organized by the IWUF. stthThe 1 wushu demonstration was presented on 10 of November 2001, by the Chinese thathletes to more than 20 IOC members attending the 9 National Games of China. ndThe 2 wushu demonstration was given on April 28, 2002 also by Chinese athletes to the IOC Beijing Olympic Games Coordination Commission during its visit to Beijing. rdThe 3 Wushu demonstration was on May 25, 2002 in Kuala Lumpur, Malaysia when the General Assembly of the Association of National Olympic Committees (ANOC) and the IOC Executive Board met there. The IWUF sent a 56 member delegation to Kuala Lumpur. In order to show to the IOC and World that Wushu is an international sport, we invited wushu athletes from countries which have members in the IOC Executive Board. The athletes from Belgium, Germany, Italy, Russia, Malaysia, Gabon and China presented an outstanding demonstration during the reception hosted by the Beijing Organizing thCommittee for the Games of 29 Olympiad on May 25 in presence of the IOC President, IOC Executive Board members, ANOC delegates, leaders of International Sports Federations and other 500 guests. After the presentation, the IOC President and his colleagues met and congratulated our international team athletes for their very professional and spectacular demonstration. Another important demonstration was organized by the Pan-American Wushu Federation the Winter Olympic Games in Salt Lake city in February 2002. 2003 is the Year of Sports and Olympic Culture. To respond to the call of the IOC, the Wushu and Olympic Culture Symposium will be open this afternoon here in Macau. 8 specialists selected by continental federations of Africa, America, Asia and Europe will elaborate the role wushu plays in promoting the Olympic spirits and the relationship between wushu and Olympic culture. 4) Drug Testing Service Agreement with WADA Anti-doping is one of the top issues in the IOC agenda. Requested by the IOC and World Anti Doping Agency (WADA), IWUF signed the Doping Test Agreement with WADA on December 10, 2001. According to the agreement, WADA is authorized to conduct out-of competition drug testing on the competitor on behalf of the IWUF. The IWUF shall provide WADA with a current and comprehensive list of competitors, and so all IWUF member federations have to provide IWUF with a list of its competitors with contact details and updated whereabouts of competitors. The IWUF shall sanction any competitor whose sample analysis result is positive or has refused to comply with a doping control test. AGENDA ITEM 4. Financial Report by the Treasurer Mr. Patrick Van Campenhout, IWUF Treasurer circulated a Financial Report to the delegates. After clarifying some questions, the Congress approved the report. AGENDA ITEM 5. Admission, withdrawal and expulsion of membership There are 11 wushu organizations applied to join in the IWUF. They are: Martial Arts Authority of South Africa, Kungfu Wushu Federation of Bosnia and Herzegovina, Bolivian Wushu Organization, Federation of Brunei Darussalam, Federation Monegasque de Kungfu Wu Shu et Disciplines, Asociacion National de artes Marciales Chinas de Puerto Rico, INC., Lao Wushu Federation, Croatian Wushu Federation, Guinean Wushu Association, Nigeria Kung-Fu Federation, Wu Shu and Kung Fu Organization of Uruguay. After examining all the applications, the Executive Committee recommended all these 11 applications to be approved by the Congress. The Congress accepted unanimously the above-mentioned 11 new members. The IWUF membership has grown up to 97. AGENDA ITEM 6. Revision on the Constitution and Competition Rules Mr. Yan Jianchang, Secretary General made a report on the amendment of the IWUF Constitution: 1) Principle of the amendment - To be in compliance with the requirement of wushu’s entry into the Olympics and enable the Constitution to be more adoptable to the IOC’s fundamental principles; - To be more suitable with the current situation of IWUF’s development according to the situation changes of wushu’s development; - To adjust some articles to make these principle issues more explicit. The content of actual operation will be stipulated by the relevant IWUF committees. 2) Procedure of the amendment - The Secretariat studied carefully the 1999 version of the Constitution and put forward the articles needed to be adjusted. - The Secretariat studied the Olympic Charter and the Constitutions of other international sports organizations and put forward the contents needed to be absorbed. - The Secretariat listened to the opinions of some experts and put forward the draft Constitution. - The draft Constitution was circulated to the Executive Committee members for study at the July Executive Committee meeting. - To collect opinions from the member federations and the Executive Committee members. - To compile views from various sides and formed the 2003 Draft Constitution for Review - To listen to the views of the Executive Committee members and formed the 2003 version of Draft Constitution - The Draft Constitution was sent to the IWUF member federations - To submit to the Congress for voting 3) The major amendments of the Constitution 3.1 Name and Objective - To be explicit about the location of the IWUF headquarters and confirm the legal position of the IWUF in its registered country. - The article of observing the Olympic Charter is added in the Objective 3.2 Membership - The rights and obligations of the member federations are added into the Constitution. - The annual membership fee will not be changed according to the current situation of the IWUF Members. - The expulsion, withdrawal and termination of the membership are explicitly stated. 3.3 International competitions and activities - The original content of World Wushu Championships has been adjusted as the international competitions and activities. - The contents of the international competitions and activities are clearly stated. - The organization of cross-country wushu competitions shall be informed the IWUF. - The host member federations of the World Wushu Championships shall enter into written agreement with the IWUF. - The regulations on property rights of competitions and activities are added. 3.4 Organizational structural - It is clearly stated in the Constitution that the provisional member federations can only send representatives to observe the Congress. - According to the proposals of the member federations, Presidents of the continental federations (or their appointed representatives) shall be Vice Presidents of the IWUF. - The position of the IWUF Treasurer (member of the Executive Committee) is created in the Executive Committee. - The IWUF Executive Committee has the power to examine the financial reports and monitor each action of the IWUF. - The relevant regulations of IWUF Special Committees are simplified. The Ad hoc Committees may elaborate detailed working regulations according to the authorization of the Executive Committee. 3.5 Deleted content The “Administrative Regulations” in the 1999 version Constitution are deleted. More detailed regulations are stated in the Competition Rules and Judges Management Policy by the Technical Committee. The Congress approved by exclamation the amendments made by the Executive Committee and the draft Constitution, which was circulated to the IWUF Members before hand. Mr. Huang Linghai, Chairman of the Technical Committee made a report to the Congress on the modification of the Competition Rules: With the overall improvement of the technical levels of athletes all over the world, to be in conformity with the Olympic motto ”Citius. Altius and Fortius”, encourage technical innovation and enable the wushu competitions more impartial, the Technical Committee approved the principle idea of amending the Competition Rules in 2001. After 3 years research and repeated practices, the draft version is approved by the Technical Committee and the new Competition Rules will be implemented on trial basis for two years starting from 2004. According thto the IWUF Constitution 12.6 and starting from the 8 World Wushu Championships, the federation awarded for hosting the Championships must enter into a written agreement with the IWUF. Other Matters 1) World Anti-Doping Code The WADA has provided a sample for the IFs to draft Anti-Doping Rules. The Congress approved the suggestion that the IWUF would adopt and implement the WADA rules. nd2) 2 Sanshou World Cup The Executive Committee agreed to the proposal made by the Technical Committee that ndthe 2 Sanshou World Cup would be held in China in 2004. Only the first four place thwinners of each category of the 7 World Wushu Championships are eligible for ndparticipating in the 2 Sanshou World Cup. The Regulation of the event will be circulated to the IWUF member federations soon. st3) 1 World Traditional Wushu Festival The Festival will be held on September 20 –25, 2004 in Zhengzhou, Henan Province, China. The 2003 Beijing International Wushu Judges Examination Course was originally scheduled to be held from August 30 to September 13, 2003 in Beijing. Affected by SARS epidemic, the IWUF decided to postpone the Course upon requests from the IWUF member federations. The IWUF Technical Committee meeting took place in November in Macau. It decided that the International Wushu Judges Examination Course will be held in April in China. All the existing international judge certificate holders are eligible to take part in the one-off examination for grading. Date and Place The Course for Taolu will be held from April 15 to 26, 2004. The Course for Sanshou will be held from April 15 to 24, 2004. 2. Eligibility of Participants 2.1 The existing international judge certificate holders are eligible to participate in the course for grading and they should: --- Be born after January 1 1947 2.2 The new candidates The candidates should: --- Be citizens of the countries/regions of the IWUF member federations; --- Have judging experience at national/ regional level or other important competitions; --- Have a certain command of Chinese or English required for officiation; --- Be born after January 1 1957 and be in good health; --- Each IWUF member federation may enter a maximum of 10 candidates (5 for taolu and 5 for sanshou) to participate in the course. 3. The examinations for upgrading will be held once every 2 years and the certificates will be valid for four years.
