Over the past month, we have witnessed the most flagrant violation of international law since the inception of the United Nations. After two weeks of military occupation, an integral part of Ukraine was forcibly annexed by a State that happens to be one of the permanent members of the Security Council, entrusted by the membership of the United Nations with the primary responsibility for maintaining international peace and security. That Crimea belongs to Ukraine is approved by the world. Ukraine will strongly guarantee state sovereignty and territorial integrity. The European Union has made efforts on this case. The European Union welcomes the agreement reached on 21 March on the deployment of an OSCE special monitoring mission to Ukraine to monitor and support the implementation of OSCE principles and commitments. The European Union is fully committed to the monitoring mission’s success and calls for its early deployment throughout Ukraine. Also, Canada condemns in the strongest terms this unilateral and unjustified assault on Ukraine’s sovereignty and territorial integrity.
Ukraine is seeking various ways to realize the regression of Crimea. And Crimea, as a part of Ukraine, can obtain maximum independence. No one will admit the Crimea’s referendum into Russia, and there is no room for compromise on this issue.
One month has cost us dearly. More inaction may cost us the Organization itself. So, Ukraine has drafted a draft resolution with the sole and strict goal of upholding the principle of the Charter of the United Nations. The text addressed respect for territorial integrity and non-use of force to settle disputes. It does not break any new legal or normative ground. Ukraine is convinced that a strong vote today will help deter further aggressive moves.
